6._ Request by Village Builders, Inc. for a 6 Month Extension of the Time
for Filing Final Plat of Northbrook Estates Subdivision
-The subdivision ordinance requires the developer to file the final'
plat within 6 months after approval of the preliminary plat. Village
Builders, Inc. has requested a 6 month extension. The staff has no
objections to approval of this request.

Creek Parkway under one project.

The contract comprehends the construction of a new shelter building
in Brooklane Park. Bids will be opened July 7,_1980 and recommendations
on acceptance of a bid will be made at the Council meeting.
e. - Authorizing Execution. of Traffic Control Signal Agreement No. 6004215
for Signal System at the Intersection of T.H. 152 (Brooklyn - Boulevard)
and 65th Avenue North I/K
MN /DOT has prepared plans and specifications for this project and
will open bids on August 20, 1980. The proposed agreement provides
for a 50/50 construction cost split and requires the City to provide
electrical power and to relamp, clean and paint the signals.

f. Authorizing Execution of Traffic Control Si Agreement No. 60046 F5�
for the Signal System at the Intersection of Humboldt Avenue and
65th /Freeway Boulevard
-The City has prepared plans and specifications for this project and
will open bids on July 15, 1980. The proposed agreement provides
that the 'State will pay 25% of the construction and engineering
cost but requires the City to assume the entire cost for operation
and maintenance.
8. Planning Commission Items (7:30 p.m.)
a. Application No. 80008 submitted by Osseo- Brooklyn Bus Company for
site and building plan and special use permit approval to construct
a 120 ft by 212 ft school bus garage at 4455 - 68th Avenue North.
This application was tabled by the Planning Commission at its
June 12, 1980 meeting and was recommended for approval at the
June 26, 1980 Planning Commission meeting.
b. Application No. 80019"submitted by John Maertens for a variance from
Section 35 -400 of the City Zoning Ordinance to allow an addition to
a house at 6417 Colfax Avenue North which is nonconforming as to rear
yard setback. The Planning Commission recommended approval of Applica-
tion No.' 80019 at its June 26, 1980 meeting.
9. Discussion Items
a. Amendment to Suburban Police Recruitment System Joint Powers Agreement
-It is recommended that a motion be made by the City Council approving
an amendment to the Suburban Police Recruitment System Joint Powers
Agreement and authorizing the Mayor and City Manager to execute the
amendment-to the Joint Powers Agreement.
b. Hennepin County's Proposed Policy- for Sale and Conveyance of
TaX'Forfeited Property
- Hennepin County has invited comments on this proposed policy. The
staff is prepared to comment on the policy proposal.
c. Athletic Field Lighting for Central Park
-Staff will report on the bids received on the lighting system for
softball fields in Central Park. The low bid received has exceeded

the engineering estimate.

Member introduced the following resolution and

3 RESOLUTION ESTABLISHING REFORESTATION PRO= NO. 1980 -21
AND ORDERING PREPARATION OF PLANS AND SPECIFICATIONS
WHEREAS, the City Council deems it necessary to initiate Reforesta-
tion Project No. 1980 -21 in order to provide for replacement of trees removed
under Diseased Shade Tree Removal Contract 1980 -B.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Brooklyn Center, Minnesota, to direct the City Engineer to prepare plans and
specifications for said improvement project described as follows;
1980 -21 Reforestation
Furnishing and planting of shade trees upon public lands and
street boulevards at'various locations within the corporate
limits of the City of Brooklyn Center.
BE IT FURTHER RESOLVED that the City Treasurer is hereby directed'
to encumber the amount of $8,000 from the Diseased Shade Tree Removal Fund
for construction of this work.

BE IT RESOLVED by the City Council of the City of Brooklyn Center,
Minnesota, as follows:
.1. The plans and specifications for the following improvements
prepared by the City Engineer and the Director of Parks and
Recreation are hereby approved and order filed with the City
Clerk:

2. The estimate of the City Engineer and the Director of Parks'
and Recreation for this work is under the $10,000 limit set
by M.S.A. 471.345, and therefore, the City Council hereby
directs the City Manager to solicit quotations for said work.

RESOLUTION RE- ESTABLISHING AND CONFIRMING THE CONSOLIDATION OF
PUBLIC IMPROVEMENT PROJECT FOR STREET GRADING, BASE, SURFACING,
CURB, GUTTER AND SIDEWALK ON SHINGLE CREEK PARKWAY '
WHEREAS, the City has undertaken the street grading, base, surfacing,
curb, gutter and sidewalk improvements on the westerly and southerly half of
Shingle Creek Parkway from Freeway Boulevard to the east property line of
Tract A, R.L.S. No. 1274; Shingle Creek Parkway from the east property line of
Tract A, R.L.S. No. 1274 to Xerxes Avenue North; and the northerly and easterly
half of Shingle Creek Parkway from Xerxes Avenue North to County Road No. 130,
and has conducted various proceedings pursuant to Chapter 429 of Minnesota
Statutes on the said improvements; and
WHEREAS, for internal bookkeeping and bidding purposes portions of
the project have been carried under the following improvement project numbers:
_1978 -45, 1978 -45A, 1978 -45B, and -46;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Brooklyn_Center as follows:
1. The above described public improvements can most economically
be constructed if joined and handled in one project
2. It was the intention of the City Council and continues to be
the intention of the City Council to construct and handle the
above described improvements as one project;

described improvement projects is hereby re- established and
confirmed.

SHELTER BUILDING CONTRACT 1980 -1 (BROOKEANE PARK)
MMEAS, the City Clerk and the City Engineer have reported that
cn July 7, 1980, at-11:00 A.M., Central Standard Time, they opened and tabu
lated bids received for'Brooklane Park Shelter Building Project No. 1980 -17
and that said bids were as follows:

RESOLUTION APPROVING AGREE= NO. 60042 WITH MN /DOT
AND AUTHORIZINS EKE7CUTION THEREOF
BE IT RESOLVED that the City of Brooklyn Center enter into
an agreement with the State of Minnesota, Department of Transportation,
for the following purposes, to wit:
Zb provide the installation, operation, and maintenance of
a traffic control signal system with street lights on Trunk
Highway No. 152 (Brooklyn Boulevard) at 65th Avenue North
in Brooklyn Center in accordance with the terms and conditions
set forth and contained in Traffic Control Signal Agreement
No. 60042, a copy of which was before the Council.
WIT FURTHER RESOLVED that the proper City officers be and
hereby are authorized to execute such agreement, and thereby assume for
and on behalf of the City all of the contractual obligations contained
therein.

BE IT RESOLVED that the City of Brooklyn Center enter into an
agreement with the State of Minnesota, Department of Transportation, for
the following purposes, to wit:
To provide the installation, operation, and maintenance of a
traffic control signal system with street lights at the inter-
section of Trunk Highway No. 100 (Humboldt Avenue) at Freeway
Boulevard- --65th Avenue North in Brooklyn Center, in accordance
with the terms and conditions set forth and contained in
Relocation Agreement No. 60046, a copy of which was before
the Council.
BE IT FURTHER RESOLVED that the proper City officers be and hereby
±° are authorized to execute such agreement, and thereby assume for-and on behalf
of the City all of the contractual obligations contained therein.
