Approving Plans and Specifications for Contract 1980 - This covers installation of a traffic control signal system at the intersection of Humboldt Avenue North and 65th Avenue North /Freeway Blvd. d. Approving Plans and Specifications for Contract 1980-F -This covers the following projects:, 1978 -45 - Grading, base, bituminous pavement on Shingle Creek Parkway from Freeway Boulevard to 69th Avenue North. 1978 -45 Concrete curb and gutter and sidewalk on Shingle Creek Parkway from Freeway Boulevard to 69th Avenue North. 1980 -07 - Geometric improvements at the intersection of Humboldt Avenue and 65th Avenue /Freeway Boulevard. 1980 -13 - Street improvements on 66th Avenue.North cul -de -sac east of Xerxes Avenue (Earle Brown 1st Addition). e. Approving Plans and Specifications for Contract 1980 -H • -This contract provides for the installation of a lighting system on the two softball /football fields in Central Parka f. Approving Agreement with Blumentals Architects, Inc. for the Design of a Picnic Shelter in Central Park and of a Replacement Shelter Building in Garden City Park g. Approving Agreement with Merila - Hansen, Inc. for the Design of Parking Lot Improvements, Court Areas, Tennis Ball Walls, Trails and Lighting Systems )3- in Neighborhood Parks - Proposals were solicited from three consultants for the development of con - struction plans and specifications for a major part of the work contemplated by the park bond issue. The proposed agreement requires the consultant to submit plans and specifications to the City Council for approval at the July 21, 1980 City Council meeting so that bids can be received by August 7 CITY COUNCIL AGENDA -2- June 9, 1980 and awarded on August 11. This will allow much of the construction to be accomplished in 1980. h. Accepting Work for Reforestation Contract No. 1979 -F s This contract comprehended the planting of trees throughout the City , P 9 as replacements for diseased shade trees removed in 1979. The con- tractor, Midwest Landscaping, has satisfactorily completed the work. i. Authorizing Supplemental Agreement No. 1 for 53rd Avenue North Upgrading Contract 1980 -A Supplemental Agreement No. 1 provides for the relocation of 'sanitary sewer laterals to facilitate storm sewer construction along 53rd Avenue North. The in -place location of the laterals varied from the record locations and the laterals must be relocated for proper functioning of the 53rd Avenue storm sewer system. j. Authorizing Supplemental Agreement No. 2 for 53rd Avenue North Upgrading Contract 1980 -A <' Supplemental Agreement No. 2 provides or an alternate catch basin style ` for.storm sewer along the Minneapolis side of 53rd Avenue North. This alternate is being employed in order to avoid conflicts with a 6 gas main along 53rd Avenue. The conflicts resulted from ,a discrepancy between record locations and in -place locations of this main. The City of Minneapolis has agreed to this alternate catch basin style. k. Proclaiming June as Park and Recreation Month )/ n. Accepting Insurance Quotation for Fire Department Disability Income Insurance 4 . "e j 8. Ordinances: t' a. An Ordinance Amen ing Chapters 34 and 35 of the City Ordinances Regarding Administrative Permits for Signs for Civic Functions and Community Events -This ordinance was first read on May 19, 1980, published on May 29, 1980 and is presented this evening for a second reading. 9., Planning Commission Items (8:00 p.m.) a. Application No. 80015 submitted by Darrel Farr Development Corporation for a variance from the sign ordinance Section 34 -14,2, 1, (3) to erect a 36 square foot promotional sign to advertise the sale of condominiums at the Beach Condominium Complex. The Planning Commission recommended denial of Applica tion No. 80015 at its May 22, 1980 Planning Commission meeting. 10. Discussion Items: a. 4 -H Groups in Brooklyn Center This item is related to a request for a donation from the City of Brooklyn Center to the Hennepin County Fair. The City Council requested information on local 4 -H groups before a decision would be made on a contribution to the Hennepin County Fair. CITY COUNCIL AGENDA -3- June 9, 1980 b. Selection of Consultants for Park Development C. Liquor License Fees This item involves discussion of the Chamber of Commerce local government committee's recommendations on liquor 'license fees. d. Staff Report on Capital Improvements Program e. Sheehy Performance Bonds -The staff will be prepared to report on the 'status of two performance bonds being held against Sheehy Construction Company for Artic Metals and Earle Brown Farm Apartments. 11. Gambling Licenses a. Twin Lake Alano Society - Application for a Class A gambling license (requires a majority vote of the City Council). - Waiver of the $10,000 fidelity bond (requires the unanimous vote of the City Council). 