Greetings from the City Manager
For 2012, it was out with some old and in
with some new—development that is.
The new Shingle Creek Crossing retail
development construction is well
underway with the grand opening of
WalMart in September, a significant part
of Shingle Creek is daylighted with
decorative stone and bridges, and three
more retail buildings are in construction.
Other new development includes the
construction of a new colorful Taco Bell,
the opening of the new Luther Honda
and Toyota buildings, the new addition
and parking structure for the Northwest
Family Services building, and new France
Avenue Business Park IV currently under
construction.
As we anticipate new developments will
help spur our local economy, other
initiatives are in place to support our
existing local businesses. The new Open to
Business Program provides business
planning to entrepreneurs and small
businesses. The city also sponsored the
Brooklyn Center Business Association’s
Grow with Brooklyn Center campaign, an
outreach to existing local businesses.
Much headway was made with another
city goal of ensuring strong, healthy
neighborhoods. We continue to see
significant reinvestment in the residential
neighborhoods with more than 300
properties improved or substantially
remodeled through the vacant building
program. The federally funded NSP
program is facilitating the remodeling of
foreclosed, vacant houses and are sold
very quickly. It is exciting to see the
energizing of the neighborhoods as new
homeowners move in.
The City also received local, national and
international recognition for several of
our programs and facilities. Randy to the
Rescue filmed one of its shows at the Earle
Brown Heritage Center, known for its
exquisite wedding ceremonies. The
performance-based rental program won
the League of Minnesota City of Excellence
Award for innovation and results. The
Maytree Foundation recognized Brooklyn
Center for its community-focused
policing strategy promoting a safe,
welcoming community as highlighted in
its report Good Ideas from Successful Cities:
Municipal Leadership in Immigrant Integration.
A special thank you to the City Council,
Commission Members, city staff,
residents, businesses, and community
organizations who helped make great
strides in accomplishing our goals in
2012.

The following is a brief
update about new and ongoing city
projects and activities the past few
months. For more information,

Shingle Creek Crossing
Development Updates. Wal-
Mart’s new 183,000 sq. ft. retail
store was opened for business on
September 12. Three new multi-
tenant buildings are under
construction. The other approved
building is tentatively scheduled to
begin spring 2013. A new 38,000
sq. ft. LA Fitness facility, located
at 1500 Shingle Creek Crossing,
has been submitted to the City for
official consideration. The site and
building plan was approved by the
City’s Planning Commission on
October 25, 2012, and is scheduled
for final consideration at the
November 12, 2012 meeting.
Taco Bell restaurant,
located at 5532 Brooklyn Blvd. was
opened for business on October 12.
The old restaurant was demolished
and replaced with a new 2,650 sq. ft.
restaurant with a drive-thru service
lane and new interior layout.
The City approved a new
7,000 sq. ft. gymnasium/indoor
recreation building on the
Brooklyn Center High School
campus, located at 6500 Humboldt
Avenue. The gym/rec building was
completed this summer and is
available for students and the
general public.
Northport Elementary
School, ISD No. 281
(Robbinsdale) has wrapped up
their second phase of a $15.5
million, five-year remodeling and
expansion project to the existing
school. City staff is working with
the ISD 281 officials in the
development of a Master Plan,
which may include partnering and
sharing of city and school
infrastructures and resources.
The Northwest Family
Service Center and CEAP
(Community Emergency
Assistance Program) offices,
located at 7501 Brooklyn Boulevard,
completed a 63,000 sq. ft. office
expansion and new parking ramp
facility. A grand opening was held
on October 25.
The construction of the
France Avenue Business Center 4
Development is well underway.
The City approved the development
of a new 90,000 sq. ft. office/
manufacturing/warehouse facility,
located at 4001 Lakebreeze Avenue
North. The developer is Paul Hyde
of Real Estate Recycling. The new
multi-tenant facility is scheduled to
open by December 1, 2012, with the
first tenant moving in for business.
The City approved a new
PUD rezoning and plat request by
Omar Abuisnaineh (Monty Realty
LLC) for the properties located at
6901 and 6915 Brooklyn Boulevard
(former Starbuck’s site). Mr.
Abuisnaineh intends to expand the
parking lot to the existing building
site and open a new “Slim’s Pizza”
restaurant offering New York style
pizza, hoagies, wings, gyros and
other specialty sandwiches. Slim’s is
scheduled to open November 2012.
The City, along with our
consultants from SRF, are
completing the final report and
plans for the 2012 Brooklyn
Boulevard Corridor Study. The
study helps Brooklyn Center assess
current conditions along the
corridor and identify strategies for
improving traffic flow, safety,
pedestrian trailways and transit
improvements. Additionally, it
provides landscaping concepts to
beautify and define the character of
the Boulevard. The City conducted
two open houses this year and will
present the final report to the City
Council early next year. More

