in the County of Hennepin and State of
Minnesota, including all accounts audited
by said Council.
May 28, 1957
The Village Council met in regular session and was called to order by
William N. Super, Mayor, at 8:00 P.M.
Roll Call: William W. Super, Clifford Wellman, Carl Carlson, Wayne
Gageby, and Russ Jones were present.
Motion made by Wayne Gageby and seconded by Carl Carlson to approve the
minutes of the special meeting of April 30, 1957, special meeting of May 6, 1957,
and regular meeting of May 14, 1957• Minutes were approved as recorded. Motion
carried.
Motion made by Clifford Wellman and seconded by Wayne Gageby that the
Village Council direct James R. Fischbach, Liquor Store Manager, to refer the
Federal Agents to Donald M. Fraser, Village Attorney, with view in mind of nego-
tiating the settlement of alleged claim and save the village harmless of alleged
claims, if any. Motion carried.
Motion made by Russ Jones and seconded by Wayne Gageby to approve the
following heating installers license applications:
Parr Plumbing & Heating Co. ' 6822 Osseo Road - Mple., Minn.
Cronstrom's Heating & Sheet Metal. 4410 Excelsior Blvd. - Mpls., Minn.
Motion carried.
Motion by Carl Carlson and seconded by Clifford Wellman to approve the
following elect#cian's license applications.

Wilson Electric Co. 6100 Portland Ave. - Mpls., Minn.
Motion carried.
Motion by Wayne Gageby and seconded by Russ Jones to approve the
following scavenger's license applications:

Motion carried.
Motion by Carl Carlson and seconded by Clifford Wellman to approve the
following cesspool installer's license applications:

Motion by Wayne Gageby and seconded by Russ Jones to approve the follow-

Motion carried.
Motion by Russ Jones and seconded by Carl Carlson to approve the follow -

Member Wayne Gageby introduced the following resolution and moved its
adoption:
RESOLUTION CRDEEtING ADVERTISEMBlO'I'
FOR BIAS FOR STABILIZED GRAVEL
I
1. The Village Clerk shall advertise for bids for 5000 cubic yards,
more or less, for stabilized gravel under the specifications prepared by the
Village Engineer.
2. Bid date set for June 25, 1957 at 8 o'clock p.m.
The motion for the adoption for the foregoing resolution was duly seconded by
member Clifford Wellman, and upon vote being taken thereon the following voted
in favor thereof: William N. Super, Clifford Wellman, Carl Carlson, Wayne Gageby
and Russ Jones; and the following voted against the same: None; whereupon said
resolution was duly passed and adopted.
Motion made by Russ Jones to commit the Village of Brooklyn Center to
make the following improvements in accordance with the resolution heretofore
Identified as Improvement Commitments for VA Loan Purposes. Said resolution shall
have inserted in it the following:
Property to be improved: Palmer Lake Terrace
Estimated Cost: $10,474.00
Date of completion: 12 months
Improvements to be made: Street surfacing, installation of
street signs, trees, and installation of boulevard sod in
connection with Ewing Avenue, Drew Avenue, Urban Avenue, and
Violet Avenue within Palmer Lake Terrace.
Builder: Hipp Construction.
The foregoing motion was duly seconded by Wayne Gageby, and upon vote being taken
thereon, the following voted in favor thereof; William N. Super, Clifford Well-
man, Carl Carlson, Wayne Gag and Russ Jone and the following voted ag ainst

the same: Note; whereupon said resolution was declared duly passed and adopted.
Member Clifford Wellman introduced the following resolution and moved
its adoption:
RESOLUTION PROVIDING FOR PUBLIC HEARING ON
PROPOSED OIL STABILIZING IlMFROVEMNNT NO, 1957 -35
WHEAS, it is proposed that there be constructed an improvement con-
sisting of the following: Oil stabilizing on the following streets: Camden
Avenue from Lilac Drive to 65th Avenue and Lilac Drive from Camden Avenue to the
East line of Bowling Alley property: Dupont Avenue North from 62nd Avenue North
to Lilac Drive• A •
Lee venue North from 63rd Avenue -North to 65th Avenue North,
East Twin Lake Blvd. from Oak Street to 51st Avenue North; Major Avenue North
from 69th Avenue North to 70th Avenue North and 70th Avenue from Major Avenue
North to Osseo Road. 54th Avenue from Penn Avenue North to 1/2 block west of
Queen Avenue and Queen Avenue North from 54th Avenue to 150' North of 54th Avenue
North.
WHEREAS, the village engineer has made a preliminary report advisit
that said proposed improvement is feasible and that it can be constructed at
estimated cost of $ 13x850.00 ,

NOW, Two 'ORE, BE IT RESOLVED by the Village
Council of the Village of Brooklyn Center, Minnesota,
as follows:
1. The council proposes to proceed under authority
granted by Chapter 398, Laws of Minnesota, 1953,, as
amended.
2. A public hearing on the proposed improvement
shall be held at the Village Hall in the village on
Tuesday, the 25th day of June, 1957, at 8:00 o'clock -
P.M., and the clerk shall publish notice of the time
and place of hearing by two weeks' publication in the
official newspaper of the village.
3. The area pr to be assessed said improve-
ment is as follows:
All Lots and parcels abutting the above streets
4. This proposed improvement shall be designated
Oil Stabilizing Improvement No 1957 -35•
The motion for the arlr +or of the foregoing resolution was duly seconded by
member Wayne Gageby, aal upon vote being taken thereon the following voted in

and Russ Jones; and tha fk voted against the same: None; whereupon said
resolution was d °eclared duly Massed and adopted.
Member Russ Jones introduced the following resolution and moved its
adoption:
RESOLUTION AUTHORIZING THE CREATION AND ADMINISTRATION
OF A CIVIL DENSE VOWNTEER ACTIVITIES ACCOUNT
BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE
OF BROOKLYN CENTER AS FOLLOWS:
1. The civil defense orgdnization is hereby authorized
to open and maintain a civil defense volunteer activities
account.
2. Into this account shall be placed all moneys which
the civil defense organizatbn secures through its own activi-
ties and promotions such as dances, operation of concessions
and similar activities.
3. The funds in this account shall be withdrawn and
expended only in accordance with authority given the officers
of the civil defense organization by its membership and iaha,Z,I
be expended only for such purposes as will promote the etell
defense activities.
4. Money shall not be solicited for such fund under
the representation that such money consists of a donation
to the municipal government or for the purchase of any
major item of equipment for civil defense purposes. Solici-
tation for the latter shall only be as authorized by the
Village Council.
5. In the event that the civil defense organization.is
terminated, any moneys remaining in the civil defense volun-
teer activities fund shall revert to the general fund of the
village. Accounting of the receipts and expenditures from
such fund need not be made in detail to the village., but
proper books of account shall be kept by tbo officers of the
civil defense organization.

The motion for the adoption of the foregoing resolution was duly seconded by
member Wayne Gageby, and upon vote being taken thereon the following vote in
favor thereof i William N. Super, Clifford Wellman Wayne Gageby, Carl Carlson and
Russ Jones; and the following voted against the same: None; whereupon said
resolution was duly passed and adopted.
Motion by Russ Jones and seconded by Clifford Wellman that the Village
allow Douglas Uzzell to erect a 8' x 10' sign at 6142 Osseo Road for a period not
to exceed.one year. Motion carried.
The bills set forth on the schedule attached to these minutes and male
a part hereof entitled "The Bills Audited and ordered Paid at the meeting of
May 28, 1957" were audited and ordered paid.
Motion by Clifford Wellman and seconded by Wayne Gageby to adjourn.
