HomeMy WebLinkAbout1999 09-07 Y2000M BROOKLYN CENTER YEAR 2000 CELEBRATION TUESDAY, SEPTEMBER 7, 7 PM BROOKLYN CENTER CITY HALL - COUNCIL CHAMBERS MEETING MINUTES The meeting was called to order at 7:05 p.m. by Phil Cohen. In attendance: Phil Cohen, Earle Brown Days; Tony Kuefler, Earle Brown Days; Sue LaCrosse, Recreation Department; Sean Rahn, Discover The Center; Henry Dorff, Earle Brown Days; Sue Low, Brooklyn Community Chamber; Bruce Hobbs, Church/Prayer Breakfast, Judith Bergeland, Earle Brown Heritage Center; Lee Skavanger, ISD 179. Phil asked everyone to read the memo describing the meetings with civic organizations and the meeting with the city manager. Phil has met with the Brooklyn Center Lions Club and Tony has contacted the fire chief. The meeting with the city manager was held late July. The city manager will take the proposal under consideration and would be able to respond to suggested agenda within the next 30 days. Henry and Phil met with David Henningson, an attorney that specializes in non profit organizations. Henry reported that David suggested setting up a new non profit organization apart from Earle Brown Days. Henry said that at first there were only going to be three to four events. Now, there are 37 different events on the schedule. Phil added that we need a formal structure because we are handling a lot of money. He said this seems like the right way to go. The cost of setting up a separate organization is $150. Earle Brown Days will pay the $150 and will hopefully be paid back. Phil said we will need Articles of Incorporation and will need a board of directors. He suggested we consider a name for the organization that is more inclusive than just Year 2000, for example, Brooklyn Center Events 2000. As things move along, the organization could promote activities beyond 2000 meeting some needs that are not being met by other organizations. Phil said he will create a list of possible names for the organization and they will be sent out to people to vote on or they can suggest additional names. The committee reviewed the draft budget report. Sue LaCrosse suggested adding additional dollars to the publicity budget because we spend $3,700 on paid publicity for Earle Brown Days which is only one week. The media buys/newspaper/publications budget was increased to $5,000. Judith suggested adding in the cost for insurance. Phil asked Sue LaCrosse to contact our insurance company. She said they would send out a form and we would need to fill in the specific events we want to cover. As part of the publicity, Phil suggested creating Millennium books (like a guest book), and give to every school and organization. Every time they had an event, people would sign. Lee said he would meet with the Brooklyn Center principals. He suggested we have students write down a goal for themselves and for their community. Tony read information about an essay contest held during the Bicentennial. Students were asked to write about why they are proud to be an American. This is another type of idea. Then all essays would be included in the time capsule. Sue Low suggested doing something along that line for adults too. Lee will contact Doug Darnell and they will come up with a proposal. Lee suggested recognition of people at various events. He said it does not have to be anything too long. Phil concluded the budget discussion with the proposed income. He said he has made it clear to potential contributors this is not affiliated with Earle Brown Days. Phil said Diane Spector suggested a medallion hunt. Sue LaCrosse said the Historical Society did this many, many years ago and their were problems. The medallion was found before the contest ever  started and a banner was put on the poster with the clues that said, found. People were furious. They were going to sue the City, report us to every investigative program on every television station and were going to sue Earle Brown Days. It was a mess. Phil said he will tell Diane she has to come up with more details of how it would be run. Phil said we are going to apply to be a Millennium community. Two additional dates were added to the schedule. Sue LaCrosse said she talked to Doug Darnell and it is official. ISD 286 will purchase the liquor store on Humboldt Avenue. It will serve as their resource center. They will host the grand opening of this facility next year. Sue Low suggested adding the Chamber golf tournament in September held at Centerbrook. The new time capsule will be moved to February 11, 2001 because if the capsule is buried in October, it does not allow for activities in November or December to be included. Tony suggested a permanent type of container that would be opened with a key. When one capsule is opened, it would make it easy to insert a new one. Sue LaCrosse said now is the time to pursue that idea because a new city hall will be built.
