Super, Allen Lindman, V,',Vne ^ag b;y, and Russ Jones. Clifford Wellman, was absent. Niotfaa, made by Wayne Gageby and seconded by Allen Lindman to approve the minutes of the regular meeting of August 28, 1956, special session of Aug. 30; 1956, and the regular meeting of September 4. 1956. The minutes were approved as recorded. Motion carried. Motion made: by Allen Tdndmen and seconded by Wayne Gageby to uphold the recommendation of the Planning Commi.sslpn to allow Pat Sullivan to operate a beauty parlor at 6507 Ewing Avenue North on Lot A, Brooklane Addition. Motion carried. Motion made by Wayne Gageby and ssconded by Alley Lindman to uphold the recoNmmendation of the Planning Commission to grant a special permit to Ronald Crass to build a garage within three feet of the property line at 5907 York Avenue North. Motion carried. Motion made by Allen Landman and seconded by Russ Jones to uphold the recommendation of the Planning Commission to deny a special permit to Harlin Harmes to wreck and burn cars on Lot 35, Auditor's Subdivision #309. Motion carried. Motion made by Russ Jones and seconded by Wayne Gageby to deny a special permit to Richard Holt to build and sell boats at 4717 Twin Lake Avenue. Motion carried. Motion made by Wayne Gageby and seconded by Russ Jones to accept the final plat of Palmer Lake Terrace, subject to all restrictions of the Platting Ordinance. Bond to be posted. Motion carried The Mayor announced that the Council was met to receive, open and consider bids for Street Improvement No. 19556• The Clerk presented affidavit showing publication of advertisement for bids in the official newspaper, which affidavit was examined and fouuid to be in accordance with law and ordered placed on rile. Craig Co y 1 8 $ 7, 55 .00 adoption: Member Allen Lindman introduced the following resolution and moved its RESOLUTION ACCEPTING BID AND APPROVING CONTRACT FORM BE IT RESOLVED by the Village Council of the Village of Brooklyn Center, Minnesota, that the bid of Black Top Service Company, as to furnishing all work, labor, and material in connection with Street Improvement No. 1955 -6 acco2dng to the planes and specifi- cations therefor now on file in the office of the Village Clerk is deemed to be the lowest and best bid submitted for said work by a responsible bidder, and said bid is hereby accepted. BE IT FURTHER RESOLVED that the form of contract proposed for ex -- 39 ecution between the Village and Black Top Service Company is app - roved, and the Mayor and Clerk are hereby authorized and directed to execute the same on behalf of the Village upon the filing with the Village Clerk of a bond with an approved corporate surety in the amount of $15,930.00 conditioned for the faithful performance of said contract, completion date to be fourteen days after official notice to proceed work. Thn motion for the adoption of the foregoing resolution was duly seconded by member Wayne Gageby and upon vote being taken thereon the follow- ing voted i favor thereof: William N. Super, Wayne Gageby, Allen Lindman, and Russ Jones: and the following voted against the same: None; whereupon said resolution was declared duly passed and adopted. Motion made by Allen Lindman and seconded by Russ Jones to issue a garbage permit to Woodlake Sanitary Service to haul garbage and refuse in the Village of Brooklyn Center. Motion carried. Motion made by Wayne Gageby and seconded by Allen Lindman to author- ize the Village Attorney to draw up the proper ordinance enabling the Village of Brooklyn Center to detach and annex the following property: All of Lot Two (2), and all that Part of Lot One (1), "Auditor's Subdivision Number 328, Hennepin County, Minnesota, " lying West of the creek, according to the plat thereof on file and of record in the office of the Register of Deeds in the County of Hennepin, and State of Minnesota. Minnesota Associates, Inc. are to bear the cost of detaching and annexing, Motion carried. Motion made by Russ Jones and seconded by Wayne Gageby to pay the janitor at Harron Church $5.00 for cleaning the church after September 11, 1956 election. Motion carried. Member Russ Jones introduced the following resolution and moved its adoption: RESOLUTION ORDERING ADVERTISEMENT FOR BIDS BE IT RESOLVED by the Village of Brooklyn Center, Minnesota as follows: 1. The specifications for aa electric rotary 10 column calculator are to be prepared by the Village officers and shall be filed with the Clerk. 2® The Clerk shall advertise for bids on an automatic electric rotary 10 column calculator in the North Hennepin Post, the date of first publication not less than ten(10) days prior the date for receipt of bids. Said notice shall state that no bids will be considered unless sealed and filed and accompanied by a cash deposit, bid bond, cashier's check or certified check payable to the Clerk in the amount of not less than five per cent (9 %) of the bid. 3. Bid date to be set for October 23 1956. 4. Payment to be made on or around January 20, 1957• The motion for the adoption of the foregoing resolution was duly seconded by Wayne Gageby, and upon vote being taken thereon the following voted in favor thereof: William N. Super, Allen Lindman, Wayne Gageby, and Russ Jones; the following voted against the same: None; whereupon said resolution was declared duly passed and adopted, The bills set forth on the schedule attached to these minutes and made a part hereof entitled, "The Bills Audited and ordered Paid at the Meet- ing of September 18, 1956" were audited and ordered paid._ Motion made by Russ Jones and se n b en Lindman to adjourn.
