HomeMy WebLinkAbout1956 08-21 CCM Special Session Mine of the of the Village Council of the Village of Hiooklyn Center in the County of Hennepin axed State of Minnesota August 21, 1956 The Village Council met in s session and was called to order by William N. Super, Mayor, at 8:10 p.m. The following members were present: William N. Super, Wayne Gagebys Clifford Wellman, and Russ Jones. Allen Lindmn was absent. Motion made by Wayne Gageby ead seconded by Clifford Wellman to agove the minutes of the special session of July 31, 1956, special session of August 6, 1956, and the special session of August 7, 1956. The minutes were approved as recorded. Motion carried. The Mayor announced that the meeting was open for further consideration of a proposed, improvement in the village consisting of the following: Construction of sanitary sever lateral on June Avenue from 69th Avenue North to Lane Street. The Clerk produced an affidavit of publication of notice of hearing on the proposed improvement showing two weeks • publication thereof in the of'f'icial newspaper, the last publication being on August 16, 1956, which affidavit was examined and found satisfactory and ordered placed on file. The Mayor than called upon all property owners present to present arguments either for or against the proposed improvement. After hearing and considering all objections, and the property owners appearing in favor of said Improvement,, member Wayne Gageby introduced the Following resolution ad moved its adoption: RESOLUTION CNDERIM Il++iPR(All3MM ; AND DETAILED PLANS AND SPECIFICATICWS BE IT RESOLVED by the Village Council of the Village of Brooklyn Center, Minnesota, as follows: 1. it is determined hereby that it is necessary and for the best interest of the Village and the owners of property specially benefited thereby that the following improvement shall be constructed: Sanitary Sewer Lateral on June Avenue from 69th Avenue. North to Lane Street. Said improvement shall be designated hereafter Sanitary Sewer Lateral Improvement No. 1956 -31. 2. The plans and specifications for said improvement shall be prepared by Minder Engineering Company, and be submitted to the Village Council for approval. 3. The construction for said improvement is to be added to the existing contract with Lametti & Sons Construction, covering the construction_ of Sanitary Sewer Laprovement No.- 1956.5, 6, 7, 20, 22 , 40, 41, 43, 44, 46, & 48. Said work is to be prepared at same unit prices as now in force in said contract. 4. Assessments to be $480.o0 a lot or the average sanitary sewer lateral assessment, depending which is higher. Balanee of cost to be paid by the property land t o the north, when seater laterals are extended to benefit these properties. The motion for the adoption of the .foregoing resolution. was duly seconded by member Clifford Wellman, and upon vote being talon thereon, the following voted In favor thereof: William N Super, Clifford Wellman, Wayne Gageby, and Russ Jones, and the, following voted against.. the same: bone; whereupon said resolution was declared duly passed and adopted. Motion made by Muss Jones and seconded by Clifford Wellman to approve the completion of Sanitary sewer area interceptor, Improvement No. 1956.17, by an extension as follows: starting on Halifax Avenue North 151* more or leas north of center line of 58th Avenue North; thence South to 58th Avenue North; thence west to June Avenue North. Motion carried. Member Wayne Gageby introduced the following resolution and moved its adoptions RESOL)TION REJECTING WATER METER BIDS BE IT RESOLVED by the Village Council of the Village of Brooklyn Center, Minnesota, as follows: 1. The bids received by the Village Council of the 'Village of Brooklyn Center, Minnesota, on water meters are hereby rejected on the grounds that the Council has been advised that bids have been lower 3n other Villages. The subject is open for further study. The motion for the adoption of the foregoing resolution was duly seconded by member Russ Jones., and upon vote being taken thereon the following voted in favor thereof: William N. Super.. Clifford Wellman, Wayne Gageby, and Russ Jones; and the following voted against the same: None; whereupon said resolution was declared duly passed and adopted. Motion made by Wayne Gageby and seconded by Russ Jones to accept the final plat of Northgate Addition, subject to all restrictions of the platting ordinance. Bond is to be poster;.. Motion carried. Motion made by Russ Jones and seconded by Wayne Gageby to accept the petition submitted for Sanitary sexier on Ewing Evenue North from 65th Avenue North to the north line of Brooklane Addition. Motion carried. Motion made by Wayne Gageby and seconded by Clifford Wellman to make the following adjustments in the Council members' salary: Mayor $80.00 a month Trustees $60.00 a month Village Clerk $100.00 a month These salaries are based upon advice of the Ville Attorney that the 1956 assessed value exceeds $3,000,000 and shall take effect September 1, 1956. Motion carried. Motion made by Wayne Gageby and seconded by Russ Jones to authorize the Village to purchase water meters from time to time, as needed. No singles Pvchase to exceed $500.00.
