Furnishing and Delivering a 1500 GPM Pumper
-The 1500 GPM pumper would replace an existing 20 year old
pumper in the
Fire Department.
10. Planning Commission Items (7:30 p.m.Y
a.. Application No. 81067 submitted by David Brandvold for preliminary plat
approval to subdivide into seven lots the land presently located on the
lots addressed 909, 921, and 1009 - 58th Avenue North. The four new lots
will gain access off a cul -de -sac to be installed in the 5700 block of
Colfax Avenue North. The Planning Commission recommended approval ` of
Application No. 81067 at its December 10, 1981 meeting.
b. Application No_ 81069 submitted by C & G Transcontinental Developers for
a preliminary plat approval to subdivide into three lots the land at the
northeast corner of Brooklyn Boulevard and County Road 10, the location
of the Brooklyn Grossing Office Development. The Planning Commission
recommended approval of Application No. 81069 at its December 10, 1981
meeting.

1980 -K, (PARKS IMPROVEMENT PFWECT NO. 1980 -16)
WHEREAS, the City Council entered into Contract 1980 -K with Bury
and Carlson, Inc. of Mi.apolis, Minnesota, for the construction of Parks
Improvement Project No. 1980 -16, and
WHEREAS,. the City Engineer has determined that Certain modifica-
tions be made to the extract to facilitate the completion of the project,
said modifications being as follows:
1. In lieu of completing the seeding operation to the acceptance
1 of the City, the Contractor shall receive a 20% unit price
reduction for seeding. This shall result in a $1,691.84
decrease in the contract amount.
2. 1he Contractor and City shall share equally the cost of repair
of the security lighting system at Yylawn Park caused by van-
dalism and indents eating through the underground wiring cable.

This shall result in a $1,131.50 increase in the contract amount

WHEREAS, the tractor, Bury and Carlson, Inc. has agreed to the
prices for the modifications as noted above.

M. 1980 -16 are approved, resulting in a $560.34 reduction in the contract
amount.

with the City of Brooklyn Center, Minnesota, Merila and Associates, Inc. has
satisfactorily completed the design, plans and specifications, construction
engineering and supervision of the following improvement in accordance with
said agreement:

MMFAS, the City Engineer has determined it to be necessary and in
the best interests of the City of Brooklyn Center, Minnesota., to recondition
the deep well turbine pump system at Well No. 6 as comprehended under an
established well maintenance program; and
WHEREAS, the City Engineer has prepared plans and specifications
for the proposed cork, including replacement of defective c3olumn piping and
line shafting, pump bowls, and appurtenances, and the installation of a surge
tank eliminator; and
VaMEAS, the City Engineer has estimated the cost: of - said improve-
ments to be $15,000.00
NOW, THER 0RB, BE IT RESOLVED by the City Council of the City of
Brooklyn Center, Minnesota, that said in- provements be established as:

1. The plans and specifications for Contract 1992 -A for said improve -
ments prepared by the City Engineer are hereby approved and ordered
filed with the City Clerk.
2. The City Clerk shall prepare and cause to be inserted at least
twice in the official newspaper: and in the Construction Bulletin
an advertisement for bids upon the making of such irProverlents
under such approved plans and specifications. Tm advertisement
shall appear not less than seven (7) days prime to the 'date for
receipt of bids, and specify the work to be dom, state that said
bids will be received by the City Clerk until 11:00 A.M., local
time, on Janua--y 21, 1982, at which tire they will be publicly
opened in the Council Chambers at City Flail hry the City Clerk
and City Engineer, will then be tabulated and will be considered
by the City Council at 7:00 P.M. local time, an January 25, 1982,
in the Council Chan - hers, and that no bids will be considered unless
sealed and filed with the City Clerk and acccupanied by a cash
deposit, cashiers check, bid bond, or certified check payable to
the City for five percent of the amount of such bid.
3. The accounting for Project No. 1982 -01 will bedone in the Public
Utilities Fund.

RESOLUTION SETTING WAGES AND SALARIES FOR THE CALENDAR YEAR 1982
WHEREAS, Section 2.07 of the City Charter for the City of Brooklyn
Center states that the City Council is to fix the salary or wages of all
officers and employees of the City; and
WHEREAS, the City Council has considered salaries and wages for the
calendar year 1982 and has reviewed the 1982 Employee Position and Classification
Plan; and
WHEREAS, the 1982 Employee Position and Classification Plan establishes
that pay ,increases will be awarded on a pay for performance basis; and
WHEREAS, the structure of the 1982 Employee Position.and Classification
Plan provides for pay increases awarded for improvements in job performance; and
WHEREAS, an individual employee's movement through his or her re-
spective pay schedule reflects a progression in corresponding levels or improved
job performance:
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby sets wages
and salaries for the calendar year 1982 by adoption of the attached Position and
Classification Plan (Schedules A through K) for the calendar year 1982 which
sets ranges and maximums which the City Manager shall be authorized to pay in
classified positions; and
BE IT FURTHER RESOLVED that the City Manager be authorized to employ
such temporary part -time and temporary full -time employees as may be necessary,
and to establish competitive rates of pay for such help consistent with the 1982
pudget appropriations; and
BE IT FURTHER RESOLVED that authorized wage adjustments, not to exceed
the maximums contained herein, shall become effective January 1, 1982; and
BE IT FURTHER RESOLVED that the City Council in recognition that labor
contract provisions are yet being negotiated with the bargaining unit related to
police sergeants in the Police Department extends 1980 wage rates for their job
. classification.

