—The HRA requests that attendees turn off cell phones and pagers during the meeting. A
copy of the full City Council packet, including HRA (Housing and Redevelopment
Authority), is available to the public. The packet ring binder is located at the front of the
Council Chambers by the Secretary.

—The following items are considered to be routine by the Housing and Redevelopment
Authority (HRA) and will be enacted by one motion. There will be no separate
discussion of these items unless a Commissioner so requests, in which event the item will

The Brooklyn Center Housing and Redevelopment Authority (HRA) met in Regular Session
called to order by Chair Tim Willson at 7:00 p.m.

Executive Director/City Manager Boganey introduced the item, reviewed the financing for the
HRA, and described the purpose of the draft resolution.

Commissioner Ryan moved and Commissioner Lasman seconded adoption of HRA
RESOLUTION NO. 2011-02 Establishing a Property Levy for the Purpose of Defraying the Cost
of Operation, Providing Informational Services and Relocation Assistance Pursuant to the
Provisions of Minnesota Statutes Chapter 469.033 for the City of Brooklyn Center Housing and
Redevelopment Authority for Fiscal Year 2012.
Motion passed unanimously.
2. HRA RESOLUTION NO. 2011-03 APPROVING THE FINAL BUDGET
FOR THE CITY OF BROOKLYN CENTER HOUSING AND
REDEVELOPMENT AUTHORITY PURSUANT TO MINNESOTA
STATUTES CHAPTER 469
Mr. Boganey introduced the item and stated the purpose of the proposed resolution.
Commissioner Kleven moved and Commissioner Ryan seconded adoption of HRA
RESOLUTION NO. 2011-03 Approving the Final Budget for the City of Brooklyn Center
Housing and Redevelopment Authority Pursuant to Minnesota Statutes Chapter 469.
Motion passed unanimously.

Recommendation:
It is recommended that the Housing Redevelopment Authority consider adoption of two attached
resolutions approving the property tax levy for payment in 2013 and the operating budget for
fiscal year 2013
Background:
The HRA adopted a preliminary resolution on September 10, 2012 to levy a tax on all taxable
properties in the City at a rate of 0.0185% of the taxable market value of the properties. This
resulted in a levy of $ 246,160 being established as the Pay 2013 levy. Those funds, when
collected, are transferred to the EDA for use in administering HRA eligible activities. A
resolution is attached establishing that amount as the final levy for taxes payable in 2013.
Another attached resolution establishes the 2013 budget for the HRA at $ 246,160, enabling
transfer of the levy to the EDA.

As the total property tax base loses value, the levy decreases.

RESOLUTION ESTABLISHING A PROPERTY TAX LEVY FOR THE
PURPOSE OF DEFRAYING THE COST OF OPERATION, PROVIDING
INFORMATIONAL SERVICES AND RELOCATION ASSISTANCE
PURSUANT TO THE PROVISIONS OF MINNESOTA STATUTES CHAPTER
469.033 FOR THE CITY OF BROOKLYN CENTER HOUSING AND
REDEVELOPMENT AUTHORITY FOR FISCAL YEAR 2013
WHEREAS, Minnesota Statutes require that the final property tax levy be
provided to the Hennepin County Auditor no later than December 28, 2012 for taxes payable in
calendar year 2013; and
WHEREAS, the Housing and Redevelopment Authority of the City of Brooklyn
Center, pursuant to the provisions of Minnesota Statutes 469.033, Subdivision 6, must certify a
final property tax levy resolution to the City Council of the City of Brooklyn Center.
NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment
Authority of the City of City of Brooklyn Center, Minnesota that a special tax is hereby levied on
all taxable real and personal property within the City of Brooklyn Center at the rate of 0.0185%
of the total market value of real and personal property situated within the corporate limits of the
City of Brooklyn Center that is not exempted by law.
BE IT FURTHER RESOLVED that the property tax levied under this resolution
be used for the operations and activities of the Housing and Redevelopment Authority of the City
of Brooldyn Center pursuant to Minnesota Statutes Chapter 469.001 to 469.047.
