A summary of development costs and land values is as follows:
1) Potential lots available: .. . 8 or 9
2) Cost of developmen-t $2800-$3000/lot
3). Fully serviced lot value per City A93essor: Approx.$4500-$5000/lot
4) Estimated land valuer $1500-$2000/lot
The average cost of developing the above lots is approximately $900 to
$1000 per lot greater than in a normal subdivision due to tba develop-
meat on one side of the sL-reet only. The City Asse-8330r has -Informed me
that the residential loi--s Inidh abilt the Freeway have lot values Of
approxivately $1000 loss than comparable lots whicli do not a:,rut the
Freeway. Therefore, the estimated land value for the above lots is
approximately 50% less than the value of a 10t ill a normal z-abdivision
away from the Freeway.
The above figures would indicate t1hat t3he land value is approximately
$1500 to $2200 per lot, or approximately $13,500 to $419,800 -'Zor the
parcel. That amount Would seem reasonable a-qough to indicate that it
is feasible to develop the above property into residential lots. HMI-
ever, we are not aware of 'Chn amount that t.j.je dev,-,.Lo_per has ,paid for
the vacant property and the.-Ofore can aot vt.ake a dei-finite determination
as to whether the subdfivIZSIOYI ILS or is not feasib-le.

It is the opinion of those present and contacted regarding the
above mentioned rezoning request that without definite information
the property as shown remain R-1.
We, as a group, feel that apartments in such close proximity

to the homes abutting the property would be a detriment to the
immediate residential nature of the area.
Without definite information as to building size, distance
from home owners property, landscaping, etc, we cannot offer a
P ositive answer as yet.
We do agree, however, that a type of multi-dwelling arrange-
ment is feasible for the property provided a buffer of trees and
bushes were included between the homes and the new units .
We also feel that the homes in the area would find a develop-
ment of this type would act as a shield from some of the freeway
noise.
