Council of the Village of Brooklyn Center
in the County of Hennepin and State of
Minnesota, including all accounts audited
by said Council
March 12, 1957
The Village Council met in regular session and was called to order by
William N. Super, Mayor, at 8 :20 p.m.
Roll Call: William N. Super, Carl Carlson, Clifford Wellman, Wayne
Gageby were present; Russ Jones was absent.
In absence of Russ Jones, Clerk, Dale F. Curry, Village Accountant,
took notes of the Council Meeting.
Motion made by Wayne Gageby and seconded by Carl Carlson to approve the
regular council minutes of February 2;, 1957. Minutes were approved as
recorded. Motion carried.
Motion made by Parl Carlson and seconded by Clifford Wellman that check
#2245, Liquor Store Funds, be declared null sad void as it was a duplicated
payment to Lynn Johnson Company. Motion carried.
Motion made by Wayne Gageby and seconded by Clifford Wellman to uphold
the recommendation of the Planning Commission and approve the petition submitted
by Harron Methodist Church to build an addition to the present church. Said
addition to be approximately 72 feet from the South line and 12 feet from
the East line. Motion carried.
Motion made by Clifford Wellman and seconded by Wayne Gageby to uphold
the recommendation of the Planning Commission and allow Robert Haugh to
operate a motorcycle sales and service shop at 68+0 Osseo Road. Motion
carried.
Motion made by Wayne Gageby and seconded by Carl Carlson to uphold the
recommendation of the Planning Commission and allow sale by Registered Land
Ivey of property owned by Arnold Blank and Chris Anderson at 60 Avenue
North and France Avenue North. Motion carried,
Motion made by Clifford Wellman and seconded by Wayne Gageby to uphold
thexecommendation of the planning Commission and allow Carl L. Gardner &
Associates to extend the contract for the purpose of making a thorough
analysis of the freeway alternate routes, with the added understanding that the
final report 'will be a complete analysis based upon the determination of the
freeway placement. The cost of the analysis, of the freeway alternate
routes, not to exceed the sum of $1100.00. Motion carried.
Motion made by Clifford Wellman to allow the Village. Attorney to draw up
an amendment to the present dog ordinance having the following stipulations:
1. Dog Catcher be deputized special police officer.
2. As a prerequisite to the issuance of any dog license,
that the owner of said dog shall - verify evidence that
said dog has been inoculated for rabies within a period
of ninety days last past to the issuance of the license,
by a qualified registered veterinarian of the State of
Minnesota.
The motion for the adoption of the foregoing ordinance was lost for the want of
a second, therefore, no action was taken.
Member Carl Carlson introduced the following ordinance and moved its
adoption:

N ORDINANCE AMENDING THE ORDINANCE
I'G TING THE DING AND LICENSINNG
DOGS TO PROVIDE THAT THE DOGCATCHER
SHALL BE A SPECIAL POLICE OFFICER
THE VILLAGE COUNCIL OF THE VILLAGE OF BROOKLYN CENTER DO ORMIN:
Section 1. Section 1 -111 of Chapter 1 of the Village
Ordinance iss s hereby amended to read:
"Section 1 -111. DOGCATCHER AS SPECIAL POLICE OFFICER.
The duly appointed dogcatcher and any other persons
appointed by the Village Council to'enforce this ordinate
and otheeordinanees relating to the control of dogs are
hereby appointed and deputized special police officers of`
the Village. Their powers as special police officers
shall be limited to the enforcement of the provisions of
this ordinance and other ordinances relating to the
control of dogs. All persons so appointed and deputized
shall be furnished evidence of their official authority
under this Section by the Village."
Section 2. This ordinance shall be effective from and after its
passage an — d p lication.
The motion for the adoption of the foregoing ordinance was duly seconded by
member Clifford Wellman, and upon vote being taken thereon the following voted
in favor thereof: William N. Super, Clifford Wellman, Carl Carlson, and
Wayne Gageby; and the foll(Ang voted against the same: None; whereupon said
ordinance was declared duly passed and adopted.
Motion made by Clifford Wellman and seconded by Carl Carlson to accept
the petition for sanitary sewer on Beard Avenue North from 69th Avenue to
Thurber Avenue, Abbott Avenue Nortb fir 68th to 69th Avenue North and on 6th
Avenue Nath from Beard Avenue Nwth to Abbott Avenue North. Hearing date to,be
set later. Motion carried, y
Motion made by Wayne Gageby and seconded by Clifford Wellman to accept
the petition for water main on Beard Avenue North from 69th Avenue North to
Thurber Avenue North, Abbott Avenue North from 68th to 69th Avenue North, and
on 68th Avenue North from Beard Avenue North to Abbott Avenue North. Hearing.

The bills set forth on the sehedUlt attached to these minutes and made
a part hereof entitled "The bills audited and ordered paid at the meeting of
March 12, 19$7" were audited and ordered paid.
