Adjournment r f i MIL JTES OF THE PROCEEDINGS OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY'OF BROOKLYN • CENTER IN THE COU14TY OF HENNEPIN AND THE STATE OF MINNESOTA SPECIAL SESSION` APRIL 12, 1982 CITY HALL - CALL TO ORDER The Brooklyn Center Housing and Redevelopment Authority met in special session and was .called 'to order by Chairman Dean Nyquist at 8:55 p.m. " ROLL CALL Chairman Dean Nyquist, Commissioners Gene Lhotka, Celia Scott, Bill Hawes, and Rich Theis. Also present were HRA Director Gerald Splinter, Director of Public Works Sy Knapp, Director of Finance Paul Holmlund, Director of Planning & Inspection Ron Warren, Assistant City Engineer Jim Grube, City Attorney - Richard,Schieffer, and Administrative Assistants Brad Hoffman,, and Tom Bublitz. APPROVAL OF MINUTES - MARCH 22 1982 There was a motion by Commissioner Scott and seconded by Commissioner Hawes to approve the minutes of the March 22, 1982 Housing and Redevelopment Authority meeting as submitted Voting in favor: Chairman Nyquist, Commissioners Scott, and Hawes. Voting against: none. The motion passed. Commissioners Lhotka, and Theis abstained from the vote as they were not present at the March 22, 1982 meeting. • RESOLUTIONS The HRA Director introduced a'Resolution Approving Two (2) Rehabilitation Grants. - Councilmember Hawes inquired whether there was any time limit with regard to how Song people had to live in the residence. Administrative Assistant Hoffman stated there was no time limit but that grants are repaid on ;a pro. -rated basis if the residence is sold within five years of the rehabilitation work. Council member Lhotka inquired whether the Housing Authority could be provided with a master list of the grants awarded to date in Brooklyn Center. Administrative " Assistant Hoffman stated that -he -would provide the _Housing Authority with that information. RESOLUTION NO. 82 -9 Member Gene Lhotka introduced the following resolution and 'moved its adoption: RESOLUTION APPROVING TWO (2) BROOKLYN CENTER HOUSING REHABILITATION GRANTS The motion for the adoption of the foregoing resolution was duly seconded..by member Rich °Theis, and upon vote being taken thereon, the following;'*voted in favor thereof Dean Nyquist, Gene Lhotka, Celia Scott, Bill Hawes, and Rich Theis; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted.' ADJOURNMENT There was 'a motion by Commissioner Scott and seconded by Commissioner Hawes to • adjourn the meeting. Voting in favor: Chairman Nyquist, Commissioners Scott, Lhotka, Hawses, and Theis. Voting against: none. The motion passed unanimously. The Brooklyn Center Housing and Redevelopment Authority adjourned at 8 :59 p.m. Chairman 4 -12 -82 -1- Member introduced the following resolution and moved its adoption: RESOLUTION NO. RESOLUTIOI APPROVING ONE (1) BROOKLYN CENTER HOUSING REHABILITATION GRANTS WHEREAS, the Brooklyn Center Housing and Redevelopment Authority has established a Home Rehabilitation Grant Program to assist low and moderate income individuals in the maintenance and repair of their homes; and t WHEREAS, the Brooklyn Center Housing and Redevelopment Authority has received One (1) applications from eligible individuals to receive grant assistance; and WHEREAS, an inspection by the City of Brooklyn Center has determined that the work is necessary and appropriate under the Brooklyn Center Housing Rehabilitation Grant Program; and WHEREAS, the estimated cost of the proposed grant applications is estimated at $ . _7,500 NOW, THEREFORE, BE IT RESOLVED by the Brooklyn Center Housing and Redevelopment Authority that: 1. The Brooklyn Center Housing and Redevelopment Authority does approve the one (l ) housing rehabilitation grant applications as recommended by the staff. 2. That the work be performed as recommended by the staff and that the applicants be directed to obtain the necessary bids for staff review and approval. 3. The projects shall not exceed the grant limits of $7,500 per house. Florence L. Meyer, 5444 Camden Avenue North r 1. Replace chimney with legal Class B; 'remove existing chimney in basement 2. Repair sink faucet 3. Upgrade electrical to 100 amp and split circuits, add wall outlets to code 4. Connect to City water and re -plumb hot /cold water lines, with copper 5. Fix door bell 6. Repair wall behind toilet in the bathroom 7. He requested a listing of all rehab grant recipients. I have also included the total dollar amount spent on each home The grant total to date is $227,564.91 or an average of $4,551.30 per grant. You should note that the Sandra Huffman grant amount represents 2 grants. After we had started her work we found some major plumbing problems (not vented) that had to be corrected. I would add that next lowest bid (not including the plumbing work) was $9,979.
