The Village Council met in special session and was. called to order
by William N. Super, Mayor, at 8:10 p.m.
The following members were present: William N. Super, Clifford
Wellman, Carl Carlson, Wayne Gageby, and Russ Jones,
The Mayor announced that the Council was met to receive, open and
consider bids for radio equipment.
An affidavit was presented showing publication of advertisement for
bids in accordance with law and ordered placed on file
The sealed bids which had been received were then presented. These
were opened, examined, and found to be as follows:

Member Russ Jones introduced the following resolution and moved its
adoption:
RESOLUTION TABLING FURTHER ACTION ON BIDS
BE IT RESOLVED by the Village Council of the Village of Brooklqu
Center, Minnesota, that further action on the bids received
for radio equipment be tabled for further consideration,
successful bidder to be notified at the Council Meeting
of February 5, 1957•
The motion for the adoption of the foregoing resolution was duly seconded by
member Clifford Wellman, and upon vote being taken thereon, the following voted
in favor thereof: William N. Super, Clifford Wellman, pe Cl loran Carl Carlson Wayne
Gageby, and Russ Jones; and the follows voted t •
following against the same. None; where-
upon said resolution was declared duly passed and adopted.

Member Wayne Gageby introduced the following resolution and moved its
adoption:
RESOLUTION TABLING FURTHR ACTION` ON BIDS
BE IT RESOLVED by the Village Camcil of the Village of
Brooklyn , Cehter, Minnesota, that further action on the
bids received for the police car be tabled `for further
consideration:, successful bidder to be notified at a
later date.' `
The motion for the'addi tion of the foregoing rei6lutibn was duly seconded by
member Carl Carlson, and upon vote being taken thereon, the following voted in
favor thereof: William N. Super, Carl Carlson, Clifford Wellman, Wayne Gageby,
and Russ Jones; and the following.voted against the same: None; whereupon said
resolution was declared duly passed and adopted.
The Mayor announced that the Council was met to receive, open, and
consider bids for Street Department Equipment (l ton truck).
An affidavit was presented showing publication of advertisement for
bids in accordance with law and ordered placed on file.

Member Wayne Gageby introduced the following resolution and moved its
adoption:
RESOLU' m TABLING FURTHER ACTION ON BIDS
BE IT RESOLVED by the Village Council of the Village of
Brooklyn Center, Minnesota, that further action on the
bids received for the Street Department one ton truck
be tabled for further consideration, successful bidder
to be notified at a later date.
The motion for the adoption of the foregoing resolution was duly seconded by
member Carl Carlson, and upon vote being taken thereon, the following voted in
favor thereof: William N. Super, Clifford Wellman, Carl Carlson, Wayne Gageby,
and Russ Jones; and the following voted against the same None; whereupon said
resolution was declared duly passed and adopted.
The Mayor announced that the Council was met to receive, open, and
consider bids for Public Utilities Equipment being a 1/2 ton or 3/4 ton pict.-
up.
An affidavit was presented showing publication of advertisement for
bids in accordance with law and ordered placed on file.
The sealed bids which had been received were then presented. These
were opened, examined, and found to be as follows:

