Ad)oturrtmoat CI'iY 'MA1_VAGER'S COMMENTS Items I -Call to Order thru 5 -Roll Call Invocation Approval of Minutes - December 23, 1974 Adjourn 1974 Council The 1974 City Council will convene for the purpose of compie` >ing its 1974 business and will then adjourn. Disposition ---- _- Item 6 Administer Oath of Office { The oath of office will be administered to Councilman -elect Maurice Britts Disposition Item 9 Select Mayor Pro Tem The City Charter provides that "the Council shall choose from its members a president pro tem who shall hold' office at the pleasure of the Council and shall serve as president in the mayor's absence and as mayor in case of the mayor's disability or absence from the City" Although the Charter does not so specifically requite, 't is traditional that the Council selects a mayor pro tem annually ai its organizational meeting. Disposition Item 10a Planning Commission The City Ordinances provide that the Mayor has the responsittlity for appointments to the Planning Commission, subject to` majority consent of the City Council. Appointments to the Planning Commission, are for two year terms on an at-large basis. The terms of Robert Forecran, Cecilia Scott, Harold Pierce and Robert Grosshans expired December 31, 1974$ Disposition Criff MANAGER'S COMMENTS Pag 2 Item 10b Conservation Commission Resolution No. 69 -318 provides that the Mayor has the responsibility to appoint members to the Conservation Commission subject to the majority consent of the City Council. Appoint.nents to the Conservation Commission are for three year terms on an gat -large basis. The terms of Mary Ellen 'fetter and Henry Dorff expired December 31, 1974. Disposition Item 10c Human Rights Commission Resolution No. 68 -44, amended by Resolution No. 71-21 and Resolution No. 74 -68 provides that the May: =r has the responsibility ` to appoint members to the Human Rights Commission subject to the majority consent of the City Council. Appointments to the Human Rights Commission are for two year terms or -)n at -large basis. The term of Richard Mero expired December M, 1974. In .addition, four seats are vacant, one of which expires December 31 1975 and two of which expire December 31, 1977, Disposition Item 10d Park and Recreation Commission Resolution No. 73 -25 provides that the Ma�,nr' has the responsibility for appointments to the Park and Recreation Commission subject to majority consent of the City Council. The resolution provides for representation from each of five park serv{cc areas with two at- large representatives. Commission terms are for three years. The term of Jan Grannes, representing park service a :ea 5 and the term of Don Bogle representing park service area 3 expire(! December 31, 1974. Disposition Item 109 Housing Commission Resolution No. 73-140 provides that the Mayor has the responsibility to appoint members to the Housing Commission subject to they majority consent of the City Council. Appoins: cents to the Housi Commission are for three your terms with represe ei ation from each of six community neighborhoods with a chairman and s'v% additional members selocted on an aat- la3rge basis. The terms of Lr)o Beikler, an at -large member, and Dade Magnuson, representing the Northwest neighborhood,expired December 31, 1974. In addition, one at- 11brge seat is vacant, the term of which expires December 31, 1977. Disposition _._._.. CITY MANAGER'S COMMENTS Page 3 Item lof Feed Inspector City Clerk Allen Lindman was designated Weed Inspector during 1974. Disposition Item 11 Designate Official Newspaper The official newspaper for the City during 1974 was the Brooklyn Center Post. Disposition Item 12a Designating Representative and Alternate Representative to Association: of Metropolitan Municipalities Councilman Tony Kuefler served as Brooklyn Center's representative to the Association of Metropolitan Municipalities during 1974 and City Manager Donald Poss served as the alternate representative. Disposition Item 12b Designating Director and Alternate Director to Suburban Rate Authority Councilman Robert Jensen served as Commissioner and City Manager Donald Poss served as Alternate Commissioner to the Suburban Rate Authority during 1974. The Suburban Rate Authority has been newly -reconstituted with its organizational meeting scheduled sometime In January, 1975 Disposition Mean 12c Designating Representative to Suburban Sanitary Disposal Authority Director of Public Works James Marna served as Director to the Suburban Sanitary Disposal Authority during 1974. Disposition CITY MAN'AGER'S COMMENTS Page 4 Item 12d Designating City Depositories During 1974 the Brooklyn Center State Bank, the First National Bank of Minneapolis the Marquette National Bank, and First Plymouth National Bank were designated as official depositories for the City. The attached resolutions provide for the redes#gnation of those banks as official depositories for 1975. Disposition Item 12a Authorizing Issuance of Temporary Improvement Notes The attached resolution is recommended for the purpoa;e of authorizing r the routine issuance of temporary improvement notes to provide interim financing for current public Improvement projects. Disposition Item 12f Authorizing Execution of MHD Agreement The attached resolution is recommended for the purpose of authorizing a routine annual agreement with the Minnesota Highway Department to Provide technical service on a fee basis; Disposition Item 12g Accepting Work (7) The attached resolutions are recommended for the purpose of accepting completed work on projects previously authorized by the City Council, Disposition Item 12h Authorizing Purchase of Tractor The attached resolution is recommended for the purpose of awarding a bid for purchase of a tractor as comprehended in the 1975 budget at an estimated net cost of $12, 500. Disposition e CITY MANAGER'S COMMENTS Page S Item 121 Authorizing Purchase of Mowers The attached resolution is recommended for the purpose of accepting bids for the purchase of two rotary mowers as comprehended in the 1975 budget at a net cost of $7,000. Disposition Item 13a Vacating Utility Easement The attached ordinance vacating utility easements in Northtown Plaza, First Addition was first read on December 9, published on December 19 and is' recommended this evening for second reading and adoption. Disposition Item 13b Amending Chapter 17 The attached ordinance amending Chapter 17 was first read on December 23, 1974 and is reoffered this evening for first reading subsequent to certain changes introduced therein. Disposition Item 13c Amending Chapter S The attached ordinance amending Chapter S is recommended for the purpose of formally recognizing new line officer titles employed by the Fire Department.
