Item 11. Resolution Expressing Appreciation for Service
The attached resolution is submitted in response to a Council
directive and is intended to express appreciation to former
Counci3man Theodore Willard for services rendered to the
community.

item 120 Resolution Authorizing Agreement with Hennepin County Alcohol
Safety Action Pro jects
It is recommended that the attached resolution be adopted
authorizing execution of an agreement with the Hennepin
Ccun�y Alcohol Safety Action Project. The trust of the
prof Rct, which is federally financed, is toward development
of training programs designed to help police departments
imp ?'ove DWI enforcement and toward enforcement programs
consisting essentially of saturation patrols for which
1ccal police departments would be financially reimbursed for
eutraordinary manpower and vehicle costs.

Item 13a. Planning Commission Application No. 71057, Kenneth Nordling
On December 13, 1971, the City Council tabled this matter for
a period not to exceed six months with a request that the
Planning Commission review the sign ordinance with respect to
freestanding signery for apartment complexes, "specifically
considering the point that prior considerations have often
equated R••5 developments with C -1 uses for purposes of
providing buffering between commercial and residential areas
and that it appears that the signery provisions for C -1
uses might be appropriate for large or medium apartment
complexes ". On December 20th. I advised the Council, that I
had been remiss in overlooking the fact that precisely such
provisions do exist for freestanding signs to serve apart-
ment complexes and therefore a review by the Planning
Commission would be redundant. I also informed the Council
an December 20th that the applicant, upo being infc�r�±ed a£_
t he existence rff such provisions, had aatreed to esxnply_
t ierewi i t is therefore recommended that the Council deny
XPPTxcation Non 71057 requesting a variance permitting a
320 square foot project sign

item 13b. planning Commission Application No. 71064, Viewcon
On November 22, 1971 the City Council approved Planning
Commission Application No. 71025 consisting of site and
building plan approval for a proposed office building to
)e located at Shingle Creek Parkway and County Road 10.
Condition #3 of that approval stated "that the building
b13 sprinklered with an automatic internal sprinkling
system" which was really nothing more than a restatement of
Fixisting ordinance provisions. Subsequently, Viewcon, Inc.
submitted Planning Commission Application No. 71064
requesting a variance from that provision to permit, the
ase of a wet standpipe system in lieu of an automatic fire
sprinkling system. The Planning Commission recommended the
Genial on November 18, 1971 and the City Council on
zecember 6, 1971 acceded it to the applicant's request to
table the application indefinitely.- The applicant has now
rtiquested that the application be called up for consideration.

The applicant apparently intends to proceed with the
processing of a Registered Land Survey as suggested at the
' Council meeting cif December 13, 1971. Since this appiicatio

item 14. Award Insurance Contracts
In an effort to improve the administration of the various City
insurance contracts, we have attempted to consolidate the
contracts into a single comprehensive package, and failing that,
consolidate various insurance contracts into a single three-
year contract period. The Finance Director with consultation
from Councilman Leary has received quotations, thoroughly
analyzed them, and reCOILa ended award of various insurance
groupings to three insurance companies. we will be prepared