Member Wayne Gageby introduced the following resolution and moved its
adoption:
6 RESOLUTION TABLING FIB ACTION ON BIAS
BE IT RESOLVED by the Village Council of the 'Village of
Brooklyn Center, Mlwesota, that further action on the
bids received for the public utilities equipment, being
a 1/2 ton pickup or a 3/4 ton pickup, be tabled for
further consideration, successful bidder to be notifed
at a later date.
The motion for the adoption of the foregoing resolution was duly seconded by
member Carl Carlson, and upon vote being taken thereon, the following voted in
favor thereof: William N. Super, Carl Carlson, Clifford Wellman, Wayne Gageby,
and Russ Jones; and the following voted against the same: None; whereupon said
resolution was declared duly passed and adopted.
The Mayor announced that the meeting was open for the consideration
of proposed Water Main Improvement No. 1957 -11.
The Clerk, produced an affidavit of publication of notice of hearing
on the proposed improvement showing two weeks' publication thereof in the offi-
cial newspaper, the last publication being on January 24, 1957, which affidavit
was examined and found satisfactory and ordered placed on file.
The Mayor then called upon all property owners present to present
arguments either for or against the proposed improvement. After hearing and
considering all objections, and the property owners appearing in favor of said
improvement, member Wayne Gageby introduced the following resolution and moved
its adoption:
RESOLUTION ORDERING CONSTRUCTION OF
WATER MAIN IMPROVEMENT NO. 1957 -11
AND ORDERING PREPARATION OF PLANS AND
SPECIFICATIONS
BE IT RESOLVED by the Village Council of the Village of
Brooklyn Center, Minnesota, as follows:
1. It is hereby determined that it:b necessary and
for the best interests of the village and the owners of
property specially benefited thereby that the following
improvement shall be constructed: Water mains on Win-
chester Lane from Noble Avenue North to Indiana Avenue
North; 66th Avenue Nort� from Noble Avenue Nortli to
Osseo Road; Indiana Avenue North from 65th Avenue'Nortu
to 66th Avenue North; 65th Avenue North from Alin Drive
to Osseo Road; and 65th Avenue North from Lee Aveme North
to Noble Avenue North.

shall be prepared by Minder Engineering Ca., Inc.;., Engineer.

on the proposed improvement showing two weeks publication thereof in the
official newspaper, the last publication being on January 24, x.957, which
affidavit was examined and found satisfactory and ordered plated on file.
The Mayor then called upon all property owners present to present
k arguments either for or against the proposed improvement. After hearing and
considering all objections, and the property owners appearing in favor of said
improvement, member Russ Jones introduced the following- resolution and moved

be prepared by Minder Engineering Co., Inc., Engineer.

specially benefitted thereby that the following improvement
shall be constructed:
Sanitary sewer on Drew Avenue North from 58th Avenue
North to 59th Avenue North.

The motion for the adoption of the foregoing resolution was duly seconded by
member Carl Carlson, and upon vote being taken thereon the following voted

whereupon said resolution was declared duly passed and addl>ted.
The Mayor announced that the meeting was open for the consideration
of proposed Sanitary Sewer Improvement No. 1957 -7•

benefited thereby that the following improvement shall be

Sanitary Sewer on Drew Avenue North from .65th Avenue
North to the North lime of Brooklane Addition.
2. The plans and specifications for said improvement shall be
prepared by A. J. Lee, Village Engineer.
The motion for the adoption of the foregoing resolution was duly seconded by
member Russ Jones, and upon vote being taken thereon the following voted
in favor thereof: William N. Super, Carl Carlson, Wayne Gageby,, Clifford
Wellman, and Russ Jones; and the following voted against the same: None;
whereupon said resolution was declared duly passed and adopted.
The Mayor announced that the meeting was open for the consideration
of proposed Sanitary Sewer Improvement No. 1957.8•

discussion with respect to said improvement J' member Russ Jones introduced
the following resolution and moved its adoptions
RESOLUTION DEFERRING ACTION OIL PROPOSED
WATER MAIN IMPROVEMENT NO. 1957-1
BE IT RESOLVED by the Village Council of the Village of Brooklyn
Center, Minnesota, as follows;
1. That the Village Council defer action on..the proposed
water main improvement on Quail Avenue North from 63rd to 62nd
Avenue North, then East to Perry Avenue North; then North on
Perry Avenue North to 63rd Avenue North, until February 13,
1957
The motion for the adopiton of the foregoing resolution was duly seeond+ed
by-
member Wayne Gageby, and upon vote being taken thereon the following voted
in favor thereof# William N. Super, Clifford Wellman, Carl Carlson, Wayne
Gageby, and Russ Jones; and the following voted against the same: Dion;
_ whereupon said resolution was declared duly passed and adopted.
The Mayor announced that the meeting was open for the consideration
of proposed Water Mein Improvement No. 1957 -2.

