Council of the Village of Brooklyn Center

The Village Council met in special session and was called to +ceder by
William N. Super, Mayor, at 8 :10 p.m.
Roll Call: William N. Super, Carl Carlson, Clifford Wellman, Wad
Gageby, and Russ Jones were present.
Motion made by Wayne Gageby and seconded by Russ Jones to approve the
minutes of the special session of February 5, 1957• The minutes were approved
as recorded. Motion carried.
Motion made by Wayne Gageby and seconded by Carl Carlson that the
Village Council uphold the recommendation of the Planning Commission and accept
the proposed plat of Cameron Manor. The shore line'of Northport Lake shall
conform with i h the existing shore lip and specifications set up in the original
lake development and with Pearson 's Northport 1st Addition and Pearsan's
Nct,thport 2nd Addition. Motion carried.
Motion made by Clifford Wellman and seconded by Wayne Gageby tb t,the`
Village Council uphold the recommendation of the Planning Commission and app "ve
the petition of Lynbrook Bowl for a special permit to construct 12 additional
t <,wling alleys. The following described property is the property owned by
Lynbrook Bowl: That part of Section 36, Township 119 N, Range 21 W, described
as follows; Commencing at a point 580.0 feet North and 200.0 feet west of
the intersection of Trunk Highway #100 and Trunk High #169; thence
Northeasterly at a deflection angle to the right of 1030' 40" a distance of
67.0 feet; thence Westerly at a deflection angle to the left of 107 081 40" a
distance of 362.15 feet to the actual point of beginning of the tract to be
described.: thence along the last described line produced 184 feet;
thence Southeasterly at a deflection angle to the left of 94 S5' a distance
of 30.11 feet; thence Easterly at a deflection angle to the left of 85 05'
a distance of 30.11 feet; thence Southeasterly at a deflection angle to the right
of 52 171 a distance of 326.85 feet; thence Northeasterly at a deflection angle

reserved for parking purposes only, except that portion on which the twenty -Pour
bowling alleys are erected and the office in which the Hipp Construction Company
is presently located, based upon the recommendation of Village Eggizeer,,
E. C. Peterson and Mr. Hasbrouck. Motion carried.
Motion made by Russ Jones and seconded by Carl Carlson that a letter be
sent to Russ Gilbertson stating that the parking area regu2red for his bowli
alley has been reduced to six cars per alley instead of the present eight cars
per alley. Motion carried.
Motion made by Clifford Wellman and seconded by Wayne Gageby that the
Village Council uphold the recommendation of the Planning Commission and approve
the proposed plat of E1sen City View Addition as a master plan. Motion carried,
Motion made by Russ Janes and seconded by Carl Carlson to give C. J.
Tillman a building permit on the following property: That part of Lot 6,
Auditor's Subdivision 309, ; lying South of the North 105 feet thereof and East
of a line East the thereof; providing Mr. T llmanstanL {
submits a deed to the Village for Street purposes as set out by the Village:
Engineer. Motion carried.

Member Russ Jones introduced the following ordinance and moved its
adoptions
AN ORDINANCE AMENDING THE BUILDING CODE
TO ADOPT THE UNIFORM BULDING CODE AND
REPEALING INCONSISTENT ORDINANCES
THE VILLAGE COUNCIL OF THE VILLAGE OF BROOKLYN CEIO= DO ORDAIN AS
FOLLOWS:
Section 1. The provisions of the Uniform Building Code, 1955
Edition," published by the Pacific Coast Building Officials Conferene,
three copies of which are on file in the Village office, is hereby
adopted as the official Building Code of the Village of Brooklyn Center,
and is hereby incorporated in and made a part of Chapter 3 of the
Village Ordinances as completely as if set out here in full. All
construction in the Village of Brooklyn Center shall be according to
the provisions of said Uniform Building Code.
Section 2. The present Section 3 -301 in Chapter 3 of the Village
Ordinane e an any other ordinances inconsistent with said Uniform
Building Code are hereby repealed, and Section 1 of this ordinance
shall hereafter be Section 3 -301 in Chapter 3 of the Village Ordinances.
Section 3. This ordinance shall be effective from and after its
passage an p lication.

