Adjournment 1 , r 1 CITY MANAGER'S COMMENTS Item 5 Final Plat A pprova l The City Council on April 21, 1975 approved a preliminary plat relative to Planning Commission Application No. 75005 submitted by Charles Sellars. The final plat has been reviewed by the Director of Public Works and is recommended for City Council approval. Disposition Item 6 Authorize Life Insurance (quotations ]Director of Finance Paul Holmlund is preparing specifications for quotations on the 'City group life 'Insurance program. It is recommended that the City Council authorize group life insurance quotations to. be solicited and opened on June 16, 1975. Disposition Item 7a Establishing public Dearing for Projects 1975 -1, 2, and 3 The attached resolution is recommended) for the purpose of establish- ing public hearings for the three subject allay improvement projects I on June 2, 1975 at $:00 p.m. Disposition Item 7b Establishing Reopening of Public Hearing for Project 1974 -20 A`public hearing on September 9, 1974 was declared favorable regarding alley paving Improvement No. 1974 -20 located between Logan Avenue and Morgan Avenue from 53rd to 54th Avenues Northo At the same meeting the Council directed preparation of a uniform alley Improvement policy which subsequently was submitted and adopted by the City Council on May 5, 1975. The adopted uniform policy differs from the basis upon which Project No. 1974 -20 was approved and it is, therefore, recommended that the attached resolution be adopted to reopen the public hearing on the ba.sis of the uniform alley policy. Disposition City Manager's Comments Page 2 Item 7c Authorizing Bids for Contract No. 1975 -A The attached resolution is recommended for the purpose of approving plans and specifications and authorizing bids to be taken for grading, base and surfacing Project No. 1974 -15 located in the vicinity of Aldrich and Bryant Avenues North from 67th to 68th Avenues 'North. The contract also comprehends street surfacing Project No. 1974 -35 located in the vicinity of Scott and Regent Avenues North from 67th to 69th Avenues North and alley paving projects No. 1974 -20 and 1975 -1 2,, and 3 Disposition Item 7d Authorizing Issuance of Temporary Improvement Notes The attached resolution is recommended for the purpose of authorizing the issuance of temporary improvement notes to provide interim f#nanc- ing for public improvement projects pending 'subsequent sale of long term bonds. Disposition Item 7e Amending 1975 General Fund Budget The attached resolution Is recommended for the purpose of amending the 1975 General fund Budget in response to union actions relative to the CETA employees recently hired as laborers in the Street and Park Departments. Despite the fact that the CETA employees are temporary and that the CETA program is designed to relieve severe national unemployment problems Local #49 of the International Union of 'Operating Engineers has for its own reasons opted to exercise its prerogatives. Among those prerogatives is the union's` demand for salary considerably in excess of the maximum payable by the federal grant program. The attached resolution is intended to transfer the CETA employees out of the union bargaining unit into other employ - ment, rather than exercising the other alternative of relegating the employees again to the ranks of the unemployed. Disposition City Manager's Comments Page 3 Item yf Amending Resolution No. 73 -140 The attached resolution is recommended in response to Council' direction for the purpose of charging the Dousing Commission with the responsibility of acting as the initial screening agency for appeals from compliance orders issued under the Mousing Ordinance. Disposition Item 9a Amending Chapter 12 The attached ordinance is recommended for the purpose of implement- ng the determinations of the City Council with respect to changes In the recently adopted Housing Maintenance Ordinance. Disposition Item 10a CETA Plan and Summer Youth Employment Programs I will be prepared Monday evening to. inform the City Council of expansion plans' for the county -wide ,C£TA program and to provide a briefing on various summer youth programs sponsored by the state and federal governments. RESOLUTION IMPLEMENTING GRIEVANCE ARBITRATION AWARD WHEREAS, on May 7, 1974 an arbitration panel issued awards regarding disputed contractual elements for calendar years 1973 and 1974; and WHEREAS, the May, 1974 award neglected to address an issue pertaining to the compensation for Investigator- Assignees and Juvenile Officer- Assignees; and WHEREAS, the arbitration panel on June 10, 1974 issued a supplemental award addressing the issue of compensation for officers who are "transferred or assigned either temporarily or permanently from one classification to another and WHEREAS, the interpretation of the supplemental award subsequently became an issue of grievance dispute; and WHEREAS, such grievance dispute became an issue of arbitration with an award being rendered on April 25, 1975; and WHEREAS, the award provides Investigator - Assignees and Juvenile Officer - Assignees be retroactively compensated the "appropriate salary" and step increases as set out in Appendix A for the Investigator position in the 1973 -74 Police Association/ City of Brooklyn Center labor contract: NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brooklyn Center to authorize differential payment as follows for service in the Investigator Assignee and Juvenile Officer - Assignee positions from January 1, 1973 through May 10, 1975: INVESTIGATOR- ASSIGNEE Warner Bellm $ 796.14 Erland Shelley 1133.51 Richard Fryer 649.38 JUVENILE OFFICER - ASSIGNEE Scott Kline 317.75 A.
