The Village Council met in special session and was called to order by
William N. Super, Mayor, at 8 :05 p.m.
Roll Call: William N. Super, Carl Carlson, Clifford'Wellman, and
Wayne Gageby were presentz Russ Jones was absent.
In absence of Clerk Russ Jones, Marjorie Brooks took notes of the
meeting. '
Motion made by Wayne Gageby and seconded by Clifford Wellman to approve
the minutes of the special meeting of February 19, 19570 The minutes were
approved as recorded. Motion carried.
Motion made by Wayne Gageby and seconded by Carl Carlson to amend the
Council minutes of February 5, 195?, regarding the purchase of a truck body from
Clarence Canfield. The minutes should read $150,00 instead of the $125,00 as
now recorded. Motion carried.
Member Clifford Wellman moved that the Village Council rescind the'
motion of e

r Y 1 1957, insofar, as the same approves trams ( B) 3 and 4
of change order to Layne- Minnesota Company, under the date of February 13 1957.
The Village Engineer is directed to forthwith instruct Layne- Minnesota Company
by telephone that said change order is so rescinded together with formal notice
to said Company through letter sent registered mail, return receipt requested.
Further, the Village Engineer together With the Village Consultant Engineer,
Minder Engineering Company, as soon as practical, shall meet with Layne-
Minnesota Company to re-draft ,a change order in accordance with the understand-
ing and agreement of the Village Council and Fred Voedisch of Layne - Minnesota
Company as reflected in the Village Council minutes of February 5, 1957.
The foregoing motion was duly seconded by Carl Carlson, and upon vote being
taken thereon all members present voted in favor thereof; whereupon said motion
was duly passed and adopted.
Motion made by Carl Carlson and seconded by Wayne Gageby that the
Village pay Lametti & Sons $1,351.88 for the cost in repairing the sewer at
6813 Drew Avenue North. The Village is to make an effort to collect the
same from London plumbing Company or their bonding Company. Motion carried.
Member Wayne Gageby introduced the following resolution and moved its
adoptionz
RESOLUTION ORDERING ADVEflTISMW YM BIDS
BE IT RESOLVED by the Village Council of the Village of Brooklyn Center
Minnesota as follows
It The Village Clerk shall advertise for bids on a 2'J ton
truck in the North Hennepin post, the date of first publication
not less than ten (10) days prior to the date for receipt of bids,
Said notice shall state that no bids will be considered unless
sealed and filer) and aceompanied by a cash deposit, bid bond,
cashier's aback or certified check parable to the Clerk in the
amount of not less than five per cent (5%) of the bid.
2 Bid date to be set for March 26, 1957-
The motion for the adoption of the foregoing resolution was duly seconded by
Clifford Wellman, and upon vote being tLkeen thereon the f ollow ing, voted in
favor thereof: William N. Super, Carl Carlson., Clifford Wellman, and Wayne,
Gageby; and the following voted against the same: None; whereupon said,
resolution was declared duly Wised and adopted,

Member Clifford Wellman introduced the following resolution and moved
its adoption: -
RESOLUTION PROVIDING FOR PW,1C HEARING ON
PROPOSED SANITARY SEWER IMPROVEMENT NO. 1957 -17
WHEREAS, it is proposed that there be constructed an improvement
consisting of the following:
Construction of sanitary sewer lateral on the following
streets: Choven Avenue North from 65th Avenue North to
66th Avenue North,
WHEREAS., the village engineer has made a preliminary report
advising that said proposed improvement is feasible and that it
can be constructed at an estimated cost of $6800.00,
NOW, THEREFORE BE IT RESOLVED by the Village Council of the
Village of Brooklyn Center, Minnesota, as follows:
1. The council proposes to proceed under authority granted
by Chapter 398, Laws of Minnesota, 1953 as amended.
2. A public hearing on the proposed improvement shall be held
at the Village Hall in the village on Tuesday, the 26th day of March
1957, at 8 :00 o'clock P.M., and the clerk shall publish notice of
the time and place of hearing by two weeks' publication in the
official newspaper of the village.
3. The area proposed to be assessed for said improvement is
as follows:
All lots and parcels of land abutting thereon.
�+. This proposed improvement shall be designated Sanitary Sewer
Improvement No. 1957 -17.
The motion for the adoption of the foregoing resolution was duly seconded by
member Wayne Gageby, and upon vote being taken thereon the following voted
in favor thereof: William N. Super, Carl Carlson, Clifford Wellman, and
Wayne Gageby; and the following voted ag nst the same: None; whereupon said
resolution was declared duly passed and adopted.
Member Clifford Wellman introduced the following resolution and moved
its adoption:
RESOLUTION PROVIDING FOR PUBLIC HEARING ON -
PROPOSED SANITARY SEWER IMPROVEMENT NO. 1957 -20
WHEREAS.. it is proposed that there be constructed an improvement
consisting of the following:
Construction of sanitary sewer on Major Avenue North from
69th Avenue north to 70th Avenue North.
WHEREAS, the village engineer has made a preliminary report advising
that said proposed improvement is feasible and that it can be
'' constructed at an estimated cost of $7900.00,
NOW, THEREFORE, BE IT RESOLVED by the Village Council of the Village
of Brooklyn Center, Minnesota, as follows:
1. The council proposes to proceed under authority granted by
Chapter 398a Lave of Minnesota, 1953., as amended.
2. A public hearing on the proposed improvement shall be held at
the Village Hall in.the village on Tuesday, the 26th day of March,
1957, at 8 :00 o'clock P.M., and the clerk shall publish notice of the
time and place of hearing by two weeks' publication in the official
newspaper of the village.