discussion with respect to said proposed improvement, member Russ Jones
Introduced the following resolution and moved its adoption:
RESOLUTION DEFERRING ACTION ON PROPOSED
WATER MAIN IMPROVEMENT NO. 1957 -2
BE IT RESOLVED by the Village Council of the Village of Brooklyn
Center, Minnesota, as follows
1. That the Village Council defer action on the proposed
water main improvemet on Noble Avenue North, from 63rd Avenue
North to 65th Avenue North and on Orchard Avenue North from 63rd
Avenue North to 65th Avenue North until February 13, 1957•

discussion with respect to said improvement, member Russ Jones introduced
the following resolution and moved its adoption:

BE IT RESOLVED.by the Village Council of the Village of Brooklyn
Center, Minnesota, as follows:
1. That the Village Council defer action on the proposed
Sanitary Sewer Improvement No. 1957 -5 on Noble Avenue Northaad
Orchard Avenue North from 63rd Avenue North to 65th Avenue North
until Feb. 13, 1957•
The motion for the adoption of the foregoing resolution was duly seconded by
saber Wayne Gageby, and upon vote being taken thereon the following vented
in favor thereof: William N. Super, Carl Carlson, Wayne Gageby., Clifford
Wellman, and Russ Jones; and the following voted against the same: None;
whereupon said resolution was declared duly passed and adopted.
The Mayor announced that the meeting was open for the consideration
of proposed Sanitary Sewer Improvement No, 1957 -4+
The Clerk produced an affidavit of publication of notice of hearing
on the proposed improvement showing two weeks' publication thereof in the
official newspaper, the last publication being on January 24, 1957, which
affidavit was examined and found unsatisfactory, being the description was
incomplete,
Member Russ Jones introduced the following resolution and moved its
adoption:
RESOLUTION ORDERING READVERTISEGNT FOR HEARING
BE IT RESOLVED by the Village Council of the Village of Brooklyn
Center, Minnesota, as follows:
1. The clerk shall publish another notice of public hearing
on the proposed improvement of a sanitary sewer on Quail Avenue
North from 63rd Avenue North to 62nd Avenue North; Perry Avenue
North from 62nd to 65th Avenue North; 62nd Avenue North from
Perry Avenue North to Quail Avenue North; and on 63rd Avenue North
from Noble Avenue North to Perry Avenue North.
2, The estimated cost of said improvement is $44,400.00.
3. The area proposed to be assessed is all lots and parcels
of land abutting thereon.
49 Said hearing shall be held on the lath day of February,1957,
at 8 :00 o'clock p.m.
The motion for the adoption of the foregoing resolution was duly seconded by
member Wayne Gageby, and upon vote being taken thereon, the following voted in
favor thereof: William N. Super, Clifford Wellman, Carl Carlson, Wayne
Gageby, and Russ Jones; ands the following vo d against the same: None;
whereupon said resolution was declared duly assed and adopted.
The Mayor announced that the meeting was open for the consideration
of proposed Storm Sewer Improvement No. 1957 -9•
The Clerk produced an affidavit of publication of notice of hearing
on the proposed improvement showing tr4o weeks' publication thereof in the
official newspaper, the last publication being on January 24, 1957, which
affidavit was examined and found satisfactory and orde ed placed on file.
The Mayor then called upon all property ownes present to present
arguments either for or against the proposed improvement. After some
discussion with respect to said improvement., member Carl Carlson introduced
the following resolution and moved its adoption:
RESOLUTION DEFERRING ACTION ON PROPOSED
STORM SEWER IMPROVEMENT NO. 1957 -9
BE IT RESOLVED by the Village Council of the Village of Brbbklyn
Center, Minnesota, as follows:
1. That the Village Council defer ection on the proposed
storm sewer with the following boundary finest bounded on the
North by 65th Avenue North; on the East, 1/2 block West of Lee
Avenue; on the South by 63rd Avenue North; and the West by the
Village limits, until February 13, 1957•
The motion for the adoption of the foregoing resolution was duly seconded
by member Clifford Wellman, and upon vote being taken thereon the following
voted in favor thereof: William N. Super, Carl Carlson, Clifford Wellman,
Wayne Gageby., and Russ Jones; and the following voted against the same:
None; whereupon said resolution was declared duly passed and adopted.
Member Russ Jones introduced the following resolution and moved
its adoption:
I RESOLUTION PROVIDING FOR PUBLIC HEARING ON
PROPOSED SANITARY SEWER IMPROVENENr NO. 1957 -14
WHEREAS, it is proposed that there be constructed an improvement
consisting of the following:
Construction of sanitary sewer laterals on the following
streets: Mumford Road from Beard to Xerxes; Nash Road
from MumP'ord Road to Xerxes Avenue; 62nd Avenue North
from Beard Avenue to Xerxes Avenue North; and Lawrence
Road from Beard to 62nd Avenue North, including the
Cul De Sac.
WHEREAS, the village engineer has made a preliminary report
advising that said proposed improvement is feasible and that it
can be constructed at an estimated cost of $52
NOW., THERPFOREp BE IT RESOLVED by the Village Council.of the
Village of Brooklyn Center, Minnesota, as follows:
1. The council proposes to proceed under authority
granted by Chapter 398, Laws of Minnesota, 1953, as amended.
2. A public hearing on the proposed improvement shall be
held at the Village Hall in the village on Wednesday, the 13th
day of February, 1957, at 8 :00 o'clock P.M,., and the clerk shall
publish notice of the time and place of hearing by two weeks'
publication in the official newspaper of the village.
3. The area proposed to be assessed for said iVrovemnit

