Adjournment a 13 MINUTES OF THE PROCEEDINGS OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA SPECIAL SESSION APRIL 26 1982 CITY HALL CALL T O ORDER The Drooklyn Center Housing and Redevelopment Authority met in special session and was called to order by Chairman Dean Nyquist at 10:32 p.m. ROL C ALL Chairman Dean Nyquist, Commissioners Gene Lhotka, Celia Scott, Bill Hawes, and Rich Theis. Also present were HRA Director Gerald Splinter, Director of Public Works Sy Knapp, Director of Finance Paul Holmlund, Director of Planning & Inspection Ron Warren, City Attorney Richard Schieffer, and Administrative Assistants Brad Hoffman and Tom Bublitz. APPROVAL OF MINUTES - APRIL 12, 1982 There was a motion. by Commissioner Scott and seconded by Commissioner Hawes to approve the minutes of the April 12, 1982 Housing and Redevelopment Authority meeting as submitted. Voting in favor: Chairman Nyquist, Commissioners Lhotka, Scott, Hawes, and Theis. Voting against: none. The motion passed unanimously. RESOLUTIONS RESOLUTION NO. 82 -10 Member Rich Theis introduced the following resolution and moved its adoption: RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT FOR ARCHITECTURAL AND ADMINISTRATIVE SERVICES The motion for the adoption of the foregoing resolution was duly seconded by member Celia Scott, and upon vote being taken thereon, the following voted in favor thereof: Dean Nyquist, Gene Lhotka, Celia Scott, Bill Hawes, and Rich Theis; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. RESOLUTION NO. 82 -11 Member Gene Lhotka introduced the following resolution and moved its adoption: RESOLUTION APPROVING ONE (1) BROOKLYN CENTER HOUSING REHABILITA'T'ION GRANT The motion for the adoption of the foregoing resolution was duly seconded by member Bill Hawes, and upon vote being taken thereon, the following voted in favor thereof: Dean Nyquist, Gene Lhotka, Celia Scott, Bill Hawes, and Rich Theis; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. ADJOURNMENT There was a motion by Commissioner Lhotka and seconded by Commissioner Scott to adjourn the meeting. Voting in favor: Chairman Nyquist, Commissioners Lhotka, Scott, Hawes, and Theis. Voting against: none. The motion passed unanimously. The Brooklyn Center Housing and Redevelopment Authority adjourned at 10:40 p.m. Chairman hL MEMORANDUM TO: Gerald G. Splinter, City Manager FROM: Brad Hoffman, Administrative Assistant DATE: June 14, 1982 SUBJECT: Recommended Home Rehabilitation Grants The following home rehabilitation grants are recommended for approval from the Housing Redevelopment Authority in an amount not to exceed $7,500 each. The information contained in this memorandum is confidential and not subject to public review. Tim Leo Felten, 5333 Colfax. The following repairs are recommended for this grant: 1. Replace chimney with Class B flue to the furnace. 2. Replace furnace with forced air using existing duct as much as possible. Bring forced air heat to second floor. 3. Repair mildew dormers on second floor, also, to ventilate them. Check rafters for rotted wood. 4. Replace new walks to be 36" wide. 5. Reroof house and attached garage. Add new roof vents with one turbine vent on the rear. 6. Run new sewer line from the house, add floor drain. 7. Replace water closet tank. 8. Bring electrical up to 100 amp. 9. Replace screen on living room window and replace three cracked window panes. 10. Weather strip the front and side doors. 11. Caulk window frames. 12. Add gable end louvers. Louise Hannah, 4601 -66th Avenue North. The following work is recommended: 1. Replace rear door with insulated core. Replace and reweather strip . opening. Caulk. 2. Caulk rear steps of house to prevent water seepage. 3. Nail down loose shingles on rear roof. 1 -2- 4. Caulk around tub. Replace cover plates on faucet handles. Add seals to lavatory faucets. 5. Replace kitchen ceiling fixture and also replace second ceiling fixture to match and eliminate pull cord. .6. Replace water heater - 40 gallon. 7. Pull cedar shake test for wall insulation bid if needed. 8. Replace'rear storm door with Benada storm master to match the front door. 9. Complete balance of room joints insulation. u f 1 � Member introduced the following resolution and moved its adoption: • RESOLUTION NO. I k RESOLUTION APPROVING TWO (2) BROOY.LYN CENTER HOUSING REHABILITATION G RANTS f' WHEREAS, the Brooklyn Center Housing and Redevelopment Authority has established a Home Rehabilitation Grant Program to assist low and moderate income individuals in the maintenance and repair of their homes; and WHEREAS, the Brooklyn Center Housing and Redevelopment Authority has received two (2) applications from eligible individuals to receive grant assistance; and WHEREAS, an inspection by the City of Brooklyn Center has determined that the work is necessary and appropriate under the Brooklyn Center Housing Rehabilitation Grant Program; and i WHEREAS, the estimated cost of the proposed grant applications is estimated at $15,000. NOW, THEREFORE, BE IT RESOLVED by the Brooklyn Center Housing and Redevelopment Authority that: • 1. The Brooklyn Center Housing and Redevelopment Authority does approve the two (2) housing rehabiltation grant applications as recommended by the staff. 4 2. That the work be performed as recommended by the staff and that the applicants be directed to obtain the necessary bids for staff review and approval. G 3. The project shall not exceed the grant limits of $7,500 per t house.
