CITY MANAGER'S COMMENTS
Item Sa Awarding Sale of $980,000 General Obligation Bonds
Bond bids will be opened Monday afternoon and a resolution
awarding a bid will be presented to the City Council Monday
evening.

Item 5b Authorizing Traffic Agreement with State of Minnesota
The attached resolution is recommended for the purpose of
approving an agreement with the Minnesota Highway Department
to provide certain services aimed at assisting the Minnesota
Highway Department conduct some engineering research on
Humboldt Avenue North between 65th and 73rd Avenues North.

Item 5c Commending Garden Club
• The attached resolution is recommended for - the purpose of
recognizing and commending the contributions of the members
of the Brooklyn Center Garden Club.

Item 7a Chippewa Park Licensing Review
The responsible agent for Chippewa Park apartments will be
present Monday evening to support his request for licensing
under the Housing Maintenance Code.

Member introduced the following resolution and moved its
adoption:
RESOLUTION NO.
RESOLUTION TO APPROPRIATE FUNDS IN THE CAPITAL PROJECTS
FUND FOR THE REMODELING OF THE CITY OWNED STRUCTURE
AT 7100 BROOKLYN BOULEVARD; TO APPROVE EXPENDITURES FOR
INDIVIDUAL WORK TASKS; AND TO TRANSFER FUNDS FROM THE
FEDERAL REVENUE SHARING FUND TO THE CAPITAL PROJECTS
FUND
WHEREAS, the City Council, on October 4, 1976, did authorize a joint
powers agreement with the City of Brooklyn Park which provided for the renovating
and refurbishing of the City owned structure at 7100 Brooklyn Boulevard so that
said structure could be used by the Community Emergency Assistance Program,
Inc. (CEAP) to provide emergency services for the residents of Brooklyn Center
and Brooklyn Park; and
WHEREAS, the City Manager has provided the City Council with a written
estimate of the cost of said renovation and refurbishing which sets out individual
work tasks in detail; and
WHEREAS, the estimated cost of the project is $39,000; and
WHEREAS, the anticipated source of financing the project is as follows:
City of Brooklyn Center $17,000
City of Brooklyn Park 17,000
Federal Bicentennial Grant 4,000
Brooklyn Center Jaycees 1 ' 000
$39,000 and
WHEREAS, the Capital Projects Fund was established to finance major
capital outlays; and
WHEREAS, Section 7.11 of the City Charter does provide the City Council
with full authority to make permanent transfers between all funds which may be
created, provided that such transfers are not inconsistent with the provisions of
related covenants, the provisions of the City Charter, or State Statute; and
WHEREAS, there are sufficient funds in the Federal Revenue Sharing Fund
to finance the City's share of the renovation project and the project meets
guidelines established by the City Council for the use of Federal Revenue Sharing
funds:

RESOLUTION NO.
BE IT THEREFORE RESOLVED by the City Council of the City of Brooklyn
w Center to appropriate the amount of $38,000 in the Capital Projects Fund for the
renovation and refurbishing of the City owned structure at 7100 Brooklyn Boulevard;
and
BE IT FURTHER RESOLVED that the source of financing the sum appropriated
shall be:
Federal Revenue Sharing Funds $17,000
Reimbursement From the City of
Brooklyn Park 17,000
Federal Bicentennial Grant 4,000
$38 , 000 and
BE IT FURTHER RESOLVED that the expenditures for individual work tasks
as set forth in the City Manager's written estimate of the cost of renovation and
refurbishing be authorized; and
BE IT FURTHER RESOLVED to transfer the amount of $17,000 from the
Federal Revenue Sharing Fund to the General Fund.

RESOLUTION AUTHORIZING THE MAYOR AND CITY MANAGER TO
EXECUTE TRAFFIC CLASSIFICATION AGREEMENT NO. 58401
WITH THE STATE OF MINNESOTA, DEPARTMENT OF HIGHWAYS

BE IT RESOLVED that the City of Brooklyn Center enter into an
agreement with the State of Minnesota, Department of Highways for the
following purposes towit:
To provide for the City of Brooklyn Center to conduct
two 16 -hour weekday manual vehicle classification count
and to provide traffic control for the Binkelman Beam
Deflection Tests and the soils auger boring crew; and
payment by the State to the City for an amount not to
exceed $300.00 if it involves wages for overtime for
regular employees, wages for temporary employees hired'
specifically for the above work, or mileage of vehicles.
BE IT FURTHER RESOLVED that the Mayor and City Manager be and
they are hereby authorized to execute Traffic Classification Agreement
No. 58401.

Member introduced the following resolution and moved its

RESOLUTION NO.
RESOLUTION EXPRESSING RECOGNITION OF AND APPRECIATION
FOR THE DEDICATED PUBLIC SERVICE OF THE BROOKLYN CENTER
GARDEN CLUB
WHEREAS, the Brooklyn Center Garden Club has, as a public service,
annually undertaken the project of designing and planting decorative floral and
plant arrangements for the Civic Center plaza area planter; and
WHEREAS, in 1976 the Garden Club provided an exceptional flower and
a
plant display commemorative of the Bicentennial celebration; and
WHEREAS, the work and effort of the Brooklyn Center Garden Club in
decorating this area is a source of civic pride that merits the gratitude of the
citizens of Brooklyn Center.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Brooklyn Center that:
The dedicated public service of the Brooklyn Center Garden Club
for their efforts in decorating the Civic Center plaza area planter
is recognized and appreciated by the City of Brooklyn Center.
