JOINT WORK SESSION WITH FINANCIAL COMMISSION
AUGUST 3, 2011

CALL TO ORDER
The Brooklyn Center City Council met in Joint Work Session with the Financial Commission and
the session was called to order by Mayor Tim Willson at 6:30 p.m.
ROLL CALL
Mayor Tim Willson and Councilmembers Carol Kleven and Kay Lasman. Councilmember Dan
Ryan arrived at 6:35 p.m. Councilmember Tim Roche was absent and excused. Also present: City
Manager Curt Boganey, Fiscal and Support Services Director Dan Jordet, BCS Director /Assistant
City Manager Vickie Schleuning, and Deputy City Clerk Maria Rosenbaum.
Others present were Financial Commissioners Steve Landis, Rex Newman, and Dean Van Der
Werf.
PROCESS, POLICIES, LEGISLATION AND ASSUMPTIONS
City Manager Curt Boganey informed that this evening's meeting was to consider what direction
staff should proceed with in developing the 2012 property tax levy proposal and operating budgets
for the funds receiving those property taxes. He informed that the additional handout provided this
evening was an updated copy of the Strategic and Ongoing Goals identifying updated time periods
and that nothing else had changed.
The Council and Financial Commission members present discussed the materials provided with the
agenda which included an outline for understanding the budget process for 2012, policies that govern
the budget development, the impact of State Legislation, and assumptions that effect initial budget
development. As part of this discussion it was asked whether or not the budget preparation should
include an increase levy by rate of inflation 2011 -2012 of $302,614, an increase levy by additional
tax capacity (then rate of inflation) of $521,376, or a combined General and Police /Fire (then rate of
inflation) of $354,181. It was the consensus to develop a budget proposal with a levy that should not
increase $521,376. Also, it was noted that options for the use of Local Government Aid (LGA) be
provided for further discussion.
ADJOURNMENT
Councilmember Lasman moved and Councilmember Kleven seconded to adjourn the Work Session
at 8:00 p.m. Motion passed unanimously.

The undersigned, being the duly qualified and appointed City Clerk of the City of Brooklyn
Center, Minnesota, certifies:
1. That attached hereto is a full, true, and complete transcript of the minutes of the of the
City Council of the City of Brooklyn Center Joint Work Session with Financial
Commission held on August 3, 2011.
2. That said meeting was held pursuant to due call and notice thereof and was duly held at
Brooklyn Center City Hall.
3. That the City Council adopted said minutes at its August 22, 2011, Regular Session.
