SPECIAL SESSION
NOVEMBER 19, 1979

CALL TO ORDER
The Brooklyn Center Housing and Redevelopment Authority met in special
session and was called to order by Chairman Dean Nyquist at 10:20 p.m.
ROLL CALL
Chairman Dean Nyquist, Commissioners Tony Kuefler, Bill Fignar, Gene
Lhotka, and Celia Scott. Also present was HRA Director Gerald Splinter,
Director of Public Works Sy Knapp, Director of Finance Paul Holmlund,
Director of Planning and Inspection Ron Warren, City Attorney Richard
Schieffer, and Administrative Assistants Brad Hoffman and Tom - Bublitz.
APPROVAL OF MINUTES - OCTOBER 15, 1979
There was a motion by Commissioner Fignar and seconddd by Commissioner
Lhotka to approve the minutes of the October 15, 1979 Housing and Redevelop-
ment Authority meeting as submitted. Voting in favor: - Chairman Nyquist,
Commissioners Kuefler, Fignar, Lhotka, and Scott. Voting against: none.
The motion passed unanimously.
RESOLUTION APPROVING CONTRACT WITH METROPOLITAN COUNCIL TO ADMINISTER
REHABILITATION GRANT PROGRAM
Administrative Assistant Hoffman noted that references to the Metropolitan
Council Housing and Redevelopment Authority in the resolution should be
changed to refer only to the Metropolitan Council to be consistent with
the contract.
RESOLUTION NO. 79 -7
Member Celia Scott introduced the following resolution and moved its adoption:
RESOLUTION APPROVING A CONTRACT WITH THE METROPOLITAN COUNCIL TO PROVIDE
ADMINISTRATIVE SERVICES TO THE BROOKLYN CENTER HOUSING AND REDEVELOPMENT
AUTHORITY
The motion for the adoption of the foregoing resolution was duly seconded
by member Bill Fignar, and upon vote being taken thereon, the following
voted.in favor thereof:, Dean Nyquist, Tony Kuefler, Bill Fignar, Gene
Lhotka, and Celia Scott; and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted.
DISCUSSION OF EMERGENCY REHABILITATION LOAN PROCEDURE
Chairman Nyquist noted that this discussion item had originally appeared on
the November 19, 1979 City Council agenda but that it would be considered
by the Brooklyn Center Housing and Redevelopment Authority rather than as
part of the City Council agenda. The HRA Director explained that certain
improvements in homes, particularly those which are weather related often
require immediate attention. Administrative Assistant Hoffman explained
that health and safety related improvements in homes are sometimes situations
requiring emergency consideration. He explained that to date, there has
been no formalized procedure developed to deal.with such emergency situa-
tions. Administrative Assistant Hoffman that the administrative

staff be given the authority to approve grant applications contingent
upon the following conditions:
1. An emergency situation exists involving either seasonal` "
consideration or life /safety considerations as determined
by the Building Inspector.
2. That "a preliminary income verification has been completed
to assure the applicant's eligibility under the program.
Commissioner Fignar referred to the memorandum from Administrative Assistant
Hoffman and agreed that the consideration of the emergency rehabilitation
problems on an administrative level is a good idea. The HRA Director noted
that the administrative -staff can develop some guidelines for the'admini-
stration of emergency home rehabilitation grants. He noted that this
would be accomplished in conjunction with the City Attorney's input.
Commissioner_KUefler agreed that the development procedures £or
administering emergency home rehabilitation grants is a logical approach .
to the problem.
ADJOURNMENT
There was a motion by Commissioner Lhotka and seconded by,'Commissioner
Fignar to adjourn the meeting. Voting in favor: Chairman Nyquist,
Commissioners Kuefler, Fignar, Lhotka, and Scott. Voting against: none.
The motion passed unanimously. The Brooklyn Center Housing.and Redevelop-
ment Authority adjourned. at 10:30 p.m.

and moved its adoption:
RESOLUTION NO.
RESOLUTION APPROVING AND AUTHORIZING .ADMINISTRATIVE STAFF APPROVAL
OF EMERGENCY HOME REHABILITATION GRANTS
WHEREAS, Brooklyn Center home rehabilitation grants are given final
approval by the Brooklyn Center Housing and Redevelopment Authority; and
WHEREAS,'proceed to work orders cannot be issued until final approval
is given; and
WHEREAS, the approval of Brooklyn Center's home rehabilitation grants
necessarily involve the orderly process of eligibility verification and appli-
cation ranking; and
WHEREAS, the Brooklyn Center Housing and Redevelopment Authority
recognizes that emergency situations require that some grant applications be
addressed in a timely manner; and
WHEREAS, it is the desire of the Brooklyn Center Housing and Redevel-
opment Authority to provide an efficient and effective method for handling
emergency situations:
NOW,, THEREFORE, BE IT RESOLVED by the Brooklyn Center Housing and
Redevelopment Authority that:
f 1. An emergency be defined as a home repair creating an imminent
threat to the health and safety of the inhabitants or a home
repair requiring immediate attention because of seasonal
considerations.
2. That such homes will be inspected by the City's Building
Inspector and will be declared an emergency situation in his/
her ; opinion:
3. That a preliminary income verification be completed.
4. That upon meeting the first 3 conditions the administrative
*staff is authorized to approve grant application requests and
issue proceed to work orders prior to a final approval from
the Housing and Redevelopment Authority.
5. That all grant applications classified as emergency grants be
submitted to the Housing"and.Redevelopment Authority for review
along with all other grant requests in 'their normal order.