The motion for the adoption of thle foregoing resolution was duly seconded by
member Wayne Gageby, aad upon vote being taken thereon the following voted
in favor thereof William N. Super, Cart Carlson, Wayne Gagaby, Clifford
Wellman, and Fuss Jones; and the following voted against the same: None;
whereupon said resolution was declared duly passed and adopted.
Member Russ Jones introduced the following resolution and moved
its adoption:
RESOLUTION PROVIDING FOR PUBLIC HEARING ON
PROPOSED WATER MAIN IMPROVEMENT NO, 1957 -15
WHEREAS, it is proposed that there be constructed an improvement
consisting of the following:
Construction of water main on the following proposed
streets: Mumford Road from Beard Avenue North to
Xerxes Avenue North; Nash Road from Mumford Road to
Xerxes Avenue North; 62nd Avenue North from Beard
Avenue North to Xerxes Avenue North; and Lawrence Road
from Beard to 62nd Avenue North, including the Cut De Sac.
WHEREAS, the village engineer has made a preliminary report
advising that said proposed improvement is feasible and that it
can be constructed at an estimated cost of $37,000.00,
NOW. THEREFORE, BE IT RESOLVED by the Village Council of the
Village of Brooklyn Center, Minnesota, as follows:
1. The council proposes to proceed under authority
granted by Chapter 398, Laws of Minnesota, 1953) as amended.
2. A public hearing on the proposed improvement shall be
held at the Village Hall in the village on Wednesday) the 13th
day of February, 1957, at 8;00 o'clock pm.., and the clerk shall
publish notice of the time and place of hearing by two weeks'
publication in the official newspaper of the village.
3• The area proposed to be assessed for said improvement
is as follows;
All lots and parcels of land abutting thereon.
4. This proposed improvement shall be designated Water
Improvement No. 1957 -15.
The motion for the adoption of the foregoing resolution was duly seconded
by member Clifford Wellman and upon vote being taken thereon the
following voted in favor thereof: William N. Super, Carl Carlson, Clifford
Wellman, Wayne Gageby, and Russ Jones; and the following voted against the
same; None; whereupon said resolution was declared duly passed and adopted.

Motion made by Wayne Gageby and seconded by Carl Carlson to approve
the 1957 cigarette license application for Lynbrook Bowl, 6357 North Lilac
Drive. Motion carried.-
