Adopting 1979 HRA Budget b. Establishing 1979 HRA Tax Levy C, Approving 1 979 HRA Tax Levy Pursuant to the provisions of MSA 462.411 through 462.711, the Brooklyn Center Housing and Redevelopment Authority is authorized to undertake urban renewal projects, public housing and assistance projects, rehabilitation projects and other activities. One of these designated activities is the establishment of a "Housing and Redevelopment Project Fund". The proposal for the calendar year 1979 comprehends a levy of one - third mill, the maximum allowed by MSA Section 40 Subdivision 6. The proceeds of this special tax will be held in a "Housing and Redevelop - ment Project Fund" for future use 5 : Adjournment MINUTES OF THE PROCEEDINGS OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA SPECIAL SESSION FEBRUARY 27, 19 7 8 CITY HALL CALL TO ORDER The Brooklyn Center Housing and Redevelopment Authority met in special session and was called to order by Chairman Dean Nyquist at 12 :59 a.m. ROLL CALL Chairman Dean Nyquist, Commissioners Tony Kuefler, Gene Lhotka, and Celia Scott. Also present were HRA Director Gerald Splinter, Director of Public Works James Merila, Assistant City Attorney Jeff Carson, Director of Finance Paul Holmlund, Director of Planning and Inspection Blair Tremere, and Administrative Assistant Ronald Warren. Chairman Nyquist noted that Commissioner Fignar was unable to attend this evening's Commission meeting and, therefore, was excused. _ APPROVAL OF MINUTES - OCTOBER 3, 1977 Motion by Commissioner Lhotka and seconded by' Commissioner Kuefler to approve the minutes of the October 3, 1977 Housing and Redevelopment Authority meeting as submitted. Voting in favor: Commissioners Kuefler and Lhotka. Voting against: none. The motion passed. Chairman Nyquist and Commissioner Scott abstained as they were not members of the Housing and Redevelopment Authority at that time. RESOLUTION NO. 78 -1 Member Gene Lhotka introduced the following resolution and moved its adoption: RESOLUTION DESIGNATING THE FIRST BROOKDALE STATE BANK A DEPOSITORY OF HRA FUNDS The motion for the adoption of the foregoing resolution was duly seconded by member Celia Scott, and upon vote being taken thereon, the following voted in favor thereof: Dean Nyquist, Tony Kuefler, Gene Lhotka, and Celia Scott; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. RESOLUTION NO. 78 -2 Member Celia Scott introduced the following resolution and moved its adoption: RESOLUTION DESIGNATING THE MARQUETTE NATIONAL BANK A DEPOSITORY OF HRA FUNDS 2-27-78 -1- The motion for the adoption of the foregoing resolution was duly seconded by member Tony Kuefler, and upon vote being taken thereon, the following voted in favor thereof: Dean Nyquist, Tony Kuefler, Gene Lhotka, and Celia Scott; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. RESOLUTION NO. 78 -3 Member Tony Kuefler introduced the following resolution and moved its adoption: RESOLUTION DESIGNATING THE HOME FEDERAL SAVINGS AND LOAN ASSOCIATION A DEPOSITORY OF HRA FUNDS I The motion for the adoption of the foregoing resolution was duly seconded by member Gene Lhotka, and upon vote being taken thereon, the following voted in favor thereof: Dean Nyquist, Tony Kuefler, Gene Lhotka, and Celia Scott; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. RESOLUTION NO. 78 -4 Member Gene Lhotka introduced the following resolution and moved its adoption :' RESOLUTION DESIGNATING THE FIRST PLYMOUTH NATIONAL BANK A DEPOSITORY OF HRA FUNDS The motion for the adoption of the foregoing resolution was duly seconded by member Celia Scott, and upon vote being taken thereon, the following voted in " favor thereof: Dean Nyquist, Tony Kuefler, Gene Lhotka, and Celia Scott; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. RESOLUTION NO. 78 -5 Member Celia Scott introduced the following resolution and moved its adoption: RESOLUTION DESIGNATING THE CAMDEN NORTHWESTERN STATE BANK A DEPOSITORY OF HRA FUNDS The motion for the adoption of the foregoing resolution was duly seconded by member Tony Kuefler, and upon vote being taken thereon, the following voted in favor thereof: Dean Nyquist, Tony Kuefler, Gene Lhotka, and Celia Scott; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. RESOLUTION NO 78 -6 Member Tony Kuefler introduced the following resolution and moved its adoption: RESOLUTION DESIGNATING THE FIRST NATIONAL BANK OF MINNEAPOLIS A DEPOSITORY OF HRA FUNDS 2 -27 -78 -2- I The motion for the adoption of the foregoing resolution was duly seconded by member Celia Scott, and upon vote being taken thereon, the following voted in favor thereof: Dean Nyquist, Tony Kuefler, Gene Lhotka, and Celia Scott; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted. ADJOURNMENT Motion by Commissioner Kuefler and