The Village Council met in regular session and was called to order by
William N. Super, Mayor, at 8 :15 P.M.
Roll Call: William N. Super, Clifford Wellman, Wayne Gageby, Carl
Carlson, and Russ Jones were present,
Motion made by Wayne Gageby and seconded by Clifford Wellman to approve
the minutes of the special meeting of January 29, 1957, as recorded. Motion
carried.
Member Wayne Gageby introduced the following ordinance and moved its
adoption;
AN ORDINANCE CHANGING THE NAME OF LAKE PLACE
TO LAKE SIDE PLACE
THE VILLAGE COUNCIL OF THE VILLAGE OF BROOKLYN CENTER DO ORDAIN
AS FOLLOWS:
1. A new section entitled 25 -402 is hereby added to the
Village ordinances to read as follows:
Section 25 -402 LAKE PLACE - LAKE SIDE PLACE. Lahe Place
lying between 52nd Avenue North and East Twin Lake Boulevard)
is hereby renamed and shall hereafter be known as Lake Side
Place.
2. This ordinance shall take effect after publication
thereof.
The motion for the adoption of the foregoing ordinance was duly seconded by
member Clifford Wellman and upon . vote being taken thereon the following voted
in favor thereof: William N, Super, Clifford Wellman, Wayne Gageby, Carl
Carlson, and Russ Jones; and the following voted against the same None;
whereupon said ordinance was duly passed and adopted.
The Mayor announced that the meeting was open for the consideration
of proposed Sanitary Sewer Improvement No. 1957-5•
The Clerk produced an affidavit of publication of notice of hearing on
the proposed improvement showing two weeks' publication thereof in the official
newspaper, the last publication being on January 24, 1957, which affidavit was
examined and found satisfactory and ordered placed on file.
The Mayor then called upon all property owners present to present
arguments either for or against the proposed improvement. After hearing and
considering all objections, and the property owners appearing in favor of said
i.mprovement, member Wayne Gageby introduced the following resolution and
move.a its adopticn:
RESOLUTION ORDERING CONSTRUCTION OF
SANITARY SEWER IMPROVEMENT No. 1957 -5
AND ORDERING PREPARATION OF PLANS AND
SPECIFICATIONS
BE IT RESOLVED by the Village Council of the Village of Brooklyn
Center, Minnesota, as follows:
1. It is hereby determined that it is necessary and for
the best interests of the village and the owners of property
specially kelefited thereby that the following improvement shall
be construct d:
Construction of sanitary sewer on Noble Avenue North
and Orchard Avenue North from 63rd Avenue North to *5th Avenue.
North.
2. They plans and specifications for said improvement shall be
prepared by Minder Engineering Company, Engineer.
The motion for the adopticn of the foregoing resolution was duly seconded by
member Carl Carlson, and upon vote being taken thereon the following voted
in favor thereof William N. Super, Carl Carlson, Wayne Gageby, and Russ
Jones; and the following voted against the same: None; (Clifford Wellman
abstained from voting) whereupon said resolution was declared duly passed and
adopted.
The Mayor announced that the meeting was open for the consideration
of proposed Saritary Sewer Improvement No. 1957 -4.
The Clerk produced an affidavit of publication of notice of hearing
on the proposed improvement showing two weeks' publication thereof in the
official newspaper, the last publication being on February 7, 1957, which
affidavit was examined and found satisfactory and ordered placed on file.
The Mayor then called upon all property owners present to present
arguments either for or against the proposed improvement. After hearing
and considering all objections, and the property owners appearing in favor of
said improvement, member Carl Carlson introduced the following resolution and
moved its adoption:

