Ordering Street Width Change - 5 rd Avenue North between Camden ^ r� Avenue and Bryant Avenue , -This resolution is presented at the request of the City Council in response to a petition submitted by property owners at the March 24, 1980 City Council meeting. Accepting Quotations and Authorizing Purchase of Underbody Snowplow ! -It is recommended that the quota ion of the McMullen Company in the J h "r amount of $3,340 be accepted. 10. Approval of Payment to BRW for Work on Comprehensive Plan It is recommended that a motion be made by the City Council approving $3,763.65 as payment to BRW for work performed in preparation of the City's Comprehensive Plan. As stated in the contract with BRW, it is necessary for the City Council to authorize payment following approval by the Council of the work tasks set forth on exhibit A of the contract document. CITY COUNCIL AGENDA - April 9, 1980 11. Authorization for City Manager to Execute Agreement with BRW for Professional and Planning Services in Conjunction with the Comprehensive Plan -It is recommended that a motion be made by the City Council authorizing the City Manager to execute an agreement with BRW for professional and planning services not to exceed $5,000 to complete the Comprehensive Plan; including all approved changes and maps. 12. Declaration of Surplus Property -It is recommended that a motion be made by the City Council declaring certain City property as surplus. The property includes items such as. typewriters, adding machines, bicycles, etc., which will be sold at auction on April 29, 1980, at the City garage at 6:30 p.m. 13. Discussion Items: a. Civic Sponsored Event Signs -The City staff is prepared to discuss a policy of allowing special consideration for the placement of signs promoting city =wide civic events. b. Informational Brochure for Park Bond Election C. Creation of Office Assistant Position for City's Liquor Stores -A full time position has been requested to assist the Liquor Stores Manager with inventory and price control and general office duties at the City's liquor stores. 14. Gambling Licenses: , a. , Brooklyn Center American Little League Application for a Class A license (requires a majority vote of the Council). Waiver of a $10,000 fidelity bond (requires a unanimous vote of the Council) -b. St.,Alphonsus Catholic Church - Application for a Class B license (requires a majority vote of the Council) . Licenses �4_ 16. Adjournment Member introduced the following resolution and moved its adoption: RESOLUTION NO. RESOLUTION ORDERING STREET WIDTH CHANGE ON 53RD AVENUE NORTH BETWEEN CAMDEN AVENUE AND BRYANT AVENUE WHEREAS a petition has been presented to the City Council requesting that the proposed centerline -to -North curb line width of 53rd Avenue North between Camden Avenue and Bryant Avenue be sixteen feet (16 rather than the twenty feet (20') width now shown on construction plans for Contract 1980 -A; and WHEREAS said petition was signed by ten of the twelve property owners said street section and it is the adjoining g opinion of this Council that approval of such change is beneficial to the adjoining properties and is not detrimental to the public benefit of the ro'ect. P J NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF BROOKLYN CENTER that the Director of Public Works and City Manager are hereby authorized to issue a Change Order to Contract 1980 -A providing for construction of a sixteen foot (16 centerline -to -North curbline width on 53rd Avenue North between Camden Avenue and Bryant Avenue. RESOLUTION AUTHORIZING SUBMITTAL OF APPLICATIONS FOR FEDERAL AID URBAN FUNDING FOR SPECIFIED PROJECTS BE IT RESOLVED BY THE COUNCIL OF THE CITY OF BROOKLYN CENTER that the City Manager is hereby authorized to submit applications for Federal Aid Urban Funding for the following specified projects: 1. Installation of Traffic Control Signal Systems on West River Road (T.H. 252) at the intersections of 69th Avenue and 73rd Avenue. 2 Construction of a pedestrian /bikeway bridge across T.H. 100 between Brookdale Shopping Center and Lions Park. 3. Construction of a pedestrian /bikeway bridge across I -94 in the vicinity of Orchard Lane Park. RESOLUTION ESTABLISHING UTILITIES IMPROVEMENT PROJECT NO. 1980 --11, DRAINAGE IMPROVEMENT PROJECT NO. 1980 -12, AND STREET IMPROVEMENT' PROJECT NO. 1980 -13, AND ORDERING PREPARATION OF PLANS & SPECIFICATIONS WHEREAS, petitions have been presented to the City Council requesting Utilities Improvement Project No. 1980 -11, Drainage Improvement Project No. 1980 -12, -and Street Improvement Project No. 1980 -13; and WHEREAS, the City Council deems it necessary to initiate Improvement Project Nos. 1980 -11, 1980 -12, and 1980 -13. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brooklyn Center, Minnesota, to direct the City Engineer to prepare plans and specifications for said improvement projects described as follows: 1980 -11 Utilities (Water Sanitary Sewer Mains) 66th Avenue North from the existing utility mains on Xerxes Avenue North eastward approximately 550 feet. 1980 -12 Drainage (Storm Sewer) On 66th Avenue North from the cul -de -sac approximately s improved 4 fee e s f centerline f exi tin 4 0 t east o the o g Xerxes Avenue North northeasterly to the right -of -way of Interstate 94. 1980 -13 Street (Grading, Base, Bituminous Surfacing, Concrete, Curb and Gutter) 66th Avenue North from the centerline of existing improved Xerxes Avenue North eastward approximately 440 feet. RESOLUTION APPROVING SPECIFICATIONS FOR FURNISHING, LOADING AND DELIVERY OF STABILIZED GRAVEL AND FINE AGGREGATE FOR SEAL COAT MATERIALS: FURNISHING, LOADING AND DELIVERY OF PLANT -MIXED BITUMINOUS MIXTURES: FURNISHING BITUMINOUS MATERIALS AND DIRECTING ADVERTISEMENT FOR BIDS BE IT RESOLVED by the City Council of the City of Brooklyn Center, Minnesota as follows: 1. The specifications for furnishing, loading and delivery of stabilized gravel and fine aggregate for seal coat materials; furnishing, loading and delivery of plant -mixed bituminous mixtures; furnishing bituminous materials as prepared by the City Engineer are hereby approved and ordered filed with the Clerk. 2. The Clerk shall advertise for bids for such materials by publication at least once in the official newspaper, the date of first publication not less than ten days prior to the date of receipt -of bids Said notice shall state that no bids will be considered unless sealed and filed and accompanied by a cash deposit, bid bond, cashier's check or certified check payable to the City Clerk in an amount of not less than five per cent (5%) of the accompanying bid. 3. Bid date is set for Tuesday, April 29, 1980, at 11:00 a.m. 4.- The City Manager shall be authorized to open and tabulate the bids. RESOLUTION AUTHORIZING THE PURCHASE OF AN UNDERBODY SNOWPLOW WHEREAS, Chapter 471.345 of the Minnesota Statutes provides for the purchase, of merchandise,, materials or equipment, or any kind of construction work by informal,quotations when the amount of such contract is less than ten thousand dollars ($10,000); and WHEREAS, the City Manager has obtained quotations on the purchase of one underbody type snowplow blade and has determined that the quotation of the McMullen Company in the amount of $3,340.00 is the best quotation submitted. NOW) THEREFORE, BE IT RESOLVED by the City Council of the City of Brooklyn Center that the City Manager be authorized to contract for the purchase of one underbody type snowplow blade in the amount of $3,340.00 from the McMullen Company.
