Council of the VIllage of Brooklyn Center
in the County of Hennepin and State of
Minnesota
April 16 1957
The Village Council met in special session and was called to order
by William N. Super, Mayor, at 8 :00 o'clock p.m.
. Roll Call: William N. Super, Carl Carlson, Wayne Gageby, and
- Russ Jones were present and Clifford Wellman was absent.
Motion made by Wayne Gageby and seconded by Carl Carlson to approve
the minutes of the special session of April 2, 1957. The minutes were approved'
as recorded. Motion carriedi
The Mayor annoutkced that the Council was met to receive, open, and
consider bids for radio equipment for the Street Department.
An affidavit was presented showing publication of advertisement for
bids in accordance with law and ordered placed on file.
The sealed bids which had been received were then presented. These
were opened, examined, and found to be as follows:

Member Wayne Gageby introduced the following resolution and moved its
adoption:
RESOLUTION TABLING FURTHER ACTION ON BIDS
BE IT RESOLVED by the Village Council of the Village of Brooklyn
Center, Minnesota, that further action on the bids received for
the radio equipment be tabled for further consideration,
successful bidder to be notified, at the next Council meeting.
The motion for the adoption of the foregoing resolution was duly seconded by
member Carl Carlson, and upon vote being taken thereon, the following voted in
favor thereof: William N. Super, Carl Carlson, Wayne Gageby, and Russ Jones;
and the following voted against the same: None; whereupon said resolution was
declared duly passed and adopted.
Member Wayne Gageby introduced the following resolution and moved
its adoption:
RESSOLUTION PAOVIDM FOR PUBLIC HEARING ON
PROPOSED SANITARY SEWER IMPROVEMENT NO. 1.957 -18
WHEREAS, it is proposed that there be constructed an improvement
consisting of the following:
Construction of sanitary sewer on Osseo Road from
66th Avenue North from 69th Avenue North.
WHEREAS, the village engineer has made a preliminary report
advising that said proposed improvement is feasible and that it can
be constructed at an estimated Gost of $40,150.00,
NOW, THEREFORE, BE IT RESOLVED by the V21age Council of the Ville
of Brooklyn Center, Minnesota, as follows:
1. The council proposes to proceed under authority granted by
Chapter 398, Laws of Minnesota, 1953, as amended.

2. A public hearing on the proposed improvement shall be held
at the Village Hall in the village on Monday, the 6th day of May,
195 7, at 8 :00 o'clock P.M., and the clerk shall publish notice
of the time and place of hearing by two weeks' publication in the
official newspaper of the village.

3. The area proposed to be assessed for said improvement is

as follows:
All lots and parcels of land abutting thereon.
4. This proposed improvement shall be designated Sanitary Sewer
Improvement No. 1957 -18.
The motion for the adoption of the foregoing resolution was duly seconded by
member Russ Jones, and upon vote being taken thereon the following voted in
favor thereof: William N. Super, Carl Carlson, Wayne Gageby, and Russ Jones;
and the following voted against the same: None; whereupon said resolution was
declared duly passed and adopted.
Member Wayne Gageby introduced the following resolution and moved
its adoption:
RESOLUTION PROVIDING FOR PUBLIC HEARING ON
PROPOSED WATER MAIN IMPROVEMENT NO. 1957 -
WHEREAS, it is proposed that there be constructed an improvement
consisting of the following:
Construction of water main on Osseo Road from 66th
Avenue North to 69th Avenue North.
WHEREAS, the village engineer has made a preliminary report
advising that said proposed improvement is feasible and that it can
be constructed at av estimated cost of $18,300.00
NOW, THEREFORE, BE IT RESOLVED by the Village Council of the Village
of Brooklyn Center, Minnesota, as follows:
1. The council proposes to proceed under authority granted

2. A public hearing on the proposed improvement shall be

Motion made by Russ Jones and seconded by Wayne Gageby to accept
the following petitions:
Storm Sewer in an area described as follows: proposed subdivision
of part of the S.W. 1/4 of Section 27, Township 119, Range 21,
Hennepin County, Minn.

Water Main on Halifax Avenue North from 69th Ave. to 72nd Ave. No.;
Indiana Avenue North from 69th Ave. No. to 72nd Ave. No.; 72nd
Avenue North from Halifax Ave. No. to June Ave. No.; and 71st Ave.
No. from Halifax Ave. to June Ave. No.
Sanitary Sewer on Halifax Avenue North from 69th Avenue North to
72nd Avenue North; Indiana Avenue North from 69th Avenue North to
72nd Avenue North; 72nd Avenue North from Halifax Avenue North to
June Avenue North; and 71st Avenue North from Halifax Avenue North
to June Avenue North.
The date of public hearing on the above improvements to be set later: Motion
carried.
Metber Wayne Gageby introduced the following resolution and moved
its adoption:
R]MOLUTION CHAN6 NG DATE FCR RECEIVING BIDS
FOR THE AMCHAU OF $430,000 IMPROVEMENT BONDS
BE IT RESOLVED by the Village Council of the Village of Brooklyn
Center, Minnesota, as follows:
1. The date of the meeting oi' the Village Council.fdr
the purpose of receiving sealed bias for the purchase of $430 2 000
Improvement Bonds of the Village which was originally set for
Tuesday April 30, 1957, at 8 P.M. shall be changed to Monday,,
May 6, 957 at 8 P.M.
The motion for the adoption of the foregoing resolution was duly seconded by
member Russ Jones, and upon vote being taken thereon the following voted in
favor thereof: William N. Super, Carl Carlson, Wayne Gageby, grid Russ Jones;
and the following voted against the same: None; whereupon said resolution was
declared duly passed and adopted.
Motion made by Wayne Gageby and seconded by Russ Jones that the
Village accept'the petition for storm sewer interceptor for Area #6. Date
of public hearing to be set later. The Village Engineer is authorized to
draw up estimates of this project.
Motion made by Carl Carlson and seconded by Wayne Gageby that the
Village accept the petition for oil stabilizing on Dupont Avenue North from
62nd Avenue North to Lilac Drive. Motion carried.
Motion made by Russ Jones and seconded by Wayne Gageby that the
Village accept the petition for sanitary sewer on Ewing Avenue North from 50th
Avenue North to 53rd Avenue North. Public hearing to be set later. All
people to be assessed for this sanitary sewer to be notified of hearing by
mail. Motion carried.
Motion made by Wayne y and seconded by Carl Carlson that the
Village appropriate $400.00 fore control in upper Twin Lake. Money ta.be
taken permanently from Liquor Fund. Motion carried.
Motion made by Wayne Gageby and seconded by Russ Jones that the
Village accept the deed from C. Joseph Tillman and Helen W. Tillman for that
part of Lot 6, Auditor's Subdivision No. 309, Hennepin County, described as
follows: Commencing at a point in the South line of Lot 6, distant 1275.5
feet east of the Southwest corner of said Lot 6, thence North at right angles
to said South line a distance of 100 feet; thence East parallel with said
South line 25 feet; thence at right angles to said South line 100 feet
to the South line of said Lot 6, *ence West along said South line 25 feet to
point of beginning. This property to be used for road purposes only. Motion
carried.
motion made by Russ Jones and seconded by Wayne Gageby that the
Village accept the justice report of John Wingard for the month of March,
1957• Motion carried,

Motion made by Russ Jones and seconded by Wayne Gageby that the
Village enter into a contract with The Service Bureau Corporation for work
performed. Motion carried.
Motion made by Russ Jones and seconded by Wayne Gageby to adjourn,
at 10 o'clock p.m. Motion carried.