member Clifford Wellman.. and upon vote being taken thereon the following voted
in favor thereof: William N. Super, Clifford Wellman, Carl Carlson, Wayne
Gageby, and Russ Jones; and the following voted against the same: None; whereupon
said ordinance was declared duly passed and adopted.
Motion by Carl Carlson and seconded by Clifford Wellman that the Village
Attorney, Administrative Assistant, and Building Inspector draw up and amend
the previous ordinance relative to the Minneapolis Code, in setting up a fee
baeis for heating permits, plumbing permits, and building permits. Motion
carried.
Motion made by Russ Jones and seconded by Wayne Gageby that the Village
eater into a contract with The Service Bureau Corporation for index file cards.
Motion carried.
Member Clifford Wellman moved the adoption of an ordinance entitled
AN ORDINANCE REGULATING THE SUBDIVISION AND PLATTING OF
LAND IN THE VILLAGE OF BROOKLYN CENTER, PROVIDING FOR !ME
INSTALLATION OF IMPROVEMENTS ESSENTIAL BY THE SUBDIVIDER:
PROVIDING FOR THE IMPOSING OF PLAT APPROVAL FEES: AND
PRESCRIBING PENALTIES FOR THE VIOLATION OF ITS PROVISIONS
AND DESIGNATING SAID ORDINANCE AS CHAPTER 15 OF THE VILLAGE
MINANCES AND REVEALING THE MaSTING PROVISIONS OF CHAPM 15.
The motion for the adoption of the foregoing ordinance was duly seconded by
member Carl Carlson, and upon vote being taken thereon the following voted in
favor thereof: William N, Super, Clifford Wellman, Carl Carlson, Wayne Gageby,
and Russ Jones; and the following voted against the same: None; whereupon said
ordinance was declared duly passed and adopted.
Motion by Wayne Gageby and seconded by Russ Jones that the Village
accept the petitions for sewer and water on Osseo Road from 66th to 69th Avenue
North, Minder Engineering Company is authorized to draw up estimates for
these improvements, Eublic hearing date will be set later. Motion carried.
Motion by Russ Jones and seconded by Clifford Wellman that the Village
accept the petitions for sanitary sewer lateral on Chowen Avenue North from
65th Avenue to 66th Avenue North. Date of hearing to be set later. Motion
carried.

adoption:
RESOLUTION APPROVING PLANS AND SPECIFICATIONS
FOR WATER MAIN IMPROVEMENT NO. 1957 - 1
AND DIRECTING ADVERTISRCKXI� FOR BIDS
BE IT RESOLVED by the Village Council of the Village of Brooklyn
Center, Minnesota, as follows:
1. The plans and specifications for Water Main Improvement
No. 1957 -1 prepared by Minder Engineering Co., Engineer, are'
hereby approved and ordered filed with the Clerk.
2. The Clerk shall advertise for bids for such improvement
by publication at least once in the official newsgaperand in the
Construction Bulletin, the date of first publication not less than
three weeks prior to the date for receipt of bids. Said notice
shall state that no bids will be considered unless sealed and
filed and accompanied by a cash deposit, bid bond, cashier's check
or certified check payable to the Clerk in the amount of not less
than five percent of the bid.
3. Bid date is set for March 19, 1957•
The motion for the adoption of the foregoing resolution was duly seconded by
member Wayne Gageby, and upon vote being taken thereon the following voted in

Construction Bulletin, the date of first publication not less than
three weeks prior to the date for receipt of bids. Said notice
shall state that no bids will be considered unless sealed and
filed and accompanied by a cash deposit, bid bond, cashier's check

Member Wayne Gageby introduced the following resolution and moved its
adoption;
RESOLUTION
WEEMS, placing Rural Hennepin County on a County system of
direct relief, to be administered under the County Welfare Board
would not be in the best interest of Rural Hennepin County,
BE IT RESOLVED, that the Village of Brooklyn Center go on record as
opposed to the adoption of County Relief Bill H.F. 72 and S.F. 60,
introduced in the 1957 session of the Minnesota Legislature.
The motion for the adoption of the foregoing resolution %*,s duly seconded by
member Clifford Wellman, and upon vote being taken thereon the following
voted in favor thereof: William N. Super, Clifford Wellman, Wayne Gageby,
Carl Carlson, and Russ Jones; and the following voted against the same: Dane
whereupon said resolution was declared duly passed and adopted.