Neighborhood revitalization
efforts are underway in Brooklyn
Center through the
Neighborhood Stabilization
Program (NSP). The City uses
federal grant money through
Hennepin County for buying and
rehabilitating foreclosed and
vacant homes. These homes will
then be resold to qualifying buyers.
Current City efforts are focused on
areas in the Lions, Grandview and
Garden City neighborhoods. The
city presently owns three
properties in different stages of
rehabilitation. For more

After a year of litigation
regarding ownership status, View
Point Apartments, now called The
Crest, has a new owner, Aeon
Properties. The new nonprofit
property management company of
the 122-unit apartment building is
updating the aesthetics including
the landscaping, in addition to
working on a plan to upgrade the
aging mechanical systems.
As Liberia begins to
rebuild their country after years of
war, dignitaries are reaching out
to other government agencies to
develop relationships and best
practices in order to build
infrastructure and emergency
systems. Liberian Vice President
Boakai and representatives visited
with the City Council and staff in
September and City Mayor Cooper
of Ganta and representatives met
with Mayor Willson and City staff
in October.
With a grant from Transit
Livability Community Program, 52
bicycle racks were installed in
20 locations throughout the City
to promote active lifestyles.
Three Rivers Park District
paved the popular trail from
Bass Lake Road to I-94. In certain
areas, the trail was
relocated in order to
prevent flooding of that
segment of trail during
rainy periods.

In October, the doors opened to Luther Auto Group’s new
Honda and Toyota dealership buildings, located at the
Northeast corner of Brooklyn Boulevard and I-694.
Months of design and construction have resulted in stores
where customer service expectations are integrated with
high tech operations. The customer areas provide group
and private televisions, children play areas, snack and
beverages, and areas for computer work. According to
Linda McGinty, Luther Project Manager, “More customers
are waiting at the store while their vehicles are being
serviced, ranging from parents with children to
professionals bringing their work with them. Therefore, we
have designed the customer areas to meet a wide range of
customer needs.”
Behind the scenes, in ground lifts all the mechanics to work
at better heights, custom made toolboxes accommodate
multiple shifts, high speed doors add energy efficiency,
skylights add natural light to work areas, and solar panels
will provide up to 10% of the electricity for each building.
The managers of the stores are excited about the
opportunities
these new stores provide for the customers as well as the
employees. In addition to directing the day to day
operations of the auto dealerships, the Luther Managers
have also been very active in the community. In addition
to the Drive for Service food drive for CEAP, they also
sponsor the Liberian Soccer League, which was the catalyst
for the grant received from Hennepin County for a new
soccer field being converted from an unused ball field.

In October, Brooklyn Center
Business Association (BCBA) members and City staff
started delivering plants and promotional bags to area
business owners as part of the Grow With Brooklyn
Center campaign. Information is provided to businesses
regarding available resources and opportunities for
growth.

On October 22, 2012, the Brooklyn Center City Council
recognized persons who were nominated for a Random
Acts of Kindness award during 2012. This year there were
15 nominations received and a total of 18 certificates
distributed.
Random Acts submitted included: visiting
schools and nursing homes with a therapy dog;
being a “good neighbor”; serving as a volunteer
escort for senior trips; picking up trash throughout the
neighborhood; volunteering at church; building
community gardens; volunteering for community
organizations; providing an opportunity for non-profit
organizations to raise funds; coordinating senior adult
activities; volunteering at the Brookdale Library book
sale; hosting a senior meal program; and volunteering at
schools.
The City Council extended its
appreciation to all who participated in
this year's Random Acts of Kindness
recognition, to those making
nominations, and especially to those
who have contributed to the quality of
life here in Brooklyn Center.

