Adjournment i w • Planning Commission Information Sheet Application No. 81018 • Applicant: Church of the Nazarene Location: 501 - 73rd Avenue North Request: Site and Building and Special Use The applicant requests site and building plan and special use permit approval to construct a 3,750 sq. ft. addition for a fellowship hall and classroom space at the Church of the Nazarene, 501 - 73rd Avenue North. The property is just west of West River Road on the south side of 73rd Avenue North and is surrounded by a residence and a small townhouse project on the east, by Evergreen Park Apartments on the south, by a City pump station and three residences on the,,e�fit, and by 73rd Avenue North on the north. The southerly residence on the is the church parsonage which is located on the same parcel of land as the church. The property in question is zoned R1 and churches are special uses within that zone. The building addition will have a stucco exterior with decorative cedar board overlay. The existing building exterior is concrete block with a stucco finish. New landscaping consists of thirteen additional shrubs to the front of the addition and 19 additional shrubs along the south elevation of the building. There are also six Potentillas indicated to the east of the building. The overall mix will include spreading Japenese Yews, Redtwig Dogwoods, Jackmans Potentilla, Mugho Pine and Weeping Forsythia. Three boulevard trees, 1 3/4" to 2" in diameter Ash, are also proposed. The site is presently served by a 33 stall parking lot and no expansion is presently contemplated since the actual seating capacity of the church (100 • people) is not being enlarged. Over half the site remains open space at this time so that future additions could be accommodated. Handicapped accessibility will be provided by a drop-off with ramp on the east side of the church. Wood fencing, 6' or more in height, exists along the east and south property lines to provide required parking lot screening although there are sections which need }` repair. No real screening exists to the west of the parking lot, although the west edge of the parking lot is 125' from the west property line. Setback re- quirements are met in all .respects. u� It can be noted for the Planning Commission's information, that no final plans exist for the alignment of upgraded Highway 252. Preliminary concepts for the roadway show the right-of-way passing just to the east of the subject property. The plans are generally in order and approval is recommended, subject to at least the following conditions: 1 . Building plans are subject to review and approval by the Building Official prior to the issuance of permits. 2. The special use permit as amended is issued to the applicant as operator of the facility and is nontransferable. 3. The permit is subject to all applicable codes, ordinances, regulations and violation thereof shall be grounds for revocation. 3-12-81 -1- Application No. 81018 continued 4. Plan approval is exclusive of all signery which is subject to the provisions of the Sign Ordinance. 5. A site performance agreement and supporting financial guarantee (in an amount to be determined by the City Manager) shall be sub- mitted to assure completion of approved site improvements. 6.
