Authorizing Execution of Agreement with Orr- Schelen- Mayeron and ZZZ Associates, Inc. for Review of Preliminary Design for 67th Aven e =- North Storm Sewer Extension ✓. -The preliminary design for this project was prepared and submitted by a developers engineering consultant. Analysis -of this system is complex because it involves a pressure pipe system, review of flood plane requirements, and a review of the adequacy of the upstream system which is in..place. Because it is proposed to levy ,special assessments against all property served by the storm sewer ,system, it is recommended that an.independent firm be hired to- review the preliminary design. The cost -of this review will be charged to this project. b. Authorizing Execution of a- Negotiated Contract With Shafer Contracting Company, Inc. for Installation of a Water Main Casing Pipe Crossing Under I -94 at Westerly Edge of Central Park ' -The City's consulting engineers, Black & Veatch, have completed their preliminary review of the City's water supply system. One major - element 'of their recommendations is to install a 16 water main across I -94 near the westerly edge of Central Park. It would obviously have been better to do this work ahead of the I -94 construction. However, the 1972 study of the water distri- bution system did not include this recommendation and the staff was unaware of the need for this until now. Because I -94 is under construction, the City is not able to interfere with that construction by placing this work under a separate contract without the consent of the I -94 contractor, and that- contractor has advised the City that he will not allow any contractor other than his own subcontractor to work within his construction limits. Accordingly, we have negotiated a proposed contract with that subcontractor, Shafer Contracting Company, Inc. to install this crossing. The Director of Public Works has reviewed the proposal from Shafer and determined that the price is fair. The Director CITY COUNCIL AGENDA -2 9 -17 -80 of Public Works also advises that if this work is not done now, the cost for installing it at some future date would be considerably higher. This is because it is now still possible to place a "jacking,pit" in the center median, jacking both ways for that pit under the in -place pavements and open trenching under areas where the pavement has not yet been constructed. In the future, it would be necessary to jack more than 220 ft. from one direction Accordingly, it is estimated that the cost savings will be in excess of $10,000. 5. Discussion Item a. Request from CEAP regarding payment for new CEAP building. 7. Adjournment Member introduced the following resolution and moved its adoption: RESOLUTION N0. RESOLUTION AUTHORIZING E=UTION OF AGREEMF U t= ORR -SCE T MAYERON AND ASSOCIATES, INC. FOR REVIEW OF PRELDUNARY DESIGN FOR 67TH AVENUE. NORTH STO.R4 SEWER EXTENSION BE IT RESOLVED BY THE COUNCIL CP THE CITY OF BROOKLYN CENTER that the Mayor and City Manager are hereby authorized to execute an agreement with the fine of Orr- Schelen- Mayeron and Associates, Inc. for review of the pre- liminary design of the proposed 67th Avenue North stow sewer extension, Project 1980 -24. The estimated cost for these professional services is $2,000.00. Said costs shall be charged to the project. I� Y � r L e ' Member introduced the following resolution and moved its adoption: RESOLUTION NO. t RESOLUTION AUTHORIzIM EXECUTION CF A NEGOTIATED CONTRACT WITH SHAFER CONTRACTING CO., INC. FOR INSTALTATION OF WATER MADT CASING PIPE UNDER I -94 WERFAS, the City's water system consultant, Black and Veatch, has recently determined that a 16 inch water main crossing I94 near the west line of Central Park is necessary to the satisfactory operation of the City's water system; and W OUAS, the City Engineer has reviewed alternatives to the above proposed crossing with representatives of Black and Veatch and has subsequently concurred in i the necessity for a 16 inch water main crossing of 194 at the proposed location; and ` WHEREAS, MN/ DOT's contractor, Lunda Construction Co., and Lunda's under- ground utilities subcontractor, Shafer Contracting Co., Inc., now have possession of land where the proposed watermain crossing is located and will not allow others to work in the area during the I94 construction period; and VMZEAS, the City Engineer has thus negotiated a price for installation of a 30 inch casing pipe at the aforementioned location with Shafer Contracting Co., Inc. in the amount of $30,397.00; and ME RFAS, the City Engineer has determined to the satisfaction of the City Council that said negotiated price represents a substantial savings in installation of the casing pipe due to the work presently being performed on I94. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brooklyn Center, Minnesota, that the proposed 16 inch water main crossing of I94 at the west line of Central Park be installed in accordance with the plans drawn by the City Engineer and that said work be performed by Shafer Contracting Co., Inc. at the quoted price of $30,397.00, said price to include the furnishing of all labor, materials, tools, and equipment in connection with this project. BE IT FURTHER RESOLVED that the Mayor and City Manager are hereby authorized to execute a Contract with said contractor in the above amount. BE IT FURTHER RESOLVED that the City Treasurer is hereby directed to appro- priate the amount of $30,397.00 from Public Utilities Fund No. 72.
