The Village Council met in�re� session and was called to order by
William N. Super, Mayor.. at 8:00 o'e ocI k p.m.
The following members were present: William N. Super, Allen Lindman,
Clifford Wellman, Wayne Gageby, and Russ Jones.
The Mayor announced that the meeting was open for further consideration
Of the proposed improvements in the Village consisting of the folbwing:
Sanitary Sewer Lateral on Halifax Avenue from 57th to 59th Avenue
and on Indiana Avenue North from 57th Avenue to 58th Avenue North.
The Mayor then called upon all property owners present to present
arguments either for or against the proposed improvements. After hearing and
considering all objections, member Allen Lindman introduced the following
resolution and moved its adoption:
RESOLUTION CPJMIM 3WROVVEMENTS
AND DETAILED FLAW AND SPECIFICATIONS
BE IT RESOLVED by the Village Council of the Village of Brooklyn
Centex, Minnesota, as follows:
1. It is determined hereby that it is necessary and for
the best intereet of the Village and the owners of property
specially benefited thereby that the following improvement
shall be constructed:
Construction of Sanitary Sewer Lateral on Halifax Avenue

�2The lans and specification for said imp ement shall
be prepared by Minder Bering Company.. and be submitted to
the Village Council for approval. Only 13 connections are to be
made,
3. The construction for said improvement is to be added to
the existing contract with Peter Lametti Construction Company,
covering the construction of Sanitary S ewer Improvement No. 1956—
17C. Said work is to be performed at same unit prices as now in
force in said contract.
4. Said improvement shall be designate hereafter Sanitary
Sewer Improvement 1956 -52.

member Clifford Wel]=n, and mpon vote being taken thereon, the following voted
in favor thereof: Willi4g, avW Allen Lindman, Wayne. Gageby, Clifford
Wellman, and Russ Jones; and the following voted against the same: None;
whereupon said resolution was declared duly passed and adopted.
In conjunction with the Foregoing resolution, member Russ Jones
ntrodueed the foalloAng, and moved its adoption:

1. That the Village Council defer action on the VpWed
sanitary sewer lateral on Kali ax Avenue and Indiana AyentW
North From 57th Avenue North to 58th Avenue North until August..,
21, 1956, at 8:00 p.m.
The motion for the adoption of the foregoing resolution Was dskly seconded by
member Wayne Gageby, and upon vote being taken thereon the following voted ,,In
favor thereof: William N. Super, Allen Lindman, Wayne Gageby, Clifford Wellman,
and Russ Jones; and the following voted against the samei None; whereupon said
resolution was declared duly passed and adopted,.
Motion made by Wayne Gageby end seconded by A13ma Lindman to allow the
Village of Brooklyn Center to make the hookup to storm sewer on the Mark Jones
property, Lot 49, Gareelon's Addition, providing Mark Jones lay all tile and put
In the catch basin to the proper specifications set up by the Village Engineer.
All future maintenance and cleanin is the responsibility of Mark Jones. Motion
carried.
Motion made by Wayne Gageby sod seconded by Russ Jones to accept the
petition for sanitary sewer on Drew Avenue North from 65th Avenue North to the
North line of Brooklane Addition. Date of hearing to be set later. Motion
carried.
Motion made by Russ Jones to comic, the Village of Brooklyn Center to
make the following improvements in accordance with the resolution heretofore'
identified as Improvement Commitments for VA Loan Purposes. Said resolution shall
have inserted in it the following:
Property to be improved: Pearson's Northport 4th Addition
Estimated cost: $6,360.00
Date of completion: 12 a the
Improvements to be made: Street surfacing Pearson's Northport
4th Addition, Eckberg Drive and Halifax Avenue
North
Builder: Pearson Brothers
The foregoing motion was duly seconded by Allen Lindman, and upon vote being
taken thereon the following voted in favor thereof: William N. Super, Wayne
Gageby, Allen Lindman, Clifford Wellman, and Russ Jones; and the following voted
against the same* None; whereupon said resolution was declared duly passed and
adopted.
Motion Made by Wayne IUVby and seconded by Allen Lindman to release
bond of Kenneth L. Bergstrom for improvements in Delphian's Garden's 1st Addition,
upon receipt of certified check in the amount of $508.00, based upon recommendations
Of Village Engineer. Motion carried.
Motion made by Russ Jones and seconded b' Wayne Gageby to accept ,justice
report of Aidor Johnson for the months of May and Motion carried.

adoption: Member Clifford Wellman introduced the following ordinance and moved its
AN ORDINANCE AM WING THE ZONING ORDINANCE C THE VILLAGE 01P WOOKL'YN
CENTER BY ADDING PARKING AS A USE OF RESIDENTIAL LAND BY SPECIAL PERMIT
The Village Council of the Village of Brooklyn Center do ordain as follows:
1. Section 35.211 of the ordinances of the Village of Brooklyn
Center is hereby amended to add thereto a provision which shall read as
follows
When authorised by special permit, the parking of cars upon land in the
immediate vicinity of authorized commercial or industrial activity. A
special permit for this purpose may specify buffer zones, setbacks,
screening and fencing and such further conditions or restrictions as
may be deemed suitable by the Village Council ir order to protect the
abutting properties and regulate the flow of traffic.
2. This ordinance shall take effect from anft after its leg4tl
publication.
The motion for the adoption of the foregoing ordinance was duly seconded by member
Allen Lindman, and upon vote being taken thereon the following voted in favor these of:
William N. Super, Wayne Gageby, Allen Lindman, Clifford Wellman, and Russ Jones; and
the following voted against the same: None; whereupon said resolution was declared
duly Passed and adopted.
Motion made by Allen Lindman and seconded by Wayne Gageby to accept the
Petition for the vacation of drainage easement on the West line of Lot 13, Block 1,
Pearson's Northport let Addition and the drainage easement on the East line of
Lot 12, Block 1, Pearson's Northport let Addition. Public hearing to be held
September 18, 1956. Motion carried.
Motion made by Allen Lindmen and seconded by Wayne Gageby to authorize
the Village Attorney to investigate further the enforceability of improvement
assessments on land owned by the Metropolitan Airport Commission. Motion carried.
Motion made by Wayne Gageby and seconded by Russ Jones to table the
request of the Civil Defense for radio equipment until a future date. Motion
carried.
The bills set forth on the schedule attached to these minutes and made
a part hereof entitled "The Bills Audited and Ordered Paid at the meeting of
August 14, 1956" were audited and ordered paid.
Motion made by Clifford Wel]man and seconded by Russ Jones to adjourn.
