CITY MANAGER'S COMMENTS
*Item 5 Declare Surplus Equipment
It is recommended that the City Council declare surplus equipment
consisting of two obsolete police radar units, two obsolete police
dictation units, one obsolete photo enlarger, and one obsolete
photo developer in the Police Department.
Disposition
Item 6 Designate Agent for Receipt of Funds
In order to recover costs of rookie police training through: the
Minnesota Peace Officers Training Board it is necessary that the
r City Council annually designate an official recipient of the funds.
It is recommended that the City Manager be so designated as
Brooklyn Center's agent to apply for and receive funds for the
f coat of police training.

We will be prepared Monday evening to recommend a reduction in
the subdivision performance bond for Morningside Estates,, Second
,Addition furnished by Village Builders, Inc,

Item 8 Authorize Payment for Police Selection Standards Study
On February 14 3975 the City Council adopted' Resolution No. 75-42
supporting and endorsing the concept of seeking a federal grant
through Metropolitan Council sponsorship' for the purpose' of conduct -
ing a Suburban Police Selection Standards' Study. At that time the
specific amount of the community match obligations were unknown.
An $81,000 grant has tentatively been secured through LEllA and
Brooklyn Center's share of the local match amount required from
suburban municipalities amounts to $400 to cower the first year of a
two year project. It Is recommended that the City Council authorize
payment of Brooklyn Center's share of the project.

WHEREAS, a cash escrow in the amount of $3,600.00 was

the Financial Performance Guarantee by Developer, dated July 23,

WHEREAS, the amount of subdivision improvements remaining
to be completed under said cash escrow is estimated to cost

The Mayor announced that the meeting was open for the con-
sideration of proposed Alley Paving Improvement Project loo.. 1974 -20.
The Clerk produced an affidavit of publication of notice of
hearing on the proposed improvement showing two weeks' publication
thereof in the official newspaper, the last publication being on
`ray I37 S, which affidavit was examined and found satis
factory and ordered placed on file.
The Mayor then called upon all property owners present to
present-arguments either for or against.the proposed improvement.

IMPROMA NOTES
WHEREAS, there is a need for interim financing prior to the "llihp of
bonds to finance certain improvement pro'ec t costs which are to be assessed
against benefited properties:
NOW, THEREFORE, BE TT RESOLVED by the City Council of the City Of
B: ooklyn Center, Minnesotan, to authorize the issuance and sale by Special
Assessment Construction Fund No. 21, Temporary improvement Notes in the
amour. of $35,000. These notes shall be dated rune 9, 1978, and shall be
payable out of proceeds of the final bond issue for the projects. These notes
shall bear an interest rate of 6% per annum in accordance with Resolution
No. 74-32, dated February 2S, 1974, which established an interest rate an
loans from the Intre Tryst Fend to other City Fvnds. .
BE IT FURTHER RESOLVED that the City of Brooklyn Center Investment
Trust Fund be authorized to purchase these notes.
