Resolution Regarding Definition of Metropolitan Bawer Benefits The Public works Director will be prepared Monday evening to report to the City Council regarding the major elements of the Metropolitan Sanitary Sewer Program. The matter of assigning metropolitan' sewer benefits as authorized by legislative enables action can have great economic significance to the sewer service area which 'includes Brooklyn Center. Consideralb study has been given to the definition of metropolitan sewer benefits and the arched resolution is recommended as a declaration of support fore definition which is in the best interests of Brooklyn Center. RESOLUTION SUPPORTING SEWER SERVICE AREA NO. 1 ADVISORY BOARD ACTION RELATIVE TO METROPOLITAN SEWER BENEFITS F WHEREAS, the i'etrorolitan Sewer Act (Chapter 443, 14rn laws) charged the Metropolitan Council with, among; other responsibj*l that of 'allocating the cost associated with the expansion, imT and operation of the metropolitan sewer system among the using muni- cipalities; and WHEREAS ► the said act provides that: "Subd S. ALLOCATION OF METROPOLITAN INTERCEPTOR COST.', AS 'SESSED VALUE AND .'POPULATION. When the council deterr.►ines _. that a particular interceptor or some part thereof is of substantial benefit to the metropolitan area as a w hole9 each year the board shall deduct all of the current costs thereof allocable to such benefit from the current costs to be allocated under subdivision 4 Th total amount so deducted shall` be allocated' among and paid by all local government units in the metropolitan area which will discharge sewage, directly or indiarectly, into the metro- politan disposal system in the next budget year, as follo�rs. (a) one -half in the proportion that the assessed value of all taxable property within each such local government unit in the metropolitan area bears to the-assessed value of this taxable property in all such local government units, as last finally equalized before October 1 in the year in which the budget is adopted; and (b) one -half in the rro- portion that the population of each such local government unit in the metropolitan area bears to the total population in all such local government emits`, as estimated by the council from the most recent data available to 'it. RESOLUTION AUTHORIZING THE ISSUANCE OF TEMPORARY IMPROVE.- r MENT NOTES WHEREAS there is a need for interim financing prior to the selling of bonds to finance certain improvement project costs which are to be assessed against benefitted properties: NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brooklyn Center, Minnesota, to authorize the issuance and sale by Special Assessment Construction Fund No. 20, Temporary Improvement Notes in the 3 amount of $22,000.00. These notes shall be dated May 8, 1972, and shall be payable out of proceeds of the ' al bond issue for the projects. These notes shall bear an interest rate of 5 °o )per annum in accordance, with Resolution No. 71 --107, dated May 24, 1, which established an interest rate on loans from the Investment`Trust Fund to other City Funds. BE IT FURTHER RESOLVED that the City of Brooklyn Center Investment Trust Fund be authorized to purchase these notes. RESOLUTION ESTABLISHING TRAFFIC SIGNALS, SIDEWALK AND STORM SEWER IMPROVEMENT PROJECT NO. 1972 -26 WHEREAS, the State of Minnesota, Department of Highways, proposes to make certain improvements on a portion of Trunk Highway No. 152 located in the City of Brooklyn Center in Hennepin County, from,ahe south end of the Trunk Highway 100 interchange to the south City limits; and WHEREAS,_ the certain improvements do include traffic signals, sidewalk, storim sewer and related appurtenances,- Whereas, the City Council did approve construction plans for said improvements by Resolution No. 72 -24 adopted February 28, 1972, and WHEREAS, the City Council of the City of Brooklyn Center did by Resolution No.'72 -18 adopted February 14, 1972, and by Resolution No. 72 -27 adopted March uthorize the Mayor and City Manager to execute Cooperative Construction Agreement No's. 56714 for traffic signals at 49th Avenue North and T.H. 152 and 57057 for certain improvements on T.H. 152 from the T.H. 100 interchange to the south corporate limits; and WHEREAS, the City Council deems it necessary to initiate above Improvement Project No. 1972 -26; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brooklyn Center to establish said Improvement Project No. 1972 -26,• described as follows: 1972 26 - Traffic Signals, Sidewalk & Storm Sewer Brooklyn Boulevard (T.H. 152) from the Trunk Highway 100 interchange to the south corporate limits.
