The Village eouneil Bret in regular session and was called to order
by William N. Soper, Mayor, at 8:15 P.M.
The following members were present: William N. Super, Allen lindman,
Clifford Wellman, Mayne Gageby, and Russ Jones.
At this time the Village Attorney and State Senator, Donald Fraser,
swore in the newly elected officials,, to -wit: Carl C. Carlson, Trustee;
John Wingard, Justice of Peace; John Nordberg, Village Assessor; Sylvia
Nordberg, Deputy Assessor; Iry Miller, Constable; and Russ Jones, Village Clerk.
The newly elected officers then took their respective positions,
Russ Jonea as Village Clerk and Carl C. Carlson as Trustee.
Motion made by Clifford Wellman and seconded by Carl Carlson to
uphold the recommendation of the Planning commission to deny a special permit
to Floyd Margadant to operate a hobby shop. Motion carried.
Motion made by Carl Carlson and seconded by Clifford Wellman to
uphold the recommendation of the Planning Commission to accept the proposed
plat of Arthur Wingard on Lot 21, Auditor's Subdivision #57; subject to all
restrictions of the platting ordinance. Motion carried.
Motion made by Russ Jones and seconded by Clifford Wellman to uphold
the recommendation of the Planning C, ommission to deny a special permit to
Harry Grassman to operate a beauty shop. Motion carried.
Motion made by Wayne Gage�y and seconded by Carl Carlson to uphold
the recommendation of the Planning ommission and accept the proposed plat
of Kenneth Ostrom; subject to all restrictions of the platting ordinance.
Motion carried.
Motion made by Clifford Wellman end seconded by Wse Gageby to
uphold the recommendation. of the Planning - onmission and accept. L the revised
plat of Lang's Addition; subject to all restrictions of the platting ordinaunik'.

Member Russ Jones introduced the following resolution and moved its
adoption.

The motion for the adoption of the foregoing resolution was duly seco0ed by
member Wayne Gageby, and upon vote being taken thereon t1w fouawing vow

resolution was declared duly passed and adopted.
Motion made by eby and seconded by Carl Carlson to uph U
recommendation of the Planning omission and deny the permit to JesmsCte
Rudeen for a dog kennel.. Motion carried.
Discussion took place with representatives 9f Layne-NIMesots
Motion made by Russ Jones and seeuad+ed by Wayne Eby as follows: Because
Layne - Minnesota Coaapsny requested at the meeting held an Dwomber 26, 19%

the council having indicated that it was willing to pera[lt the Layne- Minnesota
Company to continue its attempts to extract its tools and complete the well
for several more days with the understanding that they will report to
members of the council by the end of this week, therefore the motion passed
on November 27, 1956 terminating the contract with Layne - Minnesota. Company
is rescinded. All members voting in favor of said motion, motion
carried.

Motion made by Russ Jones and seconded by Clifford Wellmn to apse
the application for two taxicab licenses for Wallace Nylen subject to
receiving the second insurance policy. Motion carried.
Motion made by Russ Jones and seconded by Wayne Gageby to approve
the applications for the following filling station licenses:

Motion made by Russ Jones and seconded by Wayne Gageby that the
appointments made by William N. Super, Mayor, be accepted. Motion carried.
Motion made by Russ Jones and seconded by Clifford Wellman that we
accept the petition of J. Dahinden for the oil stabilizing of 54th Avenue
North from Penn to j block west of queen Avenue North and Queen Avenue North
north of 54th Avenue for 150' North. Date of hearing to be set later. Motion.

Member Russ Jones introduced the following resolution and moved its
adoption:
RESOLUTION PROVIDING FOR PUBLIC HEARING ON
PROPOSED WATER MAIN DWROVEmENr NO. 1957 -1
WHEREAS, it is proposed that there be constructed an improvement
consisting of the following:
Construction of water main on quail Avenue North from
63rd Avenue North to 62nd Avenue North, then Bast to
Perry Avenue North; then North on Perry Avenue North to
63rd Avenue North.
WHEREAS, the village engineer has made a preliminary report advising
that said proposed improvement is feasible and that it can be
constructed at an estimated cost of $18,100.00,
NOW, TBEREFOREt BE IT RESOLVED by the Village Council of the Village
of Brooklyn Center, Minnesota, as follows:
1. The council proposes to proceed under authority grantdfUy
Chapter 398, Laws of Minnesota, 1953, as amended.
2. A public hearing on the proposed improvement shall be held
at the Village Hall in the village on Tuesday, the 29th day of
January, 1957, at 8:00 o'clock P.M., and the clerk shall publish no
of the time and place of hearing by two weeks' publication in the
official newspaper of the village.
3. The area proposed to be assessed for said improvement is as
follows:
All lots and parcels of land abutting thereon.
4, This proposed improvement shall be designated Water Main
Improvement No. 1957 -1+
The motion for the adoption of the foregoing resolution was duly secovted by
member Carl Carlson, and upon vote being taken thereon the following voted In

whereupon said resolution was declared duly passed and adopted.