Nearly 26% of Brooklyn Center’s population reported
as Black or African American in Census 2010. Black
History Month has been celebrated since 1976, thanks
to the efforts of African-American historian Dr. Carter
G. Woodson. The President of the United States of
America annually proclaims February as National
African American History Month and encourages all
citizens to gain awareness of and appreciation for
African-American history.
Local Heroes Recognized
In October, Jane and Robert Hansen were presented a
Citizen Commendation Award from Hennepin County
Sheriff Rich Stanek for their rescue of a drowning girl.
On June 2, the Hansens were playing BINGO at the
Twin Lake North Apartments when they heard cries for
help from the nearby swimming pool area. The couple
ran to help and found a young girl submerged in the
deep end of the pool. Jane and Robert pulled the girl to
safety and the girl’s mother performed CPR. Due to the
Hansen’s quick thinking and action, the girl has made a
full recovery.

The following precautions can
help keep you, your family and
valuables safe this holiday season.
If you’re traveling...
Set an automatic timer for
lights.
Ask your neighbor to watch
your home, shovel the walks,
pick up newspapers, collect
mail, and park in the driveway
from time to time to make the
house appear occupied.
Keep gifts that are in the house
out of sight while you're gone.
If You’re Out for the Evening...
Turn on lights and a radio or
television so it appears that
someone is home.
Lock all doors and windows
while you're out, even for just a
few minutes.
Do not place packages or gifts
near windows or in other high-
visibility sites.
If You’re Shopping...
Don't let your guard down
when you are rushed.
Stay alert and be aware of
everything around you at all
times. Report suspicious activity
by calling 911. The police need
your eyes and ears to assist
them.
Park in well-lighted spaces and
as close to the store as possible,
lock your car doors, and hide
packages in the trunk or under
the seat.
Don’t carry large amounts of
cash, pay with a check or credit
card if possible. Tell the clerk to
check your I.D. if they do not
ask for it. Don’t discard your
receipts until you get home.
Thieves like to collect receipts
and use them to return items
that were stolen from the store.
Carry your purse close to your
body, not dangling by the
straps. Put a wallet in an inside
coat or front pants pocket.
Don’t leave your purse
unattended in your cart. Fanny
packs are great for shopping!
If you take your children
shopping, teach them to go to a
police officer or a store security
guard if they get separated or
lost.
If You’re at Home...
Turn on outside lights to deter
burglars.
Report suspicious behavior to
the police.
Make sure your homeowners or
renters insurance is up-to-date
and everything is inventoried
properly.
Get to know your
neighbors...join or start your
own neighborhood watch.
If a Stranger Comes to the
Door...
Stay alert to suspicious-looking
couriers delivering packages to
you or your neighbors. I.e. No
uniform or delivery truck
Many con artists take advantage
of holiday generosity by going
door-to-door. Ask for
identification and get specifics
to how and where the
donations will be spent/used.
If you feel uncomfortable, just
say "no thank you" and shut the
door. It is recommended that
you do not let strangers inside
your home.

Taken for a
Ride!
The police department is taking a
proactive approach toward the
reduction of auto thefts by dedicating
one officer to specifically monitor
trends, educate the public, and work
closely with our businesses to combat
auto theft and theft from autos. This
focused effort has been made
possible in part by a grant from the
Minnesota State Department of
Commerce.
With your help we can continue to
reduce auto thefts. You can take
steps to protect yourself from auto
theft such as:
Lock your car doors and
windows.
Do not leave valuables in sight in
your car. Lock them in your
trunk before you reach your
destination. Even small items
such as loose change or
sunglasses can be attractive to a
thief.
Do not leave your vehicle
running unattended to warm up.
It takes only seconds for a thief to
break a window and drive away.
Under Brooklyn Center City
Ordinance 27-122 it is a
misdemeanor to leave a vehicle
unattended without stopping the
engine and removing the keys.
You can be ticketed for this!

Safe Winter Driving Tips
Although avoiding driving in bad weather is best, the
following tips will help you navigate winter road
conditions when necessary.
Slow Down! Drive according to road and weather
conditions. Posted speed limits are for dry pavement.
Clear snow and ice from all windows and lights, and
the hood and roof, before driving.
Leave plenty of room for stopping and brake early.
It takes more time to stop when roads are wet or icy.
Know current road conditions. Check local
news for weather and traffic reports, and watch
electronic highway signs for up-to-date information.
Leave room for maintenance vehicles and plows.
Stay at least 10 car lengths (200 feet) back and don't
pass on the right.
Watch for icy surfaces on bridges, even when the
rest of the road seems to be in good condition. Bridge
decks tend to ice up first.
Look farther ahead in traffic. Actions by other
drivers will alert you to problems and give you extra
seconds to react.
Trucks take longer to stop. Don't cut in front of
them.
Don't use your cruise control or overdrive when it's
freezing (or colder). The short touch of your brakes to
deactivate cruise control or the automatic acceleration
of cruise control can cause loss of traction on slippery
spots.
Don't get overconfident with four-wheel drive.
Four-wheel drive won't help you stop faster.
Don't pump anti-lock brakes. The right way is to
"stomp and steer."
Adjust to Road Conditions. The faster your vehicle
is going, the more distance you need to turn, slow, or
stop.
Allow extra time. Give yourself extra time to reach
your destination when roads may be slick. Consider
delaying your trip.
Drive with your
headlights on.

