Authorize Relea:,e of Performance Guarantee A fence has been installed as directed by the City Council along the east line of the Velie Oldsmobile property. The fence is of the same design as the North Sitar Dodge fence which was cited as a standard o quality. Establish Special Assessment Interest Rate Assessment Hee.rings for projects constructed during the preceding year are traditionally held annually in September.In order that the assessment clerk can prepare the assessment rolls for the public hearings, it is necessary that the City Council authorize an interest rate to be charged on the speci c cment installment payments. �` A rent interest rate is ym1 /2% nd it is recommended that such rate he continue a w- prepared Monday evening to furnish cc ara lea in other mun S. Disposition Item 13a. Hennepin County League Membership The fiscal year of the Hennepin County League commences annually on July 1. Although funds were budgeted in our 1972 budget for the $482.92 Hennepin County League annual dues, it is my recommenda- tion that the Council consider dropping membership in the Hennepin County Leaq ue. Item 13c, Proposed Ch nt� ;e 1 p Metropolitan Sewer Cost Allocations The Metropolitan Sewe: Board in conjunction with the Metropolitan Council has caved In to the pleadings of a fear relatively small, fast developing communities about their sewer costs and have devised a new cost allocation Formula. The general result of the deviously designed cost a1lQCation kormula is to relieve such communities of their obligations through heavy subsidies from the more developed communities such as Brooklyn Center and all other inner-ring sub:,xbs as well as the central cities.
