CITY MANAGER'S COMMENTS
Item 5 Acknowledge Resignations
Mary Stire has resigned from the Human Rights Commission and
Richard Forstrom has resigned from the Conservation Commission. ,
It is recommended that the City Council acknowledge - those
resignations.

Item 6a Brand Col Addition
On August 23, 1976 the City Council granted preliminary plat
approval to Brand Col Addition which subdivided property at 5341
Colfax Avenue North into two 63 foot wide lots. It is recommended
that the City Council grant final plat approval to the subdivision.

Item 6b Linder's 1st Addition
On September 20, 1976 the City Council granted preliminary plat
approval for Linder's lst Addition located between 72nd Avenue North
and 73rd Avenue North westerly of Camden Avenue It is recommended
that the City Council grant final approval - to Linder's lst Addition.

Item 7a West River Estates
It is recommended that - the subdivision bond for West River Estates
subdivision located between Camden and Bryant Avenues North from
67th to 68th Avenues North be reduced from $10,000 to $3,600 on the
basis of subdivision obligations which have been satisfied The
' subdivision bond was earlier reduced on July 26, 1976; from $68 ,000
to $10,000 on the basis of related work achievements.

Item 7b North Metro Addition
It is recommended that the subdivision financial guarantee for
North Metro Addition located on Camden Avenue North between
72nd and 73rd Avenues North be reduced from $3,000 to $400 on the
basis of subdivision obligations which have been satisfied. The
financial guarantee was previously reduced from $14,500 to $3,000
on October 4, 1976 on the basis of related work achievements.

Item 8a Riverbrook Townhouses
It is recommended - that `the City Council authorize a reduction in
the site performance guarantee for Riverbrook Townhouses from an
amount of $40,000 to an amount of $20,000 on the basis of work
which-has been achieved.

It is recommended that the City Council authorize a reduction in the
site performance guarantee for Westbrook Mall from an amount of
$32,000 to an amount of $20,000 on the basis of related work
achievements.

' It is recommended that the City Council authorize a reduction in - the
site performance guarantee for the MTC garage from an amount of
$80,000 to an amount of $20,000

Item 9 Approve Liquor Store Lease Extension
It is recommended that the City Council approve a five year
extension of a lease with United National Corporation for the
Municipal Liquor Store located in Northbrook Shopping Center.
The lease terms remain the same as the preceding five year
period with the exception of increased lease costs amounting
to $15,000 during the first two years of the lease, $16,000 during
the third year of the lease, and $17,000 during the last two years
of the five year lease period. The lease cost for the past five year
period has amounted to a flat $12,000 per year. I will be prepared
to further elaborate on the proposal Monday evening.

Item 10 Authorize Execution of 1976 Audit Agreement
It is recommended that the City Council authorize the Mayor and
City Manager to execute an agreement for the independent audit
of the City's 1976 financial records.

Item 1 l Redefining Election'Precinct Boundaries
I will present a resolution Monday evening for the purpose of
redefining election precinct boundaries consistent with a recently
enacted State law. The purpose of the law is to require election
precincts to be defined by identifiable physical features to insure
compatability with the upcoming 1980 census. We will be prepared
Monday evening to graphically illustrate the proposed minor re-
alignments.

Item 13a Report on Meadow Corporation /Homeowners Meeting
We will be prepared Monday evening to report on the recent informal
meeting between Meadow Corporation officials and homeowners in
the vicinity of 69th and Toledo Avenues North.

RESOLUTION NO.
RESOLUTION ESTABLISHING VOTING PRECINCTS FOR THE
CITY OF BROOKLYN CENTER
WHEREAS, the City of Brooklyn Center is presently constituted
into eight voting precincts described by Resolution No. 72 -105,
adopted by the City Council on July 10, 1972; and
WHEREAS, a federal census was conducted for the year 1970
which indicated among other things the population distribution within
the City of Brooklyn Center; and
WHEREAS, the Federal District Court in June 1972, developed
a new reapportionment plan placing portions of Brooklyn Center into
two legislative districts; and
WHEREAS, the 1976 Minnesota State Legislature enacted Chapter
132 which among other things requires voting precinct boundaries to
follow clearly recognizable physical features; and
WHEREAS, the City Council has considered the factors of
population distribution, legislative district lines, community
neighborhoods, and clearly recognizable physical features for voter
precincts boundaries;
NOW, THEREFORE, BE IT RESOLVED as follows:
1. To rescind Resolution No. 72 -105 establishing voting
precincts for the City of Brooklyn Center adopted by
the City Council on July -10, 1972.
2. In lieu thereof, there shall be established voting
precincts in the City of Brooklyn Center, each precinct
to be numbered and described as follows.
Precinct One
Bounded on the south by the south City limits; on the
west by Shingle Creek; on the north by the centerline
of County Road 10 to the centerline intersection of
T.H. 100 and 57th Avenue North, thence easterly along
the centerline of 57th Avenue North to the intersection
of the centerline of Logan Avenue North, thence northerly
along the centerline of Logan Avenue North to the center -
line of 58th Avenue North, thence easterly ;along the
centerline of 58th 'Avenue North extended to the Mississippi
River; on the past by the Mississippi River.
