Resolution Approving Three Brooklyn Center Rehabilitation Grants 5 Adjournment • j , a } 1 MINUTES OF THE PROCEEDINGS OF THE HOUSING AND ` REDEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN • CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA SPECIAL SESSION JUNE 14, 1982 CITY HALL CALL TO ORDER The Brooklyn Center Housing and Redevelopment Authority met in special session and was called to order by Chairman Dean Nyquist at 10:01 P.M. ROLL CALL Chairman Dean Nyquist, Commissioners Gene Lhotka, Celia Scott, Bill Hawes, and Rich Theis. Also present were HRA Director Gerald Splinter, Director of Public. Works Sy Knapp, Director of Planning & Inspection Ron Warren, City Attorney Richard Schieffer, and Administrative Assistants Brad Hoffman and Tom Bublitz. APPROVAL OF MINUTES APRIL 26, 1982 There was a motion b Commissioner Scott and seconded b Commissioner Hawes to Y Y approve the minutes of the April 26, 1982 Housing and Redevelopment Authority meeting as submitted. Voting in favor: Chairman Nyquist, Commissioners Lhotka, Scott, Hawes, and Theis. Voting against: none. The motion passed unanimously. RESOLUTIONS The HRA Director introduced a Resolution Approving Two Brooklyn Center Housing • Rehabilitation Grants. In discussion of the resolution, Commissioner Lhotka inquired whether.a previous grant had been awarded to one of the locations listed in the memorandum from Administrative Assistant Hoffman to the City Manager. Administrative Assistant Hoffman noted that he was not aware that this address had been awarded a previous grant but that he would check the records to determine whether or not it had. RESOLUTION NO. 82 -12 Member Gene Lhotka introduced the following resolution and moved its adoption, such approval being contingent on whether a previous rehabilitation grant had been awarded at the address: Resolution Approving Two Brooklyn Center Housing Rehabilitation Grants. The motion for the adoption of the foregoing resolution was duly seconded by member Celia Scott, and upon vote being taken thereon, the following voted in favor thereof: Voting in favor: Chairman Nyquist, Commissioners Lhotka, Scott, Hawes, and Theis. Voting against: none. The motion unanimously. APPROVAL OF PURCHASE AGREEMENT FOR RICHFIELD BANK & TRUST PROPERTY The City Manager reviewed the purchase agreement which had been.prepared for the City to purchase the property owned by the Richfield Bank & Trust Company for the proposed Elderly Housing Project. The City Manager stated.that he believes the price of $130,000 for the property is an acceptable price. • 6 -14 -82 -1- Commissioner Scott ointed out that in the addendum to the purchase agreement the p p words buyer and seller should be reversed in the second paragraph of the addendum. There was a motion b Commissioner Scott and seconded b Commissioner' Theis to Y Y approve the purchase agreement with Richfield Bank & Trust in the amount of $130,000 for Lots 10 and 11, Guilford Outlots except those parts of said Lots 10 and 11 lying within the right of way of State T. H. 100 and the right of way of U.S. Interstate Highway 94, : according to the thereof on file or of record in the office of the Registrar, of Titles in and for*Hennepin County. Voting in favor: Chairman Nyquist�, Commissioners Lhotka,.Scott, Hawes, and Theis. Voting against: none. The motion passed unanimously. ADJOURNMENT 'There was a motion by Commissioner Scott and seconded by Commissioner Lhotka to adjourn the meeting. Voting in favor Chairman Nyquist, Commissioners Lhotka, Scott, Hawes, and Theis. Voting against: none. The motion passed unanimously. The Brooklyn Center Housing & Redevelopment Authority adjourned at 10:08 p.m. Chairman I, ; 6 -14 -82 -2- Member introduced the following resolution • and moved its adoption: RESOLUTION NO. RESOLUTION APPROVING Three ( 3) BROOKLYN CENTER HOUSING REHABILITATION GRANTS WHEREAS, the Brooklyn Center Housing and Redevelopment Authority has established a Home Rehabilitation Grant Program to assist low and moderate income individuals in the maintenance and repair of their homes; and t WHEREAS, the Brooklyn Center Housing and Redevelopment Authority has received three ( 3) applications from eligible individuals to receive grant assistance; and WHEREAS, an inspection by the City of Brooklyn Center has determined that the work is necessary and appropriate under the Brooklyn Center Housing Rehabilitation Grant Program; and WHEREAS, the estimated cost of the proposed grant applications is estimated at $ 22,500 NOW, THEREFORE, BE IT RESOLVED by the Brooklyn Center Housing and j Redevelopment Authority that: • 1. The Brooklyn Center Housing and Redevelopment Authority does approve the three ( 3) housing rehabilitation grant applications as recommended by the staff. 2. That the work be performed as recommended by the staff and that.the applicants be directed to obtain the necessary bids for staff review and approval. 3. The projects shall not exceed the grant limits of $7,500 per house. • Date Chairman The motion for the adoption of the foregoing resolution was duly seconded by member and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: whereupon said resolution was declared duly passed and adopted. • MEMORANDUM TO: Gerald G. Splinter, City Manager FROM: Brad Hoffman, Administrative Assistant DATE: June 24, 1982 SUBJECT: Recommended Home Rehabilitation Grants The following home rehabilitation grants are recommended for approval from the Housing Redevelopment Authority in an amount not to exceed $7,500 each. The information contained in this memorandum is confidential and not subject to public review. 1. Delphine Heath, 5643 Knox Avenue North. The following work is recommended for HRA approval: a. Replace front and back door. b. Replace all window units - living room windows to be one picture window. Include vinyl combinations. c. Reroof - tear off. Include garage. d. Replace corner pieces of siding. e. Repair living room ceiling. f. Replace furnace. - g. Add 100 amp electrical service - code wiring eliminate exposed wiring. h. Replace tub, sink and toilet. Rerock walls in bath room and replace floor covering. i Replace water heater and revent. j. Insulate attic to R -38:. k. Replace storm doors: 1. Add 4 additional vents and one turbine. m. Install l smoke detector. , n. Add new garage door, replace rotted fascia on garage. o. Hang gutters in garage. p. Move gas meter to outside of home. 2. Lois Hoff, 6343 Kyle Avenue North. The following grant work is recommended: a. Replace bath room sink fixture. b. Replace bath room toilet. c. Add 10 soffit vents. d. Caulk around doors and windows. e. Insulate floor and basement wall of addition. . 3. Esther Lundblad, 5307 Oliver Avenue North. The following grant work is recommended: a. Scrape and paint all windows. b. Reroof. 3. c. Renail cedar shakes scrape and paint trim and fascia. d. Rehang or replace handrail to basement. e. Check ceiling insulation - bring up to R -38. f. Insulate exterior walls with cellulose. g. Replace front storm. j h. Add 4 'soffit vents. i. Repair 2 windows that don't open properly (den and bed room) j. Weatherstrip doors. k. Reglaze windows and paint. 1. Install smoke detector. I i e i