12. Said notice shall state that no bids will be considered unless sealed and filed and accompanied by a cash deposit bid bond, cashier's check or certified check payable to the City Clerk in the amount of not less than five per cent (5 %) of the bid. � 3. RESOLUTION APPROVING AGREEV= WITH BILZE N' I'ALS ARCHITECTS, INC. , FOR THE DESIGN OF PICNIC SHELTER IN, CENTRAL PARK AND OF A RE- PLAC TENT SHELTER BUILDING IN GARDEN CITY PARK BE IT RESOLVED BY THE COUNCIL OF THE CITY OF BROOKLYN CENTER, MINNESO'T'A, that the Mayor and City Manager are hereby authorized to execute an agreement with Blumentals Architects, Inc. for the preparation of plans and specifications for the construction of tvio park shelter buildings - i.e. a picnic shelter in Central Park and a replacement shelter building in Garden City Park with a maximum fee not to exceed $6,500.00. FOR THE DESIGN OF 'PARK SYSTEM - IMPROVIIVENTS BE IT RESOLVED BY THE COUNCIL OF THE CITY OF BROOKLYN CENTER, MIl NESOTA, that the Mayor and City Clerk are hereby authorized to execute an agreement with Meriia- Hansen, Inc. for furnishing professional services for the design nd supervision of construction of kin lot rovements � I�� parking � court areas, tennis ball walls, trails and lighting systems in neighbor- hood parks as contemplated by the Park Bond Issue approved at the special election held on May 6, 1980. The maximum fee for preliminary and ,final design services under said agreement shall be $22,500.00. The estimated fee for construction engineering and project administration shall be $20,900.00. CONMCT 1979-F WHERF,AS, pursuant to written Contract 1979E signed with the City of Brooklyn Center, Minnesota, Midwest Landscaping has satisfactorily completed the following improvement in accordance with said contract: Planting of shade trees under Reforestation Improve ent Project No. 1979 -7. NOW, ZHERffORE, BE IT RESOLVED by the City Council of the City of Brooklyn Center that: 1. The cork Meted under said contract is hereby accepted and approved. ,. 2. Tile value of work performed is equal to the original contract ammunt, 3. It is hereby directed that final payment be made on said con - tract, taking the Contractor's receipt in full. RESOLUTION AUTHORIZING THE EXECUTION OF SUPPIIMETML AGREET9ENT -A R RO .UTILITY RELOCATION AT NO. 1 TO CONTRACT 1980 FOR UNDERG UND 53RD AVENUE NORTH AND DUPONT AVENUE AND PPPROPRIATION OF FUNDS %HMU'AS, the installation of storm sewer on 53rd Avenue North under Project 197 -2 required the relocation of two existing sanitary services; and WHEREAS, no Contract Item has been provided for the authorized Work. NC7W, THEREFORE BE IT RESOLVED by the City Council of the City of Brooklyn Center, Minnesota, as follows: 1. Member introduced the following resolution and moved its adoption: RESOLUTION NO. 80- { RESOLUTION EXPRESSING RECOGNITION AND APPRECIATION FOR THE DEDICATED PUBLIC SERVICE OF ALICE VELANDER , WHEREAS, Alice Velander served the City' of Brooklyn Center for over fifteen years as an employee in the Department of Finance since March 9, 1965; and WHEREAS, she retired from Public Service on May 16, 1980; and WHEREAS, her devotion to the tasks and responsibilities associated with her position contributed substantially to the sound progress and development of the City; and WHEREAS, her public service and civic effort for the betterment of the community merit the gratitude of the citizens of Brooklyn Center. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brooklyn Center that the dedicated public service of Alice Velander is recognized and appreciated b the City of Brooklyn 'Center and that the Cit 9 PP Y Y Y wishes her a long and happy retirement. Volunteer Fire Department; and WHEREAS, The Drew Agency, Inc. has submitted a proposal for said coverage with the United States Fidelity and Guaranty Company. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brooklyn Center to accept the proposal of the Drew Agency, Inc. and the United States Fidelity and Guarantee Company to write disability income insurance coverage for members of the Brooklyn Center Volunteer Fire Department at an annual premium of $385; and BE IT FURTHER RESOLVED THAT the premium be charged to the General Fund Fire Department Operating Budget. AN ORDINANCE AMENDING CHAPTERS 34.AND 35 OF THE CITY ORDINANCES REGARDING ADMINISTRATIVE PERMITS FOR SIGNS FOR CIVIC FUNCTIONS AND COMMUNITY EVENTS THE CITY COUNCIL OF THE CITY OF BROOKLYN CENTER DOES ORDAIN AS FOLLOWS: , Section 1. Chapter 34 of the City Ordinances of the City of Brooklyn Center is hereby amended as follows: Section 34 -130 PROHIBITED SIGNS. 11. Billboards, except as provided in Section 34 -140, Subdivi 2c, 2f, 2h, 2i, 2k or which may be approved in conjunction with an Administrative Permit as provided in Section 35 -800 of the City Ordinances Section 2. Chapter 35 of the City Ordinances of the City of Brooklyn Center is hereby amended as follows: Section 35 -800 ADMINISTRATIVE PERMITS. 1. Tents, stands and other temporary structures for church functions civic functions, charities, carnivals, and similar purposes for a period not exceeding 10 days. The permit fee shall be $2.00. Certificates of insurance may be required to assure the publ welfare.
