OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF
HENNEPIN AND THE STATE OF MINNESOTA
REGULAR SESSION
APRIL 27, 1995
CALL TO ORDER
The Planning Commission met in regular session and was called to order by Chairperson
Willson at 7:34 p.m.
ROLL CALL
Chairperson Tim Willson, Commissioners Donald Booth, Mark Holmes, Robert Mickelson,
Dianne Reem, Graydon Boeck and Kathryn Palm. Also present were the Secretary to the
Planning Commission Planning and Zoning Specialist Ronald Warren, and Planning
Commission Recording Secretary Ruth McLaurin.
ADMINISTER OATH OF OFFICE
The Secretary administered the Oath of Office to Kathryn Palm who was appointed to
replace former Commission member Ella Sander.
APPROVAL OF MINUTES - March 16. 1995
Commissioner Mickelson noted that Cardinal Strich College should be spelled Stritch
throughout the minutes rather than Strich.
Commissioner Mickelson also indicated on page six, paragraph six, "...owner has ever..."
should be "...owner has everv..."
There was a motion by Commissioner Boeck and seconded by Commissioner Mickelson to
approve the minutes of the March 16, 1995 Planning Commission meeting as corrected. The
motion passed with 4 ayes, 0 nays, 3 abstentions: Reem, Booth and Palm.
CHAIRPERSON'S EXPLANATION
Chairperson Willson explained the Planning Commission is an advisory body. One of the
Commission's functions is to hold public hearings. In the matters concerned in these
hearings, the Commission makes recommendations to the City Council. The City Council
makes all final decisions in these matters.

DISCUSSION ITEMS:
Update on Storm Drainage Issues
Diane Spector, Director of Public Services, updated the Planning Commission on various
storm drainage issues. She provide the Commission with information including: Brooklyn
Center Water Management Task Force Phase I Recommendation and Preliminary Goals and
Policies; Watershed Boundary Map showing Shingle Creek Watershed and West Mississippi
River Watershed Districts; and various information relating to these districts.
Ms. Spector indicated one of the impacts that the Planning Commission will be part of is
ponding. She noted the changing requirements, necessitate the availability of pending.
Ms. Spector noted the current philosophy is to depend on regional ponds, the availability
of undeveloped parcels is very limited.
Ms. Spector indicated it will take between 10 to 20 years to fully implement the Storm
Water Management Plan.
Chairperson Willson inquired if this plan is a preliminary plan. Ms. Spector indicate this
would be correct, the City will be working with a consultant, then the City will move forward
in a few months to implement the plan.
Commissioner Boeck asked if the study addresses the issue regarding contamination of wells.
Ms. Spector indicated a portion of the study does address this issue, but currently there is
no problem in Brooklyn Center.
Commissioner Holmes inquired as to what is next. Ms. Spector indicated the City will need
to implement Phase I of the plan and then the plan will need to incorporated into the City's
Comprehensive Plan. The cost and funding will need to be reviewed, public education in
place and review of land uses and controls.
Chairperson Willson thanked Ms.Spector for presenting the information to the Commission.
Adult Uses Ordinance
The Secretary provided the Commission with material for their review and the studies that
will be used to justify the basis for the ordinance.
The Secretary indicated the draft ordinance is forthcoming.
OTHER BUSINESS
The Secretary indicated rather than sending a new Planning Commission Member list, he
would indicate a minor correction. He noted Commissioner Palm's term will expire in 1995
not 1996.

The Secretary indicated neighborhood liaison assignments would be as follows:
Commissioner Palm: Northeast neighborhood
Commissioner Holmes: Northwest neighborhood
Commissioner Reem: Central neighborhood
Commissioner Nickelson: Westcentral neighborhood
Commissioner Booth: Southeast neighborhood
Commissioner Boeck: Southwest neighborhood
The Secretary noted items that will be on the next agenda in two weeks.
The Secretary indicated a minor addition at the Earle Brown Bowl, at this point it will not
come before the Commission, unless a parking issue arises. Chairperson Willson indicated
if there are any questions, the Secretary may want to bring the item before the Commission.
Discussion was held regarding upcoming developments and redevelopments in the City.
ADJOURNMENT
There was a motion by Commissioner Boeck and seconded by Commissioner Nickelson to
adjourn the meeting of the Planning Commission. The motion passed unanimously. The
Planning Commission adjourned at 9:00 p.m.
