Resolution Commending Patrolman Donald Sollars Patrolman Donald Sollars has earned a four year Bachelor of Science Degree. The attached resolution is recommended as recognition of Patroman Sollars' achievement. Disposition Item 6. Resolution Establishing Annual Assessment Hearing It is necessary that the City Council annually conduct assessment hearings regarding those improvement projects which have been completed in the preceding year. The purpose of the assess;!ient hearing is to inform the owners of benefitted property of the amount of ass=essment, usually based on construction cost, and to permit €he owners to inquire about their specific situation, It is recommended that the City Council establish the annual assessment hearing for September 25, 1972. Disposition Item 7, Resolution Placing on File and Opening for Public Inspection • Proposed Assessments The attached resolution is intended to satisfy s tutory requirement involved with the spec'al assessment hearing process. Disposition Item. 8. Resolution Awarding Bids for Tetlnis Courts Tennis court bids authorized by the City Council will be opened Monday morning. The Director of Public `Vbrorks will be prepared Monday evening to recommend a resolution accepting bids and awarding a contract. Disposition • Ite J. C ontract 1972 -D The attached resolution is intended to authorize bids :0 be taken for a sidewalk improvement project which is part of the overall walkway network program. The Director of Public 'Works will be prepared Monday evening to describe • the extent of the project. Disposition Item 10. Resolution Establishing Improvem >ent Project No. 1972 -34 The attached resolution is intended t© establish a street improvement project for Camden Avenue from 70th to 73rd Avenue. Disposition Item 11. Resolution Providing for Public Hearing on Improvement Project: 1972 -34 The attached resolution is intended to establish a public hearing date for the Camden Avenue street surfacing project, Disposition Item 12. Resolution Authorizing Bids for Slireet Improvement Contract 1972 --C • The attached resolution is intended to authorize bids for a street Improve - ment contract. The Director of Public Forks will be prepared Monday evening to describe the extent of the program. Disposition Item 14. Ordinance Amending Chapter 35 The attached ordinance was firs` considered by the City Council at its meeting of August 14th after meeting in joint session with the Planning Commission on August 7th.. The ordinance draft has been modified to reflect certain concerns previously expressed. a is submitted this even- ing for first reading. Disposition Item 15a Dutch Elm Disease Control Dutch Elm Disease is being more frequently discovered in the northern met area. We have had a couple of known cases on private • property in Brooklyn Center within the past year. Many communities in the metropolitan area have already instituted ordinances intended to control Dutch Elm Disease as west it can be controlled. I't is recommended that the City Council consider instituting such conti7o's in Brooklyn Venter. Disposition Item 15b. Water Distribut #on and Storage Study The Director of Public Works will be prepared to explain the features of the water distribution and storage study recently completed by Black and Veatch, consulting engineers, Disposition_ Item 15c. Joint Water Treatment Facilities o The City of Brooklyn Park is prepared to authorize the preparation of engineering plans for a water treatment plant within the next few weeks. Brooklyn Park has invited our consideration of sharing in the construction ® of such plant provided we can skive an affirmative response by raid- August. We will be prepared to further describe the proposal and its ramifications Monday evening. I Disposition Item 15d, LOGIS Progress As time permits, I will brief the City Council on the progress of the LOGIS data processing program, Disposition Item 1Se. Planned Residential Development Concept The Planning Commission has been considering a planned residential development concept during the pest few weeks. The concept is intended to permit a mixture of residential living modes all at an R-3 land use density. A copy of the concept proposal is attached. RESOLUTION ACCEPTING BID AND APPROVING CONTRACT FORM (TENNIS COURTS AT GRANDVIEW, KYLAWN & WEST PALMER LAKE PARKS) WHEREAS, the City Clerk and the City Engineer have reported that on August 28, 1972, at 11:00 o'clock A.M., central daylight time, they opened and tabulated bids received for tennis courts at Grandview, Kylawn, and West Palmer Lake Parks in °Brooklyn Center, and that said bids were as follows: 1) Carlson - LaVine, Inc. $27,695.40 2) Warren's Excavating, inc. $29,046.00 3) Henry O. Mikkelson Company $31,578.00 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brooklyn Center, Minnesot��, that the bid of Carlson - LaVine, in Inc., in the amount of $27,695.40, as to furnishing of all work labor, and material in connection with the above - mentioned tennis court construction, according to " - -he plans and specifications there- for now on file in the office of -he City Clerk, is deemed to be the lowest and best bid submitted for said work by a responsible bidder, and said bid is hereby accepted. The amount of the escrow is $3,500.00. In addition to the above, the Council unanimously moved to inform you of the City's concern for the structural inte- grity and the continued maintenance of the fencing. While it is recognized that there are problems involved in the upkeep of such a fence, it is also the feeling of the City Council that well maintained effective screening is vital, particularly where a commercial district abuts a residential neighborhood. In that regard, it is the City position that quality fencing, regularly and properly main- tained, can provide such screening. As I indicated to you several weeks ago, the new fence appears to be both substantial and attractive.
