MINUTES OF THE PROCEEDINGS OF THE HOUSING COMMISSION OF THE
CITY OF BROOKLYN CENTER IN THE
COUNTY OF HENNEPIN AND STATE OF MINNESOTA
REGULAR SESSION
FEBRUARY 22, 2012
COUNCIL COMMISSION ROOM
CALL TO ORDER
The Brooklyn Center Housing Commission was called to order by Chairperson Lawrence-
Anderson at 7:04 p.m.
ROLL CALL
Chairperson Kris Lawrence-Anderson, Commissioners Kathie Amdahl, Peggy Lynn, and
Ephraim Olani were present. Also present City Council Member Lin Myszkowski and Business
Development Director Gary Eitel. Commissioners Thorbus and Norstud were excused.
Commissioner Tracy Groves was absent from the meeting.
APPROVAL OFAGENDA
There was a motion by Commissioner Amdahl and seconded by Commissioner Lynn to approve
the agenda as amended. The motion passed.
APPROVAL OF MINUTES—January 17, 2012
There was a motion by Commissioner Lynn and seconded by Commissioner Amdahl to approve
the January 17, 2012 Housing Commission minutes. The motion passed.
CHAIRPERSONS REPORT
Chairperson Lawrence-Anderson reported that the City Manager will be making a State of the
City presentation at the February 24th Brooklyn Center Business Association
Meeting/Luncheon.
Chairperson Lawrence-Anderson welcomed City Council Member Myszkowski as the new
Council Liaison to the Housing Commission, which was followed by a brief introduction and
personal background information by each of the Commissioners.
COUNCIL LL4ISONREPORT
City Council Member Lin Myszkowski introduced herself to the Commission and briefly commented
on her background. She noted that the recent campaign for election had provided an opportunity to get
reacquainted with the entire City and that she is excited to serve as the Housing Commission Liaison.
CONTINUDED DISCUSSION ON ESTABLISHING A COMMUNITY GARDEN
PROGRAM:
- Happy Hollow Neighborhood Park( 18 garden plots )
Chairperson Lawrence-Anderson commented on the background of the Housing Commission
and Park and Recreation Commission review of potential parkland sites within the City, the
previous attempt to become part of the Brooklyn Park/Crystal community garden program at the
Crystal Airport, some of the design features the Commission feels would make a community
garden a desire amenity at various locations throughout the City,the very receptive response
from Malmbor 's Nurse in partnering with the City on promoting gardening opportunities with

the City, and the positive features of the Happy Hollow Neighborhood Park site.
Business & Development Director Eitel commented on the guidelines and application format that
previously been accepted by the City Council, the significant savings that will be realized by the
offer of Malmborg's to provide water for the garden plots,the potential to stage the plans for
perimeter fencing to work within a limited budget and allow for other creative partnerships
within the community to evolve.
The Commission discussed the next steps of the process:
- Contacting the adjacent property owner,
- Meeting with the Park&Recreation Commission on this specific proposal for 18
garden plots at Happy Hollow Park and discussing the operations.
- City Council acceptance of the proposal, direction on proceeding with a
neighborhood meeting, and direction on proceeding with a 2012 Community Garden
Program.
Commissioner Amdahl moved, Commissioner Lynn seconded a motion to proceed with the
plans for establishing the first community garden, comprising of approximately 18 garden plots
in the Northwest corner of the park, and to have city staff meet with the adjacent property owner.
The motion passed.
The Commission then discussed the schedule of activities and actions necessary to occur for a
garden program to be ready for the 2012 planting season.
The consensus of the Commission was to request a joint meeting with the Park&Recreation
Commission on March 18`h and to request City Council direction at the March 26th City Council
Work Session.
- Willow Lane Early Childhood Center(ADA accessible garden sites
Business & Development Director Eitel distributed information that the City had received
regarding the possibilities of a Community Garden Program at the Willow Lane Early Childhood
Center that has the potential to provide raised garden beds on a former hard court/basketball area
that would be handicapped assessable. Director Eitel indicated that staff would seek additional
information on this gardening opportunity and the potential role of the City.
OTHER BUSINESS.
- Update on Development of Official Neighborhood Designations
Director Eitel commented on the presentation of this item at the last meeting and that it will be
placed on the next agenda for formal recommendation by the Housing Commission.
- New Welcome Program for 2012
Chairperson Lawrence-Anderson commented on continuing the New Welcome Program this
spring,having an inventory of the available information from last year program,the
Commission's review of the contents included in the welcome bags to ensure we maximize
opportunities through this initial contact, the assembling of these bags,the compiling of sales
data that has occurred since the last delivery in 2011, and the soliciting of volunteers to assist in
the program.
The Commission was supportive and renewed their commitment towards continuing this
program for 2012.
Commission Amdahl volunteered to prepare a letter to the editor asking for volunteers to assist
in this year's New Welcome Program
ADJOURNMENT
There was a motion by Commissioner Olani and seconded by Commissioner Amdahl to adjourn
the meeting. The motion passed. The Brooklyn Center Housing Commission adjourned at 8:26
p.m.