seconded by Commissioner Lhotka to adjourn the meeting. Voting in favor: Chairman Nyquist, Commissioners Kuefler, Lhotka, and Scott. Voting against: none. The motion passed unanimously. The Brooklyn Center Housinq and Redevelopment Authority adjourned at 1 :02 a.m. Chairman 2 -27 -78 -3- Brooklyn Center Housing and Redevelopment Authority Budget For the Calendar Year 19 79 The appropriations for the year 1979 shall be: Housing and Redevelopment Authority Project Fund $43,000 The source of financing for the sum appropriated shall be: I - General Property Taxes $43,000 i Member introduced the following resolution and moved its adoption: HRA RESOLUTION NO. RESOLUTION APPROVING THE BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY BUDGET FOR THE YEAR 1979 PURSUANT TO MSA CHAPTER 462.545, SUBDIVISION 6 WHEREAS, the Brooklyn Center Housing and Redevelopment Authority has considered the attached budget and finds that this budget is necessary for the operation of the Brooklyn Center Housing and Redevelopment Authority during the year 1979; and WHEREAS, the Housing and Redevelopment Authority of the City of Brooklyn Center understands that pursuant to MSA 462,545, Subdivision 6, its budget must be approved before a special tax may be levied; and WHEREAS, the governing body of the City of Brooklyn Center, by consent resolution, must approve and authorize the levy for the Housing and Redevelopment Authority which would be imposed as a special tax upon all property, both real and personal, within the taxing district of the City of Brooklyn Center: NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelop- ment Authority for the City of Brooklyn Center that the attached budget of the Housing and Redevelopment Authority for said City is hereby approved. BE IT FURTHER RESOLVED that a copy of this resolution, together with the attached budget, be submitted to the City Council of the City of Brooklyn Center together with a consent resolution for adoption by the City Council of the City of Brooklyn Center authorizing the levy of a special tax, for the purpose of MSA 462.411 through 462.711, upon all property, both real and personal, within said City. RESOLUTION ESTABLISHING THE TAX LEVY FOR THE BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY FOR THE YEAR 1979 BE IT RESOLVED by the Housing and Redevelopment Authority of the City of Brooklyn Center as follows: Section 1: That there be and hereby is levied a one -third mill levy for the year 1979 on all taxable property, real and personal, situated within the corporate limits of the City of Brooklyn Center and not exempted by the Constitution of the State of Minnesota or the valid laws of the State of Minnesota, for the purposes of establishing an HRA Fund and conducting the operation of an HRA pursuant to the provisions of MSA 462.411 through 462.711. Section 2: That the consent resolution by the City Council of the City of Brooklyn Center to this special tax for the operation of the Housing and Redevelopment Authority is attached to this resolution and made part of it. Section 3: That said tax rate and levy be certified to the County Auditor of Hennepin County on or before October 10, 1978. Member introduced the following resolution and moved its adoption: • RESOLUTION NO. RESOLUTION APPROVING A ONE -THIRD MILL LEVY FOR THE PURPOSE OF DEFRAYING THE COST OF OPERATION, PURSUANT TO THE PROVISIONS OF MSA 462.411 THROUGH 462.711, OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER FOR THE YEAR 1979 WHEREAS, the City Council of the City of Brooklyn Center is governing body of the City of Brooklyn Center; and WHEREAS, the City Council has received two resolutions from the Housing and Redevelopment Authority of the City of Brooklyn Center, one entitled a "Resolution Approving the Brooklyn Center Housing and Redevelop - ment Authority Budget for the Year 1979 Pursuant to MSA Chapter 462.545, Subdivision 6" and the other entitled a "Resolution Establishing the Tax Levy of the Brooklyn Center Housing and Redevelopment Authority for the Year 1979"; and WHEREAS, the City Council, pursuant to the provisions of MSA 462.545, Subdivision 6, must by resolution consent to the proposed tax levy of the Housing and Redevelopment Authority of the City of Brooklyn . Center: NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brooklyn Center that a special tax be levied upon all real and personal property within the'City of Brooklyn Center in the amount equal to one -third of a mill. BE IT FURTHER RESOLVED that the said one -third mill, to be used for the operation of the Brooklyn Center Housing and Redevelopment Authority pursuant to the provisions of MSA 462.411 through 462.711, be certified for - tax levy to the County Auditor of Hennepin County on or before October 10, 1978.
