-A new application for Federal Aid Urban (FAU) funding will be accepted
by the Metropolitan Council in April. Development of the P. D. R.
should demonstrate the City's commitment to the project as well as
providing a conceptual design. Costs for the P. D. R. development
would be charged to the MSA account 2611.

10. Planning Commission Items: (8:00 p.m.)
a. Application No. 80006 submitted by Audrey Wellman for a special home
occupation permit to operate a beauty _shop in the basement of the
applicant's residence at 3619 - 53rd Place. This application was
recommended for approval at the February 14, 1980 Planning Commission
meeting.
b. Application No. 80004 submitted by William Norenberg for special use
permit approval for a home occupation to build cabinets in the applicant's
garage. Application No. 80004 was recommended for approval at the
January 10, 1980 Planning Commission meeting. The - application was
tabled at the January Y 28, 1980 City Council meeting to be reconsidered
at this evening's meeting.

a. Discussion of Floodway Designation as Part of the National Flood
Insurance Program
-The Director of Public Works will be prepared to discuss this
matter with the Council.
b. Review of Information to be Sent to 53rd Avenue Residents Regarding
Parking Restrictions Associated with Roadway Improvements.

WHEREAS, it is proposed that there be constructed improvements con-
sisting of the following

W EREAS, the City Engineer has made a preliminary, report advising
that said proposed improvements are feasible and that they can be constructed
at esLint ted costs as indices - ced above.
NOW, THEREFORE; BE IT RESOLVED by the City Council of the City of
Brooklyn Center, Minnesota, as follows:
1. ` The Council proposes to proceed under authority granted by
Chapter 429, Minnesota Statutes.
2. A public hearing on the proposed improvements shall be held at
the City Hall in the City on Monday, March 10, 1980, at 8 :00 P.M.
and the Clerk shall lish notice of the time and lace of hearing b two weeks'

3. The area proposed to be assessed for said improvement 1980 -02 only
is as follows:
Al Property lying south of F.A.I. 94 bounded on the east by T.H. 100,
on the south by R.L.S. 1256 and T.H. 100, and on the west by a line
located 100 feet east of and parallel with Shingle Creek (original
location).
4. These proposed improvements shall be designated as Bituminous Pave-
ment Widening and Upgrading Project 1980 -01, Curb and {sitter Improvement Project
1980 -02, and Sidewalk Improvement Project 1980 -03.

BE IT RESOLVED By THE COUNCIL OF THE CITY OF BROOKLYN MTIER
that the City Manager and Mayor are hereby authorized to execute an
extension of the agreement dated April 9, 1979, between the City of
Brooklyn Center and Merila- Hansen, Inc. to June 30, 1980.
BE IT FURTHER RESOLVED that work accamplished between December
31, 1979, and the date of execution of said extension is hereby approved
for payment in accordance with the terms of the agreement.

BE IT RESOLVED BY THE COUNCIL OF THE CITY OF BROOKLYN CE nM that
the City Manager and Mayor are hereby authorized to execute an agreement with
Strgar - Roscoe, Inc. for the preparation of a Project DeveloFmnt Report for
the proposed pedestrian/bikeway corridor and bridge across T.H. 100 in the
vicinity of the Brookdal.e Shopping Center. The agreement shall provide that
the cost of the study will not exceed $4,500.00 without subsequent Council

RESOLUTION AMENDING YEAR V COMMUNITY DEVELOPMENT APPLICATION '
WHEREAS, the City of Brooklyn Center is a cooperating member of the
Hennepin Urban County; and
WHEREAS, the City of Brooklyn Center as a member of the Urban County
submitted a Community Development application for Year V requesting funding
for certain handicapped accessibility projects in the neighborhood parks; and
WHEREAS, the Department of Housing and Urban Development has made a
determination that the monies appropriated by the City of Brooklyn Center to
provide paved walkways and parking lots in neighborhood parks does not consti-
tute a handicapped accessibility project under Section 570.201(c)(3) of the
rules and regulations promulgated by the Department of Housing and Urban
Development; and
WHEREAS, the Department of Housing and Urban Development did approve
the acquisition and installation of handicapped accessible playground equipment, -
ramped building approaches, and accessible water fountains:
NOW, THEREFORE, BE IT RESOLVED by the City of Brooklyn Center that:
1. The Brooklyn Center Year V Community Development Block Grant
application be amended to eliminate the parking lot and paving
projects to promote handicapped accessibility in Brooklyn
Center's neighborhood park 6ysceirt.
2. The number of parks included in the Year V application be
increased from three (3) to six (6) neighborhood parks to be
completed with the handicapped projects approved by the Depart-
ment of Housing and Urban Development.
3. The 'adoption of this resolution is not intended to prejudice
Brooklyn Center's position regarding the paving of parking lots
and walkways as a legitimate handicapped accessibility project
under Section 570.201(c)(3) nor will it affect the City's con -
tinued appeal from the administrative ruling of the Department
of Housing and Urban Development.

- RESOLUTION EXPRESSING RECOGNITION OF AND APPRECIATION
FOR THE DEDICATED WORK OF MARY JANE GUSTAFSON AS EDITOR
OF THE BROOKLYN CENTER POST
WHEREAS, Mary Jane Gustafson has served as editor of the Brooklyn
Center Post for the past 20 years; and
WHEREAS, during that period of time she has continuously reported
City Council meetings, advisory commission meetings, and innumerable other
events associated with local government and civic activities; and
WHEREAS, her reporting of local government and civic activities
has helped Brooklyn Center residents to keep well informed about municipal
affairs; and
WHEREAS, her dedicated work in the field of journalism has helped
to create a better understanding of local government by the residents of
the City of Brooklyn Center.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Brooklyn Center that the dedicated work of Mary Jane Gustafson as editor of
the Brooklyn Center Post is recognized and appreciated by the City of Brooklyn
Center.

AN ORDINANCE AMENDING CHAPTER 35 REGARDING A DEFINITION FOR .
TRANSIENT LODGING AND ALLOWING A LIVE -IN RESIDENT MANAGER
THE CITY COUNCIL OF THE CITY OF BROOKLYN CEN'T'ER DOES ORDAIN AS FOLLOWS
Section 1. Chanter 35 of the City Ordinances of the City of Brooklyn
Center is hereby amended as follows:
Section 35 -900. Definitions
Transient Lodging A multiple living accommodation such as a hotel
or motel in which lodging is commonly offered for periods of less than a
week but which may include one dwelling unit for a live -in resident
manager.
Motel A hotel in which rooms are directly accessible to an outdoor
automobile parking area.
Section 2. This ordinance shall be effective after adoption and
thirty (30) days following its legal publication.

THE CITY COUNCIL OF THE CITY OF BROOKLYN CENTER DOES ORDAIN AS FOLLOWS:
Section 1. Chapter 34 of the City Ordinances of the City of Brooklyn
Center is hereby amended as follows:
Section 34 -130 PROHIBITED SIGNS.
