Meeting Minutes
October 10, 1995
PRESENT: Dorff, Roen, Zastrow, Cohen, Bergeland, Graham, and LaCrosse.
The meeting was called to order at 7:38 a.m. by Dorff.
APPROVAL OF MINUTES: There was a motion by Bergeland, seconded by Nelson to approve the September 12 minutes with one correction. The minutes under Substation report should read that
Ditty said the EBD event at the substation is disbanded. Motion carried.
FINANCIAL REPORT: Zastrow reported a balance of $4,748.58 as of Oct. 10, 1995.
LaCrosse said she received a check from the Brooklyn Center Lions Club for $4,200. Dorff said we have about $9,000. Cohen said we cannot rest on this. Zastrow prepared a financial
report of expenditures and deposits broken down by committee. Copies of the report was passed out for discussion.
ARTS & CRAFTS: The arts & crafts fair made a profit of $746.35
CAR SHOW: The car show lost $584.35. Bergeland will call Nerburn to see if the car show will be moved back to the Heritage Center next year. LaCrosse asked if that would create any
problems with the junior royalty coronation. The cost to use the auditorium at BCHS were pretty high. Cohen asked Bergeland to write down what the actual cost would be to use the Heritage
Center.
DANCE: The dance lost $1,400.68. This does not take into consideration the business donations. Bergeland has taken this off the schedule at the Heritage Center. They may try it one
more year outside the civic center. LaCrosse has booked Constitution Hall to be used in case of inclement weather. Nelson asked whether the chamber had paid for part of the band because
the band had originally been scheduled for a chamber event. LaCrosse said she did not think so. She thinks the chamber asked EBD to book the band so they would not have to pay them
for a cancelled event.
JUNIOR ROYALTY: The junior royalty cost $708.98. No businesses had indicated they wished to sponsor this activity. Cohen would like to approach the chamber on it because junior royalty
goes beyond the community borders. Nelson asked Graham if there would be a way to get some of the businesses that deal with childrens' items, such as Toys-R-Us, to sponsor junior royalty.
Graham said they have not tried in a couple of years. Cohen said our policy is to make one solicitation. Maybe the chamber could do that as their participation. Graham said she would
prefer a long-term relationship with a business.
PARADE: After the donation from the Lions Club, the parade cost $1,570.35.
PICNIC/GAMES: Dorff reported they had given away $1,500 in prizes which is not reflected in the budget. With the donation from Rotary, this committee did not spend $340.90 of the designated
amount.
SUB STATION: Nelson said she would still like to continue with some type of event next year. The event only cost $50 in 1995. Nelson saw an article about a clown that goes out to places.
She would like to contact him. She would like to get separate face painters. The focus at the Substation this year is on families. She would like to see a little different format.
She prefers to have the event on Friday evening.
TALENT CONTEST: No report. Dorff will contact Neilson about the status of this event.
Cohen would like to know how much the City contributes. LaCrosse said she will find out.
WATER SKI SHOW: LaCrosse said Chief Kline called and said that from the police perspective of looking at parking problems, he would like to see this event not offered. There was a motion
by Cohen, seconded by Bergeland not to consider the water show for a 1996 event. Motion carried.
INSURANCE: LaCrosse asked if, after meeting with the insurance representatives from BHK&R the committee felt there was adequate insurance. Dorff said it appeared so and committee members
could add on to their home owners policy if they wanted to. Zastrow reported the cost of insurance for 1995 was $1,493.50.
NEW BUSINESS: Dorff passed around a draft of a proposed door prize card. People would pay $1 for the card and then be eligible for door prize drawings at various events. Dorff said
there would have to be some means to prevent duplication. Graham said she could make it one of the candidate requirements and they could give out some type of prize to the child who
sells the most. It was suggested the number next to the event be taken off, the Substation event be added and the dates and location of events be added. Cohen made a motion, seconded
by Roen to go ahead with the door prize card and to have the committee continue to explore and refine it.
Motion carried.
FINANCE/BUDGET: Cohen made a motion, seconded by Roen to reconsider the motion made to send out letters now. Cohen said our policy has been to send out the letters after the first of
the year. This way we do not compete with everyone. Cohen said we could send them out earlier but wait until after the first of the year. Dorff said the idea of sending out the letters
now was for people to consider putting it in their budget for next year. Cohen said there is a time lapse and you lose momentum. Cohen said those who say "it is not in the budget"
use it as an excuse not to donate. He said our donations fluctuate from year to year and you have got to make some personal calls. Motion carried.
MORE NEW BUSINESS: Dorff said he had some ideas for increasing participation in the parade. He said there are already individuals selected for things like parent of the year, student
of the year, etc. He said we should try to find out who they are and send them a parade invitation. He would also like invitations to go out to Rotary, Kiwanis, chamber, etc. LaCrosse
said the chamber already participates. He asked what we provide. LaCrosse said nothing. Signs are only provided for the council, grand marshal and the EBD chairperson. There was
a motion by Nelson, seconded by Cohen to solicit the participation of these groups in the parade by asking them to be involved but without any cost to EBD. Motion carried
LaCrosse asked who would be running the meetings in Dorff's absence. Cohen said he would be willing to do so but needed a back up person in case of legislative sessions. Bergeland
said she would be back up.
LaCrosse will call for the dance, car show and parade budgets.

ADJOURN: There was a motion by Cohen, seconded by Bergeland to adjourn the meeting. The meeting was adjourned at 9:00 a.m.