Subject: Housing Commission Agenda Items
Item# 7, Joint Meeting with the Park and Recreation Commission to Discuss: the
Potential Siting of a Community Garden at Happy Hollow Neighborhood Park and Items
Relating to Establishing a Community Garden Program for 2012.
Background Information:
The Park and Recreation Commission have agreed to meet with the Housing Commission and
should be arriving at approximately 7:00 pm.
The attached maps illustrating the Happy Hollow Neighborhood Park and two garden plot areas
have been provided to Jim Glasoe, Director of Community Activities, Recreation, & Services
and distributed to the Park Commission.
The alternate site in the central portion of the park was prepared after staff was notified of the
adjacent neighbor(5042 Lilac Dr.N.) objected to the siting of the garden plots next to her
property. The basis for her objections was that they have a dog and the ongoing activities
adjacent to their fenced yard would result in constant irritation/disturbance to them and impose
upon the privacy of their backyard, which was the reason they purchased this property. She
indicated that she was not opposed to a community garden if it could be located elsewhere in the
park.
After our last meeting, I contacted Van Cooley, Malmborg's Nursery, and he did confirm their
continued interest in assisting the City in establishing a community garden and promoting
gardening opportunities.
With respect to the joint meeting,we should discuss and reach a consensus on the following;
- The location (the alternate location illustrates a 45' x 145' strip that would allow 14-
20x20 garden plots, a 5 foot center walkway, and approximately 15 foot setback from the
greenhouse. I will have photographs of the site available at the meeting.
- If sanitary facilities are scheduled to be at this park,
- The program administration and current and future role of the Commissions in
community garden program.
- Budget considerations, ie. 14 garden plots would have the potential to generate $700
annually.
- Proceeding to the City Council for direction on proceeding with this site and a 2012
community garden program.
- The holding of a neighborhood information meeting.
Item #8, Request by the City Council for the Commission's Review and Comment on the
Proposed Development of Official Neighborhood Designations.
Background:
At the December 12, 2011 Council Work Session,the City Council was requested to provide
direction on the potential development of official neighborhood designations. The majority
consensus of the City Council was to support the identifications of neighborhoods and directed
staff to obtain feedback from the Housing Commission and Park&Recreation Commission.
On January 17, 2012,Assistant City Manager/Director of Buildings and Community Standards,
presented information regarding the establishing of official neighborhood designation using
commonly recognized neighborhood features, such as the neighborhood park names, which
would provide a unique and/or distinctive identification of the community's residential
neighborhoods.
Attached for your review is a copy of the revised map that reflects the recommendations of the
Park and Recreation Commission and the January 17th Housing Commission Minutes relating to
this item.
The designated areas are consistent with the neighborhood meetings held by the Police
Department in 2009-2011 and planned to occur in 2012.
Upon further review and discussion by the Commission, a motion to either recommend
acceptance of the map as presented or a motion to recommend changes to the proposed
neighborhood designations, would be in order.
Item#9, 2012 New Welcome Program
Updates to be provided by the Chair and Commission Members.
Item # 10,Other Business:
- At this time, I do not have anything additional to report on the Willow Lane Early
Childhood Center regarding their concept for ADA accessible garden plots.
I have contacted the future owner of the Shingle Creek Apartment, adjacent to the City
Hall lot and Hennepin County Library, on the potential gardening opportunities on a
portion of their open space. The initial response was positive and we may hear from them
before the meeting.
April I Ith is the Annual Commission—Council Meeting. An invitation to all of the
members of the Commissions and their staff liaisons will be submitted shortly. I will
have copies of last year's information available at the meeting.

DEVELOPMENT OF OFFICIAL NEIGHBORHOOD DESIGNATIONS
Assistant City Manager/Director of Buildings and Community Standards Vickie Schleuning
commented on the following:
- the December 12, 2011 City Council consideration of establishing official neighborhood
designations using commonly recognized neighborhood features, such as neighborhood
park names, which would provide a unique and/or distinctive identification of the
community residential neighborhoods,
- the direction of the City Council to get feedback from the Housing Commission and Park
&Recreation Commission,
- the potential benefits of promoting neighborhood identifications (effective means of
communicating information to specific geographical areas and promoting positive
community images with positive neighborhood identifications, and
- a map illustrating 17 neighborhood areas within the community:
Bellvue, Centennial, East Palmer, Evergreen, Firehouse, Garden City, Grandview,
Happy Hollow, Kylawn, Lions, Middle Twin, Orchard, Riverwood, Shingle Creek,
Upper Twin, West Palmer, and Willow Lane.
The Commission was also informed of the comments/recommended change by the Park
Commission that that Upper Twin Lake area is commonly recognized as the Northport
Neighborhood ( based on the location of the elementary school and community park). and the
Middle Twin is more commonly recognized as the Twin Lakes neighborhood park..
The Commission discussed the following items:
- The relationship of these neighborhood geographical areas to the Police Departments
service areas,
Concerns on the labeling of neighborhoods and the potential of negative images
inadvertently being established,
Assistant City Manager/Director Vickie Schleuning commented on the positive aspects of using
neighborhoods for effective communications, that these neighborhood areas had been used over
the last three years in the Police Departments neighborhood meetings, and that the Police
Department will also be commenting on these proposed geographical boundaries.
The consensus of the Commission was:
I. That the proposed neighborhood boundaries should closely match the Police Departments
geographic service areas to best serve as an effective communication tool.
2.. That the revised map of neighborhoods, as recommended by the Park&Rec Commission
and the comments of the Police Department, be placed on a future agenda for further
review and formal Housing Commission recommendation.
