North between Camden Avenue North and Bryant Avenue North
-This resolution is recommended as a follow -up to the resolution
adopted on April 21, 1980, which ordered reduction of the street
width in this area.
e. Authorizing Execution of a Contract for Engineering Services with
Black and Veatch, Consulting Engineers, to Conduct a Study of the f�
Water System
f. Authorizing the Issuance of Temporary Improvement Notes,

- Equipment includes rear step belts, exhaust fan door bars, hangers
for super vac, and one set maxiforce air bag units.

7. Approval of Renewal of Public Official - Liability Insurance Policy and
Consideration of Additional Coverage Under Policy
Renewal of the policy would continue liability coverage for elected and
appointed officials including members of City Commissions. An additional
endorsement is being offered which would .cover all other City employees
with the exception of the police and fire departments. A motion by the
City Council is required for approval.
8. Approval of Fire Relief Association Investment
-It is recommended that a motion be made by the City Council approving
the Fire Relief Association purchase of the following:
a. $30,000 Montgomery Ward Credit Corporation bonds at 100 with
a coupon rate of 13 -5/8% and a due date of December, 1987.
The yield to maturity is 13.6% at a cost of $30,000 plus accrued
interest of $295.21 for a total cost of $30,295.21.
b. $25,000 Federal National Mortgage Association bonds at 74.479
with a coupon rate of 7.9% and a due date of September 10, 1986.
The yield to maturity is 13.6% at a cost of $18,619.75 plus
accrued interest of $971.04 for a total cost of $19,590.79.
9. Planning Commission Items (8:00 p.m.)
a. Application No. 80011 submitted by Community Emergency Assistance
Program requesting site and building plan approval to construct a
6,000 square foot office building on Lot 2, Block 1, Picadilly
Ponds Addition. (The property north of Shingle Creek and west of
Brooklyn Boulevard.)
10. Ordinances:
a. An Ordinance Amending Chapters 34 and 35 of the City Ordinances
Regarding Administrative Permits for Signs for Civic Functions '
and Community Events
-This ordinance would amend Chapter 34-130 and Chapter 35 -800 to
allow special consideration for the promotion of city -wide civic;
events. The ordinance is recommended for a first reading.
11. Discussion Items:
a. Extension of Temporary Occupancy Permit for CEAP Building Located
on Brooklyn Boulevard.

Brooklyn Center that the bid of Koch Asphalt for furnishing 5,000 gallons of
MC -800, RC -800 (delivered) and RC -800 (picked up) bituminous materials in

a responsible bidder and said bid is hereby accepted.

RESOLUTION ESTABLISHING PARKING RESTRICTIONS FOR
53RD AVENUE NORTH BETWEEN CAMDEN AVENUE NORTH AND
BRYANT AVENUE NORTH
WHEREAS the Director of Public Works and City Manager have
been authorized to issue a Change Order to Contract 1980 -A providing
for construction of a sixteen foot (16') centerline -to -North curbline
width on 53rd Avenue North between Camden Avenue North and Bryant Avenue
North; and
WHEREAS Municipal State Aid Rules require the total prohibition
of parking on any segment where such street width is constructed in
order to be eligible for the use of State Aid funds.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF BROOKLYN CENTER that No Parkin g Anytime" time regulations ulations are -
hereby established and shall be posted and enforced on the north side
of 53rd Avenue North between Camden Avenue North and Bryant Avenue
North. This regulation shall become effective upon completion of
the 53rd Avenue reconstruction project M.S.A.P 109- 113 -01.

ENGINEERING SERVICES TO CONDUCT A STUDY OF THE WATER SYSTEM
BE IT RESOLVED BY THE 0aJNCIL CF THE CITY OF BROOKLYN CENTER
that the Mayor and City Manager are hereby authorized to execute an agree-
ment with Black and Veatch, Consulting Engineers, to conduct a study of
the Brooklyn Center Water Supply system. The costs of said study shall
not exceed $15,000.00.

