HomeMy WebLinkAbout1957 01-15 CCM Special Session 4 Minutes of the proceeding of the Village Council of the Village of Brooklyn Center in the County of Hennepin and State of Minnesota January 15, 1957 The Village Council met in special oession and was called to order by William N. Super, Mayor, at 8 :00 P.M. The following members were present: William N. Super, Clifford Wellman, Carl Carlson, Wayne Gagebyo and Russ Jones. Motion made by Wayne Gageby and seconded by Russ Jones that the Village Council appoint John Limner as Village Fire Marshal on the same basis as 1956. Motion carried. Member Wayne Gageby introduced the following resolution and moved its adoption: RESOLUTION AUTHORIZING JOINT AGREEMENT RELATING TO INVESTIGATION OF SUBURBAN GAS RATES BE IT RESOLVRR by the Village Co%cil of the Village of Brooklyn Center as follows: 1. It is herby deterul ed to be a"& 6~7 a i t to the public health, safety, prosperity, soave ". welfare to enter into an agreement for tbeinvestigatlM of the rates of the Minneapolis Gas Company in this municipality and that such investigation can best bie made by a joint and cooperative study of such rates with other munIcipo4lties the vicinity. 2. In order to make suah a joint investigation, a proposed agreement entitled, *Joint Agreement Relating to Investiptio of Sub. .. . Raateo".. The motion for the adoptiop of the tdeego tg resolution was duly seconded by member Carl Carlson, and upon volt being Uken the3mon f0116VI ng vote in favor thereof: William N. Super, Clifford Well, Wo� Gageby, Carl Carlson, and R"'s Jones; and the following voted against the same: None; whereupon said resolution was declared duly pasae& azd awdopted'. Motion by Clifford Welboo - -and seconded by Wayne Eby that the public hearing on water maim on Indians Avenue from 63rd Avenue North to 65th:; Avenue North and Marlin Drive,, Improvement Project No. 1957 -3, be'cavAxelled upon the reque of the property owner. Motion carried.:- Notion made by Clifford V&J4wa and seconded by Carl Carlson that the Village accept the work of I.anatti: 46 Sons, Inc., for sanitary sewer inter- ceptor and laterals, project Nos. 1956- 5,,A95&4 1956 -7, 1956 -20, 1956 -22, 1956 - 23, 1956 - 31,.1956 - 40, 1956 - 41, 1956 - 4�, 195 & 1956 - 46, 1956 - 48, 1956 -51, based upon the recommendation of Minder Engineering Co., Inc. ss►d Village Engineer. Motion carried. Motion made by Carl Carlson and seconded by Wayne Gageby that the Village accept the work of Peter Lametti Construeticsi. Co. for sanitary sewer interceptor, Improvement Project No. 1956 -14, based upon the xeco ndation of Minder Engineering Co., Inc., and Village Engineer. Notion carried. Motion made by Wayne Gageby and seconded by Russ Jones that the Village accept the work of Peter Lametti Construction Co. for sanitary sewer interceptor, Project`No. 1956 -17, but $2,000 is to be retained to insure final clean -up and sodding in the spring, based upon the recommendation of -l- Minder Engineering Co., Inc., and the Village Engineer. Motion carried. Motion made by Wayne Gageby and seconded by Russ Jones that the Village accept the petition of Pearson Brothel for water mains on.Winchester Lane from Noble Avenue North to Indiana Avenue North; 66th Avenue North ` 1 from Noble Avenue North to Osseo Road; Indiana Avenue North from 65th Avenue North to 66th Avenue North; 65th Avenue North from Marlin Drive to Osseo Road, and 65th Avenue North from Lee Avenue North to Noble Avenue North. Motion Member Russ Jones introduced the following resolutioa and moved its adoption: RESOLUTION PROVIDING FOR PUBLIC HEARING ON PROPOSED WATER MAIN IMPROVEMENT NO. 1957 -11 WEEMS, it is proposed that there be constructed an improvement consisting of the following: Construction of water mains on Winchester Lane from Noble Avenue North to Indiana Aver North; 66th Avenue North from Noble Avenue North to Osseo -Road; Indiana Avenue North from 65th Avenue North to 66th Avenue North; 65th Avenue North from Marlin Drive to Osseo Road; and 65th Avenue North from Lee Avenue North to Noble Avenue North. WHEREAS, the village engineer has made a preliminary report advising that said proposed improvement is feasible and that it can be constructed at all estimated cost of $57,100.00, NOW, THEREFOREp BE IT RESOLVED by the Village Council of the Village of Brooklyn Center, Minnesota, as follows: 1. The council protases to proceed under authority granted by Chapter 398, Laws of Minnesota, 1953, as amended. 2. A public hearing on the proposed Improvement shall be held at the Village Hall in the village on Tuesday, the 29th day of January, 1957, at 8:00 o'clock P.M., and the clerk shall publish , notice of the time and place of hearing by two weeks' publication in the official newspaper of the village. 3. The area proposed to be assessed for said improvement is as follows: All lots and parcels of land abutting thereon. 4. This proposed iWrovement shall be designated Water Main Improvement No. 1957 -11. Super, Clifford Wellman, Wayne Gageby, Carl Carlson, and Russ Jones; and the following voted against the None, whereupon said resolution was declared duly passed and adopted. Motion made by Clifford Wellman and seconded by Carl Carlson that the Village accept the petition of Pearson Brothers for sanitary sewer on Winchester Lane from Noble Avenue North to Indiana Avenue North; 66th Avenue North from Noble Avenue North to Osseo Road; and Indiana Avenue North from 65th Avenue North to 66th Avenue North. Motion carried. Member Wayne Gageby introduced the following resolution and moved its RESOLUTION PROVIDING FOR PUBLIC HEARING ON PROPOSED SANITARY SEWER IMPROVEMENT NO.. 1957 -12 WHEREAS, it is proposed that there be constructed an improvement consisting of the following: -2- Sanitary sewer on Winchester Lane from Noble Avenue Worth to Indiana Avenue North; 66th Avenue North from Noble Avenue North to Osseo Road; Indiana Avenue North from 65th Avenue North to 66th Avenue North. The council proposes to proceed under authority granted by Chapter 398, Laws of Minnesota, 1953, as amended. 2. A public hearing on the proposed improvement shall be held at the Village Hall in the village on Tuesday, the 29th day of January, 1957, at 8;00 o'clock P.M., and the clerk shall publish notice of the time and place of hearing by two weeks' publication in the official newspaper of the villag# - . 3. This proposed improvement shall be designated Sanitary Sewer Improvement No. 1957 -12. The motion for the adoption of the foregoing resolution was duly seconded by member Carl Carlson, and upon vote being taken thereon the following voted in favor thereof: William N. Super, Clifford Wellman, Carl Carlson, Wayne Gageby, and Russ Jones; and the following voted against the same: None; whereupon said resolution was declared duly passed and adopted. Motion made by Clifford Wellman and seconded by Russ Jones that the Village hereby designate forth Hennepin Post as the official newspaper for official publications, and the Camden Northwestern State Bank as the official depository. motion carried. Motion made by Wayne Gageby and seconded by Clifford Wellman that the Village Council instruct the Village Engineer to negotiate with Layne - Minnesota Co. to complete the drift well at 63rd Avenue North and the Osseo Road, at their quoted price of $4710.00 and to authorize the drawing of a contract with Layne - Minnesota, same to be completed and ready for the next regular council meeting.