WEMtEAS, the village engineer has made a preliminary report advising
that said proposed improvement is feasible and that it can be
constructed at an estimated cost of $36,300.00,
NOW, THEREFORE, BE IT RESOLVMby the Village Council of the Village
of Brooklyn Center, Minnesbta, as follows:
1. The council proposes to proceed under authority granted by
Chapter 398, Laws of Minnesota, 1953, as amended.
2. A public hearing on the proposed improvement shall be held at
the Village Hall in the village on Tuesday, the 29th day of January,
1957, at 8 :00 o'clock P.M., and the clerk shall publish notice of the
time�and place of hearing by two weeks' publication in the official
newspaper of the village.
3• The area proposed to be assessed for said improvement is as
follows:
All lots and parcels of land abutting thereon,

WHEREAS, the village enginebr has made a preliminary report advising
that said proposed improvement is feasible and that it can be
constructed at an estimatid cost of $21,000.00,
NOW, THMWORE, BE IT RESOLVED by the Village Council of the ill
of Brooklyn Center, Minnesota, as follows:
1. The council proposes to proceed under authority granted by
Chapter 398, Laws of Minnesota, 1953, as amended.
2. A public hearing on ,the proposed improvement #ball be held

that said proposed improvement is feasible and that it can be
constructed at an estimated cost of $3,690.35,
NOW, THEREFORE, BE IT RESOLVED by the Village Council of the Village
of Brooklyn Center, Minnesota, as follows:
1. The council proposes to proceed under authority granted by
Chapter 398, Laws of Minnesota, 1953, as amended.
2. A public hearing on the proposed improvement shall be held
at the Village Hall in the village on Tuesday, the 29th day of
January, 1957, at 8;00 o'clock P.M., and the clerk shall publish notice

that said proposed improvement is feasible and that it can be
constructed at an estimated cost of $21,650.00,
NOW, THEREFORE, BE IT RESOLVED by the Village Council of the Village
of Brooklyn Center, Minnesota, as follows.
I. The council proposes to proceed under authority granted by
Chapter 398, Laws of Minnesota, 1953, as amended.
2. A public hearing on the proposed improvement shall be held
at the Village Hall in the village on Tuesday, the 29th'day of
January, 1957, at 8:00 o'clock P.M., and the clerk shall publish
notice of the time and place of hearing by two weeks' publication
in the official newspaper of the village.

The motion for the adoption of the foregoing resolution was duly seconded by
member Carl Carlaonf and upon vote being taken thereon the following voted
in favor thereof: William N. Super, Clifford Wellman, Carl Carlson, and
Wayne Gageby, and Russ Jones; and the following voted against the same: lone;

Member Wayne Gageby introduced the following resolution and moves]

RESOUTION ORDERING ADVERTisson FOR BIDS
BE IT RESOLVED by the Village of Brooklyn Center, Minnesota, as follows:
1. The specifications for a`police squad car are to be prepared
by the Village officers and shall be filed with the Village Clerk.
2. The Clerk shall advertise for bids on a police squad car
in the North Hennepin Post, the date of first publication not less
than ten (10) days prior the date for receipt of bids, Said notice
shall state that no bids will be considered unless sealed and filed
and accompanied by a cash deposit, bid bond, cashier's check or
certified check payable to the Clerk in the amount of not less than
five per cent (5 %) of the bid.
3. Bid date to be set for January 29, 1957.
The motion for the adoption of the foregoing resolution was duly seconded
by member Russ Jones, and upon vote being taken thereon the following voted

Member.Glifford Wellman introduced the following resolution and
moved its adoption:

BE IT RESOLVED by the Village of Brooklyn Center; Minnes -ota as

1. The specifications for a one ton truck with dump body are to
be prepared by the Village officers and shall be filed with the
Village Clerk.
2. The Clerk shall advertise for bids on a one ton truck with
dump body in the North Hennepin Post, the date of first publication
not less than ten (10) days prior the date for receipt of bids.
Said notice shall state that no bids will be considered unless
sealed and filed and accompanied by a cash deposit, bid bond,
cashier's check or certified check payable to the Clerk in the
amount of not less than five per cent (5%) of the bid.