Motion made by Clifford Wellman and seconded by Carl Carlson that t
Village accept the petitions submitted by Richard Hipp for sanitary sewer d
water mains on the following streets: 73rd Avenue North and 72nd Avenue N th
from France Avenue North to West Palmer Lake Drive, Violet Drive from Ewingj
Avenue North to West Palmer Lake Drive, Urban Avenue North from Drew Avenue
North to West Palmer Lake Drive, and West Palmer Lake Drive from 69th Aven
North to 73rd Avenue North. Date of public hearing to be set at a later date.
Motion carried.
Member Wayne Gageby introduced the following ordinance and moved its
adoption:
AN ORDINANCE AMENDING THE ORDINANCE
LICENSING AND RE I ATING THE SALE OF
CIGARIMS REGARDING THE FEE TO BE
CHARGED THENb'FOR
The Village Council of the Village of Brooklyn Center do ordtn:
Section 1. Section 23 -103 in Chapter 23 of the Village
Ordinances is hereby amended to read:
"Section 23 -103. License Fee. The fee for every such
license shall be Twelve 12.0) Dollars per year or unexpired
Portion thereof. Every such license shall expire on December 31
next after its Inuance,
"A fee for the renewal of any license issued under this
Ordinance shall be paid to the Village Clerk prior to the first
day of January of the year for which said license fee is required,
and in the event that said ps7ment is made after said date, the
license fee established by this Ordinance shall be increased ten
per cent (10%) for each month or portion thereof which has elapsed
since said date."
Section 2. This Ordinance shall to effective from and after
its passage and publication.
The motion for the adoption of the foregoing ordinance was duly seconded by
member Clifford Wellman, and upon vote being taken thereon the following
voted in favor thereof: William N. Super, Carl Carlson, Clifford Wellman,
and Wayne Gageby; and the following voted against the same: None; whereupm
said ordinance was duly passed and adopted.
Member Carl Carlson introduced the following ordinance and moved its
adoption:
AN ORDINANCE AMENDING THE ORD;NAANCE
REGM ATING AND LICENSING TAXICABS TO
ELIMINATE NECESSITY OF METAL TAGS AND
PROVIDE FOR DISPLAY OF LICENSES IN TAXICABS
The Village Council of the Village of Brooklyn Center do ordain:
Section 1. Section 21 -106 in Chapter 21 of the Village
Ordinances i hereby amended to read:
"Section 21 -106. DISPLAY OF LICZKSES AND MARKINGS.
The operator of eve`ery taxicab shall display in a conspicuous

place on the inside of the taxicab a can df ti license
issued for said taxicab. In the event a licence: is
issued covering more than one vehicle, sufficient copies
of said license shall be provided to the licensee for
each of the vehicles covered.
Every taxicab which shall solicit or accept business
on %e streets of this municipality, or stand or wait for
hire shall hat some designation of the character of the
vehicle painted in plain visible letters on each side
thereof. Every driver of such taxicab shall wear on his
cap or hat a metal plate bearing the words "Licensed
Taxicab" printed in letters at least one -half (J) inch in
height."
Section r 2. Section 21 -107 in Uhapter 21 of the Village
Ordinances is hereby amended to read
" Section 21 -107 TAXICAB CARDS. The operator of any
taxicab shall cause to be printed in plain, legible letters,
displayed inside the taxicab, a card giving the maximum rates
of fare to be charged, and a statement that any package or
article left in the taxicab must be returned by the taxicab
driver to the Village office, where it may be identified and
claimed. The cared shall also contain the statement, "Ask the
Driver for Bill and Receipt," in bold type.",
Section i r on 3. This ordinance shall be effective from and after
its pussage and publication.
The motion for tie adoption of the foregoing ordinance was duly seconded by
member Clifford Wellman, and upon vote being taken thereon the following
voted in favor thereof: William N. Super, Clifford Wellman, Carl Carlson,
and Wayne Gageby; and the following voted against the same: None; whereupon
said ordinande was duly passed and adopted.