RESOLUTION REQUESTING 1980 -81 LOCAL PLANNING ASSISTANCE GRANT
FUNDS FROM THE METROPOLITAN COUNCIL
{
WHEREAS, the Metropolitan Land Planning Act, Minnesota Statutes, Section
Section 473.851- 473.872, requires that the City of Brooklyn Center prepare and
submit a Comprehensive Plan to the Metropolitan Council_; and
WHEREAS, the Metropolitan Council and the City of Brooklyn Center entered
into a contract, numbered 78182 dated October 3, 1978 and amended on March 20,
1979 for Local Planning Assistance grant funds to assist Brooklyn Center in
carrying out the required planning; and
WHEREAS, the Metropolitan Council has allocated $6,153 to the City of
Brooklyn Center in additional grant funds for 1980 -81; and
WHEREAS, the total grants from the Metropolitan Council will not exceed
75% of the total cost of carrying out the required planning which is documented
in Appendix A of the above- referenced contract and
WHEREAS, the total grants from all sources of financial assistance for
the required planning shall not exceed 100% of the cost of carrying out the work
program; and

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Brooklyn Center to request the additionai 1980 -81 grant funds and authorize
the City Manager to execute the Agreement Amendment to the above- referenced
contract on behalf of the City of Brooklyn Center.

RESOLUTION CALLING FOR A PUBLIC HEARING ON A PROPOSAL FOR A COMMERCIAL
FACILITIES DEVELOPMENT PROJECT PURSUANT TO THE MINNESOTA MUNICIPAL
INDUSTRIAL DEVELOPMENT ACT AUTHORIZING THE PUBLICATION OF A NOTICE
OF SAID HEARING
.WHEREAS, (a) Chapter 474, Minnesota Statutes, known as the Minnesota
Municipal Industrial Development Act (the "Act ") gives municipalities
the power to issue revenue bonds for the purpose of the encouragement
and development of economically sound industry and commerce to prevent
so far as possible the emergence of blighted and marginal lands and
areas of chronic unemployment; and
(b) The City Council of the City of Brooklyn Center (thee "City ") has
received from Brookdale Corporate Center II, a limited.pa.rtnership to
be organized under the laws of the State of Minnesota (the "Company ")
a proposal that the City assist in financing a project hereinafter
described, through the issuance of its industrial revenue bonds (which
may be in the form of a single debt instrument)_ (the "Bonds ") pursuant
to the Act; and
F° (c) Before proceeding with consideration of the request of the Company
it is necessary for the City to hold a public hearing on the proposal
pursuant to Section 474.01, Subdivision 7b, Minnesota Statutes; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL of the City of Brooklyn
Center, Minnesota, as follows:
1. A Public Hearing on said proposal of the Company will be held at the
time and place set forth in the Notice of Hearing hereto attached.
2.- The general nature of the proposal and an estimate of the principal
amount of bonds to be issued to finance the proposal are described in the form of
Notice of Hearing hereto
3. The Notice of said Public Hearing shall be in substantially the form
contained in the Notice hereto attached

Securities, State:of Minnesota, for approval of the project, together with proposed
forms of all attachments and exhibits thereto, is on file in the office of the City

WHEREAS, the City Clerk, with the assistance of the City Engineer,
has prepared proposed assessment rolls identifying each and every lot, piece,
or parcel of land to be specially assessed and the amount calculated against
the same, for the following improvement:
Improvement Project No. 1980 -24 -
Storm sewer on an easement from Shingle Creek Parkway at its
intersection with 67th Avenue North westward approximately
- 1,750 feet to an outfall in a drainageway, said drainageway
constructed approximately 900 feet in length and connecting
to Shingle Creek; and
WHERF,AS, such proposed assessments have been on-file with the City
Clerk and open to inspection and copying by all persons interested; and
WFMREAS, pursuant to proper notice duly given as required by law,
the City Council has met and heard and passed upon all objections to such
proposed assessments.

1. Such proposed assessment, a copy of which shall be certified to

RESOLUTION CONCERNING THE ISSUE OF PROVIDING COMMUNICATIONS/
DISPATCH SERVICES WITHIN HENNEPIN COUNTY
WHEREAS, the City of Brooklyn Center has reviewed and analyzed the
draft report on Communication /Dispatch Services prepared by the Hennepin County
staff; and
WHEREAS, the draft report recommends that the "Hennepin County Board
of Commissioners should establish a policy that emergency communications and
dispatch is most appropriately a county function and responsiblility;",and
WHEREAS, the County draft report suggests that cities providing their
own communications /dispatch services should be taxed for the county provided
system in addition to the costs of providing their own system.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL of the City of
Brooklyn Center as follows:
Section 1. The City Council of the City of Brooklyn Center appoints

Sec 2 The City of the City of ' Brooklyn Center tapes
