CITY OF BROOKLYN CENTER IN THE
COUNTY OF HENNEPIN AND STATE OF MINNESOTA
REGULAR SESSION
APRIL 19, 2011
COUNCIL COMMISSION ROOM
CALL TO ORDER
The Brooklyn Center Housing Commission was called to order by Chairperson Lawrence - Anderson
at 7:00 p.m.
ROLL CALL
Chairperson Kris Lawrence- Anderson, Commissioners Tracy Groves, Chereen Norstrud, Ephraim
Olani , and Judy Thorbus. Also present were Council Liaison Carol Kleven and Staff Liaison Tom
Bublitz. Commisssioner Kathie Amdahl was absent and excused.
APPROVAL OFAGENDA
There was a motion by Commissioner Thorbus and seconded by Commissioner Norstrud to
approve the agenda as submitted. The motion passed.
APPROVAL OF MINUTES — FEBR UAR Y 22, 2011 & MARCH 15, 2011
There was a motion by Commissioner Thorbus and seconded by Commissioner Norstrud to approve
the minutes as submitted. The motion passed.
CHAIRPERSON REPORT
Chairperson Lawrence - Anderson reported she had attended the Earth Fest event and that it was well
attended. She discussed materials she had found at the Earth Fest from Hennepin County regarding
green community issues and noted she had some brochures she would review with the Commission
later in the meeting.
COUNCIL LIAISONREPORT
Councilmember Kleven reported on the construction of a new playground to be built at Northport
Elementary by representatives of the Minnesota Vikings, Toro, Kaboom Playground Equipment and
community volunteers. She also stated that the City had received a federal grant in the amount of
$4300 for bike racks under the Transit for Livable Communities program. Councilmember Kleven
briefly reported on additional Council actions including a resolution for former Housing Commission
member James Richards, status of TIF as it relates to Brookdale and rental licenses.
NEW NEIGHBOR WELCOME PROGRAM UPDATE
Chairperson Lawrence- Anderson reported that last Wednesday she, Commissioner Thorbus and
Councilmember Kleven delivered Welcome Bags to 21 homes and were able to have a conversation
with ten of the 21 residents. She explained the next bag drop will be scheduled for Wednesday,
April 27th.

DISCUSSION ON COMMUNITY GARDENS
Chairperson Lawrence- Anderson stated she had discussed the issue of Community Gardens with
Public Works Director Steve Lillehaug at the Earth Fest event. She noted Mr. Lillehaug had
suggested that it might be better to use parks as opposed to schools for locating Community Gardens
due to the possibility of vandalism. She also explained that Mr. Lillehaug suggested the possibility
of using a portion of Northport Park as a Community Garden location since it is one of the larger
parks in the city.
Chairperson Lawrence Anderson suggested that Steve Lillehaug, Gary Eitel and Jim Glasoe could be
meeting to discuss the issue of Community since the

neighborhood meeting at Orchard Lane conflicts with the May Housing Commission meeting, it was
suggested that the Commission meet either on the 10 or 24 of May to discuss Community
Gardens.
OTHER BUSINESS
The staff liaison discussed the status of the Neighborhood Stabilization Program in Brooklyn
Center and pointed out there will be eight rehabilitated homes coming on line soon in the city
under this program and discussed the option of having the Commission tour some of the homes.
He also noted that Council may want to tour the NSP homes and would explore the idea of
having the Housing Commission attend along with the City Council.
Commission members discussed the possible role the Commission could play in marketing the
NSP homes. The staff liaison stated he did not know how Commission members could be
involved but would keep the group informed about the process.
Commission members next reviewed several Hennepin County brochures for possible inclusion
in the Welcome Bags. The documents included the following titles:
• Hennepin County Drop Off Facilities
• Earth Friendly Home Landscaping
• Hennepin County Land Owner Guide
Commission members suggested all three documents be included in the Welcome Bags.
There was no other business.
ADJOURNMENT
There was a motion by Commissioner Norstrud and seconded by Commissioner Thorbus to
adjourn the meeting. The motion passed. The Brooklyn Center Housing Commission adjourned
at 8:15 p.m.
