Item 3a Legislative Matters Affecting Municipalities
Mayor Nyquist has called a Special Meeting of the City Council
for Thursday, January 19, 1978 at 7;30 p.m. in - the City Council
Chambers
State Senators 'Skip Humphrey and Bill Luther along with State
Representatives Robert Ellingson and Lyndon Carlson have been
invited to - the meeting - to discuss legislative matters - to be
considered during -the upcoming legislative session affecting
municipalities, such as binding arbitration and insurance
iiabiliby including self insurance, worker's compensation and
unemployment compensation. The meeting might also provide
the opportunity - to discuss - the mechanics of presenting a police
pension bill for legislative consideration. In addition, other
potential legislation of general in'teres't may be discussed. A
copy of the adopted Legislative Policies of the Association of
Metropolitan Municipalities is enclosed for your review.
Mary Jane Gustafson of - the Brooklyn Center Post, ,Dave Smith
an area reporter for the Minneapolis Star, and john Addington
of 'the Minneapolis Tribune City Desk were informed of the
special meeting on Friday, January 13, 1978. Announcements
of this meeting should appear in these papers during - the week
preceding -the meeting. The City Charter provides -that a special
meeting maybe called by - the Mayor or any - two Council members
upon at least -twelve 'hours written notice 'to each Council member.
This agenda serves as the official written notice of the special
meeting. Also,; notice of - the date and time of - the meeting was
posted on the City Hall message board on Thursday, January 13, 1978.
