Discussion Items - June 14, 2012 Meeting Enclosed for your review and consideration is an email from John Mehrkens with Presbyterian Homes Services, along with an updated landscape plan (sketch only) and a preliminary site plan illustrating the realigned fire lane roadway system. The roadway as shown on this updated plan from Pope Architects/Presbyterian Homes is still shown as a twenty-foot (20') wide fire lane. Staff has been working with Fire Chief Lee Gatlin on alternative fire lanes, both in materials and width standards. Chief Gatlin has confirmed with staff that he would accept a 12-foot wide fire lane roadway, with at least 2-feet of clear zone on each side (which must be able to support the down-riggers from the fire trucks as needed). Maranatha's design team is now reworking their development plan sot includes this reduced drive lane and hope to have an updated plan ready for us to present next Thursday night. Staff is also reviewing and reworking the proposed landscape/buffering plans for this site, and we hope to have more updated for your consideration at this same meeting. Staff will provide a verbal update with PowerPoint presentation of these items for initial comments or concerns. As part of that application process, a number of neighborhood meetings and public hearings have been conducted. In those meetings concerns have been raised by some neighbors about shadow and sunlight. Along the eastern border of the property the single family homes currently have a chain link fence approximately 4 feet in height. Some portions of the fence have screening slats. There are currently 5 mature trees along the eastern edge of the site approximately 20 feet from the property line. The most recent site plan has been adjusted, at the request of the planning commission, to move the fire line inboard, to the west, to avoid the need to remove these trees. Along the southern border,the majority of exiting trees are outside the development construction limits and will remain. Screening City ordinance requires at 25 foot green buffer and an opaque fence or other Council approved substitute. The staff report suggested the addition of a 6—8 foot fence and landscaping which we as the applicant have no objection. However, through the community interaction we believe a fence and light restricting landscaping would not be welcomed by certain neighboring property owners. Proposal In circumstances such as this in other communities, we as developers have worked individually with neighboring home owners to develop a screening plan that is acceptable to them. Based upon our neighborhood interaction we are aware that a screening fence will be objectionable to some. We believe it is both impracticable and would be visually unattractive to have a fence that might start and stop along property line based upon the individual home owner's direction. We are suggesting a more dense landscaping plan be utilized as the method for screening. The planning memo of May 31, 2012 suggested a 7 tree pattern along the eastern border of the site which would include two deciduous trees and five coniferous trees in between. We would agree that this pattern be followed along the eastern property boundary with the deciduous trees generally being placed at each intersection of single family east/west lot line and five coniferous trees staggered in between along each single family lot. This would be in addition to the 5 mature trees that are being saved along that edge of the property. We would propose along the southern border of the site, only a few strategically placed trees, as necessary, be installed to supplement the mature trees that exist and will remain. The above described screening would be the default landscaping plan with the deciduous trees being installed in all cases but the ability of each individual homeowner to reduce or eliminate coniferous screening if desired. Such request by an individual homeowner for less dense screening would be documented for the public record. We have utilized this interactive landscaping design in other communities successfully and believe it allows for a plan that can best address the needs of the project,the intent of the City ordinance, and address the desires of individual neighboring property owners. I have attached a marked up version of the site plan that illustrates the suggested tree 1 patterns. If this is acceptable to staff, we would prepare an modified landscape plan and submit it for consideration as a part of our site plan approval request for the Council meeting on June 25th. This update will provide an introduction and information regarding he PUD Amendment items, including but not limited to a. Widening the proposed driveway corridor between the Sears store and former Brookdale Food Court building from 40 ft. to 60 ft.; b. Removal of proposed 6,000 sq. ft. restaurant pad site identified as Building R; c. Revised layouts of original Building A (8,500 sq. ft. retail) and Building J (8,400 sq. ft. retail)to a new small retail store Building A (8,500 sq. ft.) and small shop with drive-thru service lane Building B (1,800 sq. ft.); d. Addition of a new full access onto Xerxes Avenue North approximately 475 ft. south of the County Road I O/Xerxes Avenue intersection and directly across from the Xerxes Avenue access point into the Brookdale Corner Shops retail center; e. Reduction of original Building B from 9,400 sq. ft. retail to new 2,488 sq. ft. restaurant site with drive-thru service lane; f. Reconfiguration of original Buildings C and D pad sites into three new convenience food restaurants with drive—thru window and service lanes and relabeled as Building G (4,510 sq. ft.), Building I (2,300 sq. ft.) and Building D (1,866 sq. ft.); g. The following are tentatively identified for presentation: a. Building A— 8,500 sq. ft. retail store. b. Building H— 11,200 retail store. c. Building K—9,500 sq. ft. retail store d.
