Licenses Adjournment t 24 Y CITY MANAGER'S COMMENTS Item 5 Authorize Release of Parking Agreement A parking agreement was entered Into In conjunction with Plate . Commission Application No. 74004 wherein certain options per - taining to parking for a high -rise office building were agreed upon. Upon adoption of the new parking ordinance provisions pertaining rt to office buildings the terms and conditions of the agreement are satisfied and the agreement becomes moot. BX.I.P. has, the re, requested a formal release and termination of the agreement. Disposition #` Item 6a Expressing p g for Service The attached resolution is recommended for the purpose of eWessing appreciation for Don Davis` services as Chairman of the Human Rhts Commission. Disposition Item 6d Endorsing Hennepin County Decentralization; Concept The attached resolution is recommended for the purpose of expressing the City Council's 'endorsement of the proposed Hennepin County AIL services decentralization program. , Disposition 3., y. < f CITY MANAGER'S COMMENTS Page 2 Item 6e Awarding Contract for Purchase of Water Meters The attached resolution is recommended for the purpose of awarding a contract for the purchase of water meters. Disposition Item 6f Authorizing Purchase of Automobiles The attached resolution is recommended for the purpose of authorizing the purchase of automobiles through the Hennepin County Joint Purchasing Program, Disposition Item 6g'' Authorizing Transfer from General Revenue Sharing,Fund to General Fund The attached resolution is recommended for the purpose of formally authorizing transfer of Revenue Sharing monies to the General Fund in order to finance those budget items earlier designated by the City Council to be funded by Revenue Sharing monies. Disposition Item 6h Amending 1975 General Fund Budget Since 1967 it has been a routine procedure to make year end adjustments to annual budgets to assure that individual budget: accounts are Wanced within the context of the overall budgeted amount. The attached resolution Is recommended to achieve that objective. Disposition Item 61 Amending 1976 General Fund Budget The attached resolution is recommended for the purpose of ame the 1976 General Fund Budget within the context of the overall budget, total. We will be pre- pared Monday evening to amplify as necessary on the explanatory Irv memorandum contained in your.:.. agenda packets. x Disposition Item 8b Amending Chapter 35 Regarding Office Building Parking Requirements The attached ordinance amending Chapter 35 regarding office building parking requirements was first read on November 17, first published on November 27, republished on December 11 and is offered` this evening for second reeding and adoption. Disposition Item '8c Vacating Utility Easement The attached ordinance vacating a utility :easement was first read on December 8, published on December 11 and is offered this evening for second reading and adoption. Dispos C= MANAGER'S COMMENTS {L Pogo 4 Item 9a Review Liquor and Beer License Renewals We will be prepared Monday evening to participate in a ,review of liquor and beer license renewal requests. Disposition Item 9b Method of Financing Microfilming Program ,,. The City Council appropriated $10,000 in the 1975 budget for the purchase of microfilming equipment necessary to implement a City government records microfilming program. The planning phase of the program is not yet completed and, thus, it is not possible to purchase relevant equipment prior to the, expiration of the 1975 budget year. I will be prepared Monday evening to discuss the matter and recommend a carry --over of the project and a mew for reappropriating the necessary funds. Disposition Item 9c Report of Annual Water Assessment Rate Adjustment K . The Director of Public Works will be prepared to report on the4anual water assessment rate adjustment authorized by formula established in Resolution No. 74 -45. F , . ;a: ,., "� r wR rs �,q:« { +,grt.• +'y.x s "' S9' , s, 4y #ts '�, , r Member introduced the following resolution, and moved its adoption: RESOLUTION NO. a F RESOLUTION AMENDING THE 1975 GENERAL FUND BUDGET WHEREAS, Section 7.08 of the City Charter of the City of Brooklyn Center does provide for the increase of a budget appropriation by the City Council from accumulated surplus in an amount equal to a previous appropriation if not in fact expended or encumbered for that purpose in the previous fiscal year; and WHEREAS, the City Council, when it adopted the 1974 General Fund Budget, ' approved an appropriation in the amount of $7,500 for the acquisition of six Handi Talkies in the Department of Civil Defense budget; and t WHEREAS, the Department did not acquire the Handi Talkies, because, after the adoption of the 1974 budget, the Department was advised that Hennepin . County had secured a Federal grant to acquire similar equipment and planned, to lease that equipment to local Hennepin County enforcement agencies; ancf, ,.