1. The specifications for n 1/2 'ton pickup'truck with
utility body are to be prepared by the Village officers and shall
be filed with the Village Clerk.

2. The Clerk shall advertise for bids on a 1/2 ton pickup
truck with utility body in the North Hennepin poet, the date of
first publication not less than ten (10) prior the date for receipt
of bids. Said notice shall state that no bids will be considered
unless sealed and filed and accompanied by a cash deposit, bid bond,
cashier's check or certified check payable to the Clerk in the
amount of not less than five per cent (5 %) of the bid.

1. The specifications for short wave radio equipment for three
units are to be prepared by the Village officers and shall be filed
with the Village Clerk,
2. The Clerk shall advertise for bids for short wave radio`
equipment for three units in the North Hennepin Post, the date of
first publication not less than ten (10) days prior the date for
receipt of bids, Said notice shall state no bids will be
considered unless sealed and filed and accompanied by a cash
deposit, bid bond, cashier'•s check or certified check payable to the
Clerk in the amount of not less than five per cent (5%) of the bid.
3. Bid date to be set for January 29, 1957.

OF THE VILLAGE OF BROOKLYN CENTER BY ADDING
A NEW SECTION TO BE KNOWN AS SECTION 3- 807..1
The village council of the Village of Brooklyn Center do ordain as
follows:
1. A new section shall be added to the village ordinance to be
entitled Section 3 -807 ADDITIONAL CONSTRUCTION REQUIRE14ENTS and
to read as follows:
Section 3- 807.1 ADDITIONAL CONSTRUCTION REQUIREMENTS. Receptacle
outlets which are installed in or near those areas intended to be
used for the installation of laundry equipment in residences
shall be of three'wir*,two circuit` type and shall be connected to
a 115/230 volt -three Wine circuit. Receptacles which are mounded
in such areas shall not be less -than 48 inches from the floor '
not more than four feet from laundry tubs and shall not be moulted
on a ceiling, Where sump,pumps,may be installed, there shall be
provided separate additional receptacles for that purpose.
2. This ordinance shall take effect from and after its
publication.

subsequent reinspection required until the work is found to be
properly performed.
2. Section 3 -604 of the V illage Ordi nances is hefeby amended by
adding thereto the following language
(1) No well shall be capped or covered until the inspector
has carried out a test to determine the depth of the well.

THE VILLAGE OMCIL OF THE VILLAGE OF BROOKLYN CENTER ORDAINS:
The ordinance heretofore adopted by the Village Council (Xi the tad
day of October, 1956 entitled "AN ORDINANCE DETACHING LOT ONE (1),
AUDITOR'S SUBDIVISION NO. 328, HENMWIN COUNTY.. MINNESOTA, RM THE
VILLAGE OF BROOKLYN CENTER AND ANNEXING THE SAME TO THE VILLAGE OF
CRYSTAL" is hereby amended to read as follows:
Secti That part of Lot One (1), Auditor's Subdivision
No. 320, Hennepin County, Minnesota, lying west of creek,
according to the plat thereof on file and of record in the office
of the Register of Reeds in and for said county and state,
is hereby detached from the Village of Brooklyn Center and annexed
to the Village of Crystal.
Section 36 -102. This ordinance shall be in force from and after
its publication and upon the adoption by the Village Council of the'
Village of Crystal of an ordinance annexing said tract to the
Village of Crystal.
The foregoing motion having been seconded by member Carl Carlsony and upon
vote being taken thereon the following voted in-favor thereof:- William N.
Super, Clifford Wellman, Wayne Gageby, Carl Carlson, and Russ Jones; and the
following voted against the same. None; whereupon said ordinance was
declared duly passed and adopted.

Village proceed to advertise for applications for police officer, closing
date set for application being February 1, 1957 The Village is to enter into
negotiations with the Civil Service Commission for Civil Service examinatiors;
and screening and grading of examinations to be done by same. Motion carried.
Motion made by Wayne Gageby and seconded by Russ Jones that the
Village revoke the plumbing license of Carl Lunacek, within the Village of
Brooklyn Center, for cause shown* Motion carried.

Village authorize withholding of Blue Cross and Blue Shield to be handled

V X1age deposit checks given in lieu of bond, to be deposited In Investment
Trust Fund, but not to be invested until further order of the Village Council.

Motion made by Russ Jones and seconded by Carl Carlson that the
Village approve the appointment of Marjorie Brooks as deputy treasurer. 1/
Bond and insurance for same to be checked into and secured. Motion carried.