Construction of sanitary sewer on quail Avenue North
from 63rd Avenue North to 62nd Avenue North;
Perry Avenue North from 62nd Avenue North to 65th Avenue
North; 62nd Avenue North from Perry Avenue North to
Quail Avenue North and on 63rd Avenue North from Noble
Avenue North to Perry Avenue North.
2. The plans and specifications for said improvemet shall
be prepared by Minder Engineering Co., Engineer.
The motion for the adoption of the foregoing resolution was duly seconded by
member Wayne Ge.geby; and upon vote being taken thereon the following voted in
favor they -of: Williem N. Super, Carl Carlson, Wayne Gageby, and Russ Jones;
and the following voted against the same: None; (Clifford Wellman abstained
from voting) whereupon said resolution was declared duly passed and adopted.
The Mayor announced that the meeting was open for the consideration
of proposed Storm Sewer Improvement No, 1957 -9.,
The Clerk produced an affidavit of publication of notice of hearing
on the proposed improvement showing two weeks' publication thereof in the
official newspaper, the last publication being on January 24, 1957, which
affidavit was examined and found satisfactory and ordered placed on file.
The Mayor then eal'.rd upon all property owners present to present

considering all objections and the property owners appearing in favor of said
improvement, member Russ Jones introduced the following resolution and moved

bounded on the North by 65th Avenue North; on the East, 1/2
block wart of Legit Avenue; on the South by 63rd Avenue Nort4
on the West by the Village Limits.
2. The plans and specifications for said improvement shall be
prepared by Minder Engineering Co., Engineer.
The motion for the adoption of the foregoing resolution was duly seconded by
member Carl Carlson, and upon vote being taken thereon the following voted in .
favor thereof: William N. Super, Carl Carlson, Wayne Gageby, and Russ Jones;
and the following voted against the same: None; (Clifford Wellman abstained
from voting) whereupon said resolution was declared duly passed and adopted.

proposed Water Main Improvement No. 1957 -1.

Construction of water main on Quail Avenue North from 63rd
to 62nd Avenue North, then East to Perry Avenue North; then
North on Perry Avenue North to 63rd Avenue North.
2. The plans and specifications for said improvement shall
be prpepared by Minder Engineering Co., Engineer.
The motionfor the adoption of the foregoing resolution was duly seconded by
member Russ Jones, and upon vote being taken thereon the following voted
in favor thereof: William N. Super, Clifford Wellman, Wayne Gageby, Carl
Carlson, and Russ Jones; and the following voted against the same: None;
whereupon said resolution was declared duly passed and adopted.

2. The plans and specifications for said improvement shall be
prepared by Minder Engineering Co., Engineer.
The motion for the adoption of the foregoing resolution was duly seconded by
member Carl Carlson, and upon vote being taken thereon the following voted
in favor thereof William N. Super, Carl Carlson, Wayne Ga.geby, Clifford
Wellman, and Russ Jones; and the following voted against the same: None;
whereupon said resolution was declared duly passed and adopted.
The Mayor announced that the meeting was open for the consideration of
proposed Storm Sewer Improvement No. 1956 -58.

the proposed improvement showing two weeks' publication thereof in the official
newspaper, the last publication being on February 7, 1957, which affidavit
was examined and found satisfactory and ordered placed on file.
The Mayor then called upon all property owners present to present
arguments either for or against the proposed improvement. After hearing and
considering all objections, and the property owners appearing in favor of said
improvement, member Wayne Gageby introduced the following resolution and moved
its adoption:

1. It is hereby determined that it is necessary and for the
best interests of the village and the owners of property specially
benefited thereby that the following improvement shall be
constructed:

Construction of a storm sewer to serve all or parts of the
following subdivisions: Miller's Northview Heights, Romedale
Addition,.Bergstrom Delphian Gardens lst Addition, Bergstrom
Delphian Gardens 2nd Addition, Wangstad's Brooklyn Terrace 1st
Addition, Wengstad's Brooklyn Terrace 2nd Addition, Fair Meadows
Addition, Lawnridge Addition, Northgate Addition, and Lots 11, l2,
18, 19, 20, 21, and 22, Auditor's Subdivision No. 25; and
specifically an area bounded as follows:

2. The plans and specifications for said improvement shall be
prepared by Minder Engineering Co., Engineer.
The motion for the adoption of the fofegoing resolution was duly seconded by
member Carl Carlson, and upon vote being taken thereon the following voted in
favor thereof: William N. Super, Uayxie Gageby, Carl Carlson, and .Russ Jones;
and the following voted against the same: Clifford Wellman; whereupon said
resolution was declared duly passed and adopted.
The Mayor announced that the meeting was open for the consideration of
proposed Sanitary Sewer Improvement No; 19 -10.
The Clerk produced an affidavit of publication of notice of hearing on
the proposed improvement showing two weeks' pubiication thereof in the official
newspaper, the last publication being on February 7, 1957, which affidavit
was examined and found satisfactory and ordered placed on file.
The Mayor then called upon all property owners present to present
arguments either for or against the proposed improvement. After hearing &M

improvement, member Clifford Wellman introduced the following resolution and

2. The plans and specifications.for said improvement shall be
prepared by A. J. Lee, Village Engineer,

1. It is hereby determined that it is necessary and for the
best interests of the village and the owners of property specially
benefited thereby that the following improvement shall be
constructed:
Construction of sanitary sewer laterals on the following
proposed streets: Mumford Road from Beard to Xerxes;
Nash Road from Mumford Road to Xerxes Avenue North;
62nd Avenue North from Beard Avenue North to Xerxes Avenue
North; and Lawrence Road from Beard to 62nd Ave. N.
including the Cul de Sac.
2. The plans and specifications for said improvement shall
be prepared by Minder Engineering Co., Engineer,

benefited thereby that the following improvement shall be
constructed:
Construction of water main on the following proposed streets.
Mumford Road from Beard Ave. No. to Xerxes Avenue No.;
Nash Road from Mumford Road to Xerxes Ave. No.,.62nd Avenue
No, from Beard Ave, No to Xerxes Ave, No.; and Lawrence Road
from Beard to 62nd Ave. No., including the Cul De Sac.
2. The plans and specifications for said improvement shall be
prepared by Minder Engineering Co., Engineer.

The motion for the adoption of the foregoing resolution was duly seconded by
member Wayne Gageby, and upon vote being taken thereon the following voted
in favor thereof: William N. Super, Carl Carlson, Clifford Wellman, Wayne
Gageby, and Russ Jones; and the following voted against the same; None;
whereupon said resolution was declared duly passed and adopted.
Motion made by Wayne Gageby and seconded by Clifford Wellman that the
Village uphold the recommendation of the Planning Commission and approve the
special permit for a bowling alley; applied for by Russ Gilbertson.
Mr. Gilbertson.is to submit &plan to the Village showing definite parking for
one hundred cars. Said plan -to be a registered laud survey and to be
incorporated with any permit or license issued. Parkin area in 'Tract "A"
to be reserved for parking purposes only, except for the portion covered by
bowling alley as permit applied and on the property on which the restaurant
is now erected; and further that a parking bumper be erected even with the
bi,wling alley on the West end to run to proposed 5th Street North; on the South
border of the Tract so that there should be no through traffic to 65th Avenue
North between buildings. Motion carried.
Member Russ Jones introduced the following ordinance and moved its
adoption;

