Extract of Minutes of Meeting of the
Village Council of the Village of Brookljnn Center
Hennepin Couhty, Minnesota
Pursuant to due call and notice thereof, a meeting of the village
council of the Village of Brooklyn Center, Minnesota, was duly bold at the
Village Hall in said v illag e on Wednesday, the 14th day of November, 1951 at
8:00 o'clock P.M.
The following members were present: Marvin Belson, Russell Gilbertson,
Paul Weekly, Merrill Stodghill and Kenneth Sacre
and the following were absent: now
Trustee Merrill Stodghill introduced the following resolution and
moved its adoption:

SAS, the village is about to undertake various local improvements
which are to be paid for by special assessments or revenue charges against users
and ndt by the general taxpayers of the village, and
WHERW, the village has insufficient funds to pay the amount due
thereon and the council is of the opinion that the best interests of.the village
and the property owners therein will be served by the creation of a permanent
Improvement revolving fund, and that It is necessary to provide the sum of
$35,000 in said fund for such
purpose,
Nom, ` EMMEE, BE IT WSOLYM by the village council of the Village
of Brooklyn Center, Minnesota, as follows:
1. It is hereby determined that it is necessary and expedient to create
a permanent improvement revolving fund for the purpose of financing
Improvements which are to be paid for by special assessments and revenge charges.
Said fund shaU be a permanent general fund of the village and shall be a
revolving fund to provide money in special improvement funds, which money shall
be restored to the permanent improvement revolving fund when and as moneys are
provided by assessments and revenue charges for the local improvements.
In order to preserve the solvency and permanency of the permanent improvement
revolving fund all moneys furnished to special Rands shall be repaid with interest
at the rate of five percent during the time for vhich the moneys have been so
furnished.
2. The permanent Improvement revolving fund shall be kept by the village
treasurer as a separate fund apart from. all other village funds or
accounts and the moneys therein shall be used for no other purpose than as
herein stated except that when and if there shall, be any money in said fund not
needed for loam to improvement funds, the treasurer may Invest such moneys in

bonds of the United States of America _car of the State of Ninuesota or bonds or
other securities of the village.
3• The village co unc il has determined and does hereby find and declare
that it is necessary and expedient for the village to borrow money and
issue the negotiable coupon bonds of the village in the amount of $35,000 for
the purpose of creating and maintaining a permanent improvement revolving fund.
4, The question of the issuance of such bonds shalt be submitted to the
voters of the village at a special election to be held at the same
time and place as the general annual election of the village on Tuesday, the 4th
day of December, 19510
5. The hours during which the polls shall be open, the polling places and
the judges and clerks shall all be the same as for the annual. election.
6. The village clerk is authorised and directed to cause printed ballots
to be prepared, for use at said election, In which the 1woposition shall
be stated in substantially the following form:

Instructions to Voters: Voters desiring to vote in favor
of the foregoing_ proposition shall make a cross mark (X)
in the square opposite the word ME. Voters desiring to
vote against the foregoing proposition shall make a cross
mark (X) in the square opposite the word NO.
7. The village clerk shall give notice of said election by publication one
Week prior to the date of election in the official,, newspaper and by.
posting in at least three public and conspicuous places in the village at least
ten days prior to said election.
8. The said election shall be held and conducted in accordance with the
statutes of the State of Minnesota applicable to village elections,
and the council shall meet as required by law for the purpose of canvassing said
election and declaring the results thereof.
The motion for the adoption, of the foregoing resolution was duly
seconded by Trustee Kenneth Sacre, and upon vote being taken thereon the following
voted in favor thereof:
Marvin Nelsou, Russell Gilbertson, Paul. Meekly,
Merrill Swtodghi4 and Kemeth Sacre
and the following voted against the same: none
whereupon said resolution was declared duly passed and adopted.

I, the undersigned, being the duly qualified and acting Clerk of the
village of Brooklyn Center, y4nnesota do hereby certify that I have carefully
compared the attached and foregoing extract of minutes with the original thereof
on file and of record in my office, and the same is a full, true and complete
transcript of the minutes of a regular meeting of the village council duly called
and held on November 14, 1951, insofar as the same relates to the creation and
maintenance of the Permanent Improvement Revolving Fund of said village.
