approval by the City Council.

Lowry ]dill Construction Company has completed required work at
Unicorn Apartments, 3907 -3911 - 65th Avenue North and it is
recommended that the 5 1, 600 performance escrow posted by
Lowry Bill Construction Company be released to said company.

Item 7 1976 Budget Hearing
The 1976 Budget hearing has been adjourned to this evening for
final review and adoption preparatory to certification of tax levies
to Hennepin County as prescribed by law. - Budget deliberations are
scheduled to' include a determination by the City Council on the
recommendation to a and appropriate funds for a full -time
Fire Chief/Tire Marshal for the Brooklyn Center Fire Department.

I have invited a committee of volunteer firemen represented by a
spokesman to appear before the City Council In rebuttal to the
proposal.

The attached resolution is recommended for the purpose of
authorizing the Issuance of temporary improvement notes for interim

financing of, public improvement projects authorised by the City
Council. The temporary Improvement notes will subsequently be
retired upon sale of long -term improvement bonds.'

RESOLUTION AMENDING RESOLUTION NO. 74 -217 RELATING
TO 1975 POLICE DEPARTMENT WAGES
WHEREAS, on December 23, 1974, the Brooklyn Center City Council adopted 15
Resolution No. 74 =215 approving the collective bargaining agreement between that `
Brooklyn Center Police Association and the City of Brooklyn Center pursuant to the
provisions of the Public Employment Labor Relations Act of 1971 as amended in 1973,

WHEREAS, said `contract provided for an Appendix A which established wages;
and ,
WHEREAS, said Appendix A contained the following condition:t

' ( *To the extent 1975 "top patrol" (after three year rate) wage rate

agreed between Teamsters Local #320 /Metro Area Managers
' Association exceeds 1198, employer agrees to increase salary of
grade P/G (top patrol) to a like amount and to 'increase all other 3' ,
patrol officer grades and other Appendix A position salaries by the
resulting P/G (top patrol) percentage increase. Such increase
shall be applied retroactively to the extent the Local 320 wage i

of the Public' Employment Labor Relations Act of 1971 as amended in `1973 awarded

"The 1974 benchmark rate is to be adjusted in 1975 with two
staggered steps' (1) from 1089 to 1200 retroactive to January 1 {
1975; and (2) an adjustment to 1230 effective July 1 1975. As
to differential pay for investigators, effective July l , 1975 any
t personnel in the bargaining unit assigned investigative duty,
either full or part -time, shall receive a $75 monthly wage
differential. "