THE VILLAGE COUNCIL of T88 VILLAGE OF BROOKLYN CXNUR DO ORDAIN AS
FOLLOWS:
1. The Zoning Ordinance of the Village of Brooklyn Center is
hereby amended by zoning the following described land to commercial
and adding said description to Section 35 -217 of said ordinance:
That part of Lot 8 lying West of the East 150 feet of
Lot 8, Block 2, Lang Addition
2. This ordinance shall take effect from and after its
publication.
The motion for the adoption of the foregoing ordinance was duly seconded by
member Carl Carlson and upon vote being taken thereon the following voted in
favor thereof: William N. Super, Clifford Wellman, Wayne Gageby, Carl Carlson
and Russ Jones; and the following voted against the same: None; whereupon said
ordinance Was duly passed and adopted.
Motion made by Wayne Gageby and seconded by Russ Jones that the
Village uphold the recommendation of the Planning Commission to issue a special
permit to William Barge to live in a trailer house at 5416 Camden Avenue North
for a period not to exceed Four months, beginning February 13, 1957. Upon
vote being taken thereon this following voted in favor: William N. Super,
Wayne Gageby, Carl Carlson, and Russ Jones; and the following voted against the
same: Clifford Wellman. Motion carried.
Member Clifford Wellman introduced the following resolution and served
Its adoption:
RESOLUTION ACCEPTING BID
1)E IT RFJOLVED by the Village Council of the Village of Brooklyn
Center, Minnesota', that the bid of General Eleetric, as to the
furnishing of radio equipment, as to specifications, for $2,933.00,
is deemed to be the lowest and best bid submitted by a responsible
ber, and said bid is hereby accepted.
The motion "for the adoption of the foregoing resolution was duly seconded by
member Carl Carlson and upon vote being taken: thereon the following voted in
favor thereof: William N. Super, Carl Carlson, Clifford Wellman, Ways Oageby,
and Russ Jones; and the following voted against the same: Nose; whereupon said
resolution was declared duly passed and adopted.

Member Russ Jones introduced the following resolution and moved its
adoption:

FOR WA MAIN IMPROVEMENT NO � 1957 -11
AND DT_RTCT_NG ADVERTISEMENT FOR BIDS
BE IT RESOLVED by the Village Council of the Village of Brooklyn
Center, Minnesota, as follows:
1. The plans and specifications for Water Main Improvement
No 1957 - 11 prepared by Minder Engineering Co., Engineer, a re
hereby approved end ordered filed with the Clerk.
f 2. The Clark shall advertise for bids for such improvement by
publication at lust once in the official newspaper and in the
Construction Bulletin, the date of first publication not less than
three weeks prior to the date for receipt of bids. Said notice
shall state that no bids will be considered unless sealed and
filed and accompanied by a cash deposit, bid bond, cashier's
check or certified check payable to the Clerk in the amount of
not less than five percent of the bid.
3. The bid date is set for March 19, 1957•

AND DIRECTING ADVERTISEMENT FOR BIDS
BE IT RESOLVED by the Village Council of the Village of Brooklyn
Center, 11in-nesota, as follows:
I. The plans and specifications for Sanitary Sewer
Improvement No. 1957 -12 prepared by Minder Engineering Co.,
Engineer, are hereby approved and ordered filed with the Clerk.
2. The Clerk shall advertise for bids for such improvement
by publication at least once in the official newspaper and in the
Const uct1.on Ealletin, the date of first publication not less then
three weeks prior to the date for receipt of bids. Said notice
shall state that no bids will be considered unless sealed and filed
and accompanied by a cash deposit, bid bond, cashier's check or
certified check payable to the Clerk in the amount of not less than
five percent of the bid.

RESOLUTION APPROVVING PLANS AND SPECIFICATIONS
FOR SANITARY SEWER N0. 1957.8
AND DIRECTING ADVERTIM40T FOR BIDS
BE IT RESOLVED by the Village Council of the Village of Brooklyn
Center, Minnesota, as follows:
1. The plans and specifications for Sanitary Sewer Improvement
No. 1957 -8 prepared by A. J. Lee, Village Engineer., are hereby
approved and ordered filed with the Clerk.
2. The Clerk shall advertise for bids for such improvement by
publication at least otter in the official newspaper and in the
Construction Bulletin, the date of first publication not Less than

three weeks prior to the date for receipt of bids. Said notice
shall state that no bids will be considered unless sealed and
filed and accompanied by a cash deposit, bid bond, cashier's
check or certified check payable to the Clerk in the amount of
not less than five percent of the bid.
3. Bid date is set for March 19, 1957=
The motion for the adoption of the foregoing resolution was duly seconded by
member Clifford Wellman, and upon vote being taken thereon the following voted
in favor thereof: William N. Super, Clifford Wellman, Carl Carlson, Wayne
Gageby, and Russ Jones; and the following voted against the same: None;
whereupon said resolution was declared duly passed and adopted.