RESOLUTION AUTHORIZING THE ISSUANCE OF TEMPORARY
IMPROVEMENT NOTES
WHEREAS, there is a need for interim financing prior to the
selling of bonds to finance certain improvement project costs which are
to be assessed against benefited properties:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Brooklyn Center, Minnesota, to authorize the issuance and sale by
Special Assessment Construction Fund No. 58, Temporary Improvement Notes
in the amount of $300,000.00. These notes shall be dated May 5, 1980,
and shall be payable out of proceeds of the final bond issue for the projects.
These notes shall bear an interest rate of 7% per annum in accordance with
Resolution No. 80 -41, dated January 28, 1980, which established an interest
rate on loans from the Investment Trust Fund to other City Funds.
BE IT FURTHER RESOLVED that the City of Brooklyn Center Investment
Trust Fund be authorized to purchase these notes.
BE IT FURTHER RESOLVED that the Mayor and City Manager be authorized
to execute the aforementioned notes.

WHEREAS, Chapter 471.345 of the Minnesota Statutes provides
for the purchase of merchandise, materials or equipment, or any kind
of construction work by informal quotations when the amount of such
contract is less than ten thousand dollars ($10,000); and
WHEREAS, the City Manager has obtained quotations on the
purchase of Fire Department equipment and has determined that the
quotation of Nardini Fire Equipment Company in the amount of $5,408.80
for 4 -12 ft. fiberglass pike poles, 15 pair bunker pants, 12 fire coats,
15 pair bunker boots, and 225 gallons of light water is the best
quotation submitted.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City: of Brooklyn Center that the City Manager be ;authorized to contract
for the purchase of Fire Department equipment in the amount of $5,408.80
from Nardini Fire Equipment Company.

for 3 -Akron pyrolite wye, 2- Elkhardt hose control, 3 -6 ft. ceiling
hooks, 5 -GE 500, watt quartz light, 5 -Scott air pack, 10- Scott mounting
brackets, 10 -Scott air bottles, and 2 -super vac smoke ejectors is the
best quotation submitted.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Brooklyn Center that the City Manager be authorized to contract
for the purchase of Fire Department equipment in the amount of $7,586.60_
from Mid Central Fire Equipment.

CITY OF BROOKLYN CENTER
ORDINANCE NO.
AN ORDINANCE AMENDING CHAPTERS 34 AND 35 OF THE CITY ORDINANCES
REGARDING ADMINISTRATIVE PERMITS FOR SIGNS FOR CIVIC FUNCTIONS
AND COMMUNITY EVENTS
THE CITY COUNCIL OF THE CITY OF BROOKLYN CENTER DOES ORDAIN AS 'FOLLOWS;
Section 1. Chapter 34 of the City Ordinances of the City of Brooklyn
Center is hereby amended as follows:
Section 34 -130. PROHIBITED SIGNS.
11. Billboards, except as provided in Section 34 -140, Subdivisions
2c, 2f 2h, 2i, 2k or which may be approved in conjunction
with an Administrative Permit as provided in Section 35 -800 of
the Caty Ordinances.
Section 2. Chapter 35 of the City Ordinances of the City of Brooklyn
Center is hereby amended as follows:
Section 35 -80 0. ADMINISTRATIVE PERMITS.
1. 'Tents, stands and other temporary structures for church functions,
civic functions, charities, carnivals, and similar purposes for a
period not exceeding 10 days. The permit fee shall be $2.00.
Certificates of insurance may be required to assure the public
wel fare.'
Off site signs promoting or announcing civic functions or community
events may be authorized by the City Council for a period not ex-
ceeding JO da s provided the signs are located on private property
�n a Commercial (CT, ClA and C2 or Industria I -1 and I- Zoning
District and further provided that a permit is issued for each
proposed location. Permits for such si gns wil be considered
-independent of any other permits authorized, by this section of the
ordinance. The permit fee shall be $2.00 per sign location.
Section 3. This ordinance shall become effective after adoption and upon
thirty (30) days following its legal publication.
