AdJournmea Item 5 Park and Recreation Commission Resignation Commissioner Karen Hendrickson has submitted her resignation from the Park and Recreation Commission representing Service Area V. Acknowledgement of the resignation is recommended.' Disposition Item 6 Authorize Release of Subdivision Bonds It is recommended that the City Council authorize release of subdivision bonds in the amount of $500 posted by David Brandvold on behalf of R.L.S. loo. 1406 and in the amount of $6 posted by Village Builders, ,Inc on behalf of Morningside Estates, 2nd Addition. The work assured by the bonds has been satisfactorily completed. Disposition Item 7 ' Community Attitude Survey Report A representative of the Brooklyn Center Jaycees will present a report on the recent Community Attitude Surrey with specific attention to the questions posed on behalf of the City Council. Disposition Item S Deliberation of Charter and Ordinance Revision (7 :4S p.m.) The City attorney will be prepared Monday evening to report on the product of negotiations leading to Charter and ordinance revision pertaining to the Fire Department issue. Disposition Item 9a Ordering Demolition of Hazardous Building The attached resolution is recommended for the purpose of ordering the demolition of a hazardous building at 5732 Bryant Avenue North. Extensive background materir.i has been furnished In support of this recommended action which hopefully conclude in a court order for the demolition of the building. Disposition CITY 1 NAGER'S COMMENTS Page Item 9b Approving Highway Construction Plans The Public Works Director will be prepared Monday evening to explain Minnesota Highway Department plans for an improvement of T.H. 100 between the south City limits and 50th Avenue North. The attached resolution is recommended for the purpose of formally approving the highway construction plans. Disposition Item 9c Establishing Improvement Project No. 1976A The attached resolution is recommended for the purpose of establishing street surfacing Improvement Project No. 1976 -3 which consists of the west half of Camden Avenue between 57th Avenue North and the NSP right -of -way. CITY OF BROOKLYN CENTER ORDINANCE NO._�___�_ AN ORDINANCE AMENDING CHAPTERS 13 AND 19 OF THE CITY ORDINANCES RELATIVE TO REGULATING THE USE OF PARKS AND RECREATION FACILITIES THE CITY COUNCIL OF THE CITY OF BROOKLYN CENTER DOES ORDAIN AS FOLLOWS: Section 1: Chapter 19 of the City Ordinances is hereby amended by the repeal of the followings ( Section I9- •1201. GOLF ACTIVITIES PROHIBITED IN CITY PARKS. No person shall play or practice golf nor use golf equipment of any kind in a public park within the City of Brooklyn Center, except under the direct supervision of an employee of the Department of Parks and Recreation or as a scheduled part of the City's Park and Recreation program.] 'Section 19 -1202 PENALTY. Any person violating the 'provisions sof this ordinance, upon conviction, shall be punished by a fine of not more than ;three hundred dollars ($300) and by imprisonment not to exceed ninety (90) days.] Section 2: Chapter 13 of the City Ordinances is hereby amended by the repeal of the following: (Section 13 -201. UNLAWFUL USE OF PARK AND RECREATION FACILITIES. It shall be unlawful for any person not engaged in official City business to enter upon or use any Park and Recreation facilities of the City of Brooklyn Center, including all park property, improved or not, and all equipment or facilities thereon, between the hours of 10:00 p.m. and 6 :00 a. m. when such parks or facilities are posted by sign noting the curfew hours; provided, ,however, that such posting shall be by the .order of the City Council. The fact that any person not engaged in official City business as authorized or delegated by the City Manager may be present in a posted park during said curfew hours shall be prima facia evidence that said persons is there unlawfully.] rSection 13 -202 PENALTIES. Any person violating the provisions of this ordinance shall, upon conviction thereof, be punishable by a fine of not more than Three Hundred ($300,00) Dollars and by imprisonment not to exceed ninety (90)' days.] I I ORDINANCE NO. For the purpose of this ordinance, the following definitions shall apply: Park and Open Space -- Any open or enclosed space, area, or facility wherever located which is owned, operated, or controlled by the City or located within the City but owned, operated or controlled by any other .political governmental subdivision which space is reserved designated or used for active or passive recreation. Motorized Vehicle -- Any vehicle having a self - contained unit for propelling the vehicle by means of converting stored energy. Motorized vehicles would include but not be limited to automobiles, trucks, motor bikes, mini- bikes, snowmobiles and battery powered carts.] Section 13- -302, MOTORIZED VEHICLES PROHOBITED IN PARKS. It shall be unlawful for any person not engaged in official business or other authorized activity to operate a motorized vehicle in any park or open space within the City of Brooklyn Center, except upon those areas that are degnated as roadways or parking areas or upon trails specifically designated by the City Council for use by particular vehicles., r n violating the provisions of this - erso S An Section 13 303.
