AND THE STATE OF MINNESOTA
SPECIAL SESSION
MARCH 12, 1979

CALL TO ORDER
The Brooklyn Center Housing and Redevelopment Authority met in special session
and was called to order by Chairman Dean Nyquist at 10:40 p.m.
ROLL CALL
Chairman Dean Nyquist, Commissioners Tony Kuefler, Gene Lhotka, and Celia Scott.
Also present were HRA Director Gerald Splinter, Acting Director of Public Works
James Noska, Director of Finance Paul Holmlund, City Attorney Richard Schieffer,
Director of Planning and Inspection Ron Warren, Building Official Will Dahn,
Fire Marshal Linus Manderfeld, and Administrative Assistants Mary Harty and
Brad Hoffman.
APPROVAL OF MINUTES - SEPTEMBER 27, 1978
There was a motion by Commissioner Scott and seconded by Commissioner Kuefler
to approve the minutes of the Housing and Redevelopment Authority meeting of
September 27, 1978 as submitted. Voting in favor: Chairman Nyquist, Commis-
sioners Kuefler and Scott Voting against: none. The motion passed.
Commissioner Lhotka abstained from voting on the approval of the minutes
because he was not present at the September 27, 1978 Housing and Redevelopment
Authority meeting.
DISCUSSION OF APPROVAL OF PAYMENT FOR LEG.AI, CONSULTATION ON PROPOSED HRA
LEGISLATION
The HRA Director noted a motion approving payment is recommended. There was a
motion by Commissioner Scott and seconded by Commissioner Lhotka to approve
payment for legal consultation on proposed HRA legislation. Voting in favor:
Chairman Nyquist, Commissioners Kuefler, Lhotka, and Scott. Voting against: none`.
The motion passed unanimously.
Commissioner Kuefler noted the Commission should establish depositories for HRA
funds for 1979. The HRA Director indicated resolutions establishing depositories
will be presented for Council consideration at the next meeting.
ADJOURNMENT
There was a motion by Commissioner Kuefler and seconded by Commissioner Scott to
ad the Housing and Redevelopment Authority meeting. Voting in favor: Chairman

motion passed unanimously. The Housing and Redevelopment Authority meeting was
adjourned at 10:43 p.m. -

A DEPOSITORY OF HRA FUNDS
BE IT,RESOLVED by the Housing and Redevelopment Authority of Brooklyn
Center, Minnesota (HRA) that the First Brookdale State Bank be and is hereby
designated as a depository for the funds of the - Housing -and Redevelopment
Authority of Brooklyn Center, Minnesota. The Executive Director is authorized
to deposit HRA funds therein to the extent that repayment is guaranteed by the
Federal Deposit Insurance Corporation and such additional funds not to exceed
the amount of 90% of collateral pledged to the HRA and approved by the HRA
by said bank.
BE IT FURTHER.RESOLVED that the persons authorized by the HRA to act
for the HRA in any of its business with the bank are any persons holding
office from time to time as Executive Director and City Treasurer.. All
checks drawn upon an account of the HRA shall be signed by both of the above
designated persons.
BE IT FURTHER RESOLVED that the Executive Director is Gerald G. Splinter
and the City Treasurer is Paul W. Holmlund.

BE IT RESOLVED by the Housing and Redevelopment Authority of Brooklyn -
Center, Minnesota (HRA) that the Marquette National Bank be and is hereby
designated as a depository for the funds of the Housing and Redevelopment
Authority of Brooklyn Center, Minnesota. The Executive Director is authorized
to deposit HRA funds therein to the extent that repayment is guaranteed by
the Federal Deposit Insurance Corporation and such additional funds not to
exceed the amount of 90% of collateral pledged to the HRA and approved by
the HRA by said bank.
BE IT FURTHER - RESOLVED that the persons authorized by the HRA to
act for the HRA in any of its business with the bank are any persons holding

Center, Minnesota (HRA) that the Home Federal Savings and Loan Association
be and is hereby designated as a depository for the funds of the Housing and
Redevelopment Authority of Brooklyn Center, Minnesota. The Executive Director
is authorized to deposit HRA funds therein to the extent that repayment is
guaranteed by the Federal Deposit Insurance Corporation and such additional
funds not to exceed the amount of 90% of collateral pledged to the HRA and
approved by the HRA by said bank.

Safety Improvements
Dear Mr. Lindman:
This letter is in response to Brooklyn Center's Resolution No 79-
65 which requests that Mn /DOT eliminate the unsafe conditions on
inplace Trunk Highway 169.

Council, not Mn /DOT, is responsible for prioritizing the use of federal
funds for the various capital improvements on that route. Thus, unless
a project meets federal High Hazard Safety funding criteria (benefit/
cost ratio) or is approved by the TAB for FAU funds, any project must
be financed with state and local funds.
The signal system on Trunk Highway 169 at 66th Avenue North and the
overhead flashers at 69th and .73rd Avenues North were installed without
the aid of federal funds. We are aware of the need for additional
improvements on the subject section of road. However, funding and.
manpower are not available to make desireable improvements on many
Trunk Highways, including Trunk Highway 169.
In addition, the narrow right of way (33 feet either side of centerline)
for Trunk Highway 169.1imits the types of improvements we can make
(without the expendature of large amounts of money and delays to obtain
right of way) to improved signing, guardrail, resurfacing, etc.
According to our records there were 51 reported accidents on Trunk Highway
169 within the City of Brooklyn Center in 1975, 55 in 1976, 47 in 1977
and 35 during the first half of 1978. In addition, the segment accident

rate on the subject section of Trunk Highway 169 was 5.81 accidents
per million vehicle miles in 1976, 4.97 in 1977 and 7.40 during the
first half of 1978. .
For comparison, the section of Trunk Highway 152 in Brooklyn Center
had a, segment accident rate of 7.18 per million vehicle miles in
1976, 7.68-in 1977 and 9.02 during the first half of 1978. Addi-
tional accident information is available upon request.
There is a proposed FAU project to widen Trunk Highway 169 between
66th and 72nd Avenues North and install a traffic signal and
channelization at 69th Avenue North. This project is tentatively
scheduled for a May, 1982 letting date with an estimated cost over
$500,000. However, this project is subject to FAU funding approval
by the Transportation Advisory Board.
We will continue to monitor the accident history, on Trunk Highway
169, as we do all Trunk Highways within our District. However, unless
conditions worsen drastically or additional funding becomes available
.it is doubtful that any improvements will be made in the near future.

r Regarding our meeting on the former City Hall property
I for sale on Brooklyn Boulevard, I am inquiring as to
whether or not the city would accept the lollowing
offer 'before I have my attorneys draft the purchase .
agreement in its formal language.
I would like to simply list the elements of the offer.
They are;
#1) Purchase price X140,000
#2) $14,000 downpayment
#3) balance paid at the rate of $1000 per month
at 8 annual interest with a balloon at the
end of the 10th year
#4) our plan is to build a funeral home on the
land as soon as possible, either this year
or next at that time the amount due would
be paid to the city in full at.the time of
closing on the building, thus not expecting
the city to hold a second mortgage