disaster? This season, make sure you and your household
are prepared to face whatever Minnesota winter weather
brings. Although extreme weather and natural disasters are
unavoidable, preparing for them will help you and your
family better survive the physical, emotional and financial
impacts of such an event. There are simple steps you can
take today to prepare yourself and your household or
business for whatever the future brings.
Make a Plan
Put it on paper and keep it in a safe place
Learn the plans for your schools, workplaces and other
places your family frequents
Check your insurance coverage- i.e. flood zones, sewer
backups, replacement costs, etc.
Update your plan annually
Build an Emergency Kit
Include items for pets too
Don't forget activities for the kids
Include medications and first aid supplies

Are You Ready?

One of the great things about living in Brooklyn Center is
our access to natural areas and park land, while enjoying
the comforts of suburban neighborhoods. However,
wildlife sometimes become nuisances. Some frequently
asked questions about suburban wildlife are included in
this article.
Q: A woodpecker in the neighborhood is pecking at
my siding. Why is he attacking my house and what
can I do about it?
A: Woodpeckers are an important part of our ecological
landscape— they eat large amounts of insects and help to
break down rotting wood. However, sometimes our
houses serve as replacement habitat for lost trees. The
three main reasons a woodpecker might be interested in
your house include 1) drumming on siding to declare
territory to other birds, 2) roosting and nesting when
natural tree alternatives are scarce, and 3) hunting for
insects living inside wood siding.
Woodpeckers are protected by state and federal law and
cannot be trapped or killed without a permit. However
there are several techniques you can try to mitigate
annoying woodpecker behavior. Repair any holes or
deterioration in the siding or soffit. Visual deterrents such
as small mirrors, shiny metallic ribbons or balloons with
painted eyes hung from problem areas of a home can all
help deter a woodpecker for a while. Exclusion
techniques such as hanging bird netting below the eaves or
all the way from the eaves to the ground may help keep
birds from getting near the house as well. Other mitigation
techniques include wood treatments such as caulking,
insecticides and sticky anti-roosting coatings.
Q: I recently noticed a shabby looking fox in my
neighborhood acting strangely. What should I do?
A: As with any animal, if it seems ill or is acting strangely,
do not approach the animal. Sick and frightened wild
animals may be diseased or dangerous, so always use
caution. Be sure to keep your pets inside or otherwise
away from the wild animal.

animal is and call 911 and ask
for animal control. For
wildlife, you may also

Although mange is a
debilitating disease for foxes, it cannot spread to humans.
Most foxes that contract mange have a healthy enough
immune system to eventually fight off the disease.
However, in some cases and more frequently in the winter,
the disease can weaken the fox to the point of death. In
those cases, death is often due to exposure or an inability
to hunt or escape predators.
Q: I am worried about several dead squirrels I found
in my yard. Who can I call for help?
A: The DNR is no longer testing birds or squirrels for
West Nile virus or any other disease at this time. If person
is curious about a dead animal, you can pay to have it
tested. One place that tests is the Veterinary Diagnostic
Laboratory at the University of Minnesota. Visit http://
www.cvm.umn.edu/vdl or call (612) 625-8787. Charges
vary depending on the type of animal and associated tests.
Q: How can I dispose of small dead birds and
animals?
A. If you find a small dead animal in your yard, it may be
disposed of in your regular trash collection. Because birds
and animals die of many causes, including infectious
diseases, it is important to handle dead animals in a safe
manner. The following standard safety precautions are
recommended:
Make sure the animal is dead. If necessary, touch it
with a long stick or toss a rock near it before you
approach it.
Avoid touching the dead animal with your bare hands.
Use a heavy-duty, leak-proof rubber gloves and
shovel.

You can reduce chloride contamination:
Shovel or plow first. Less snow build up means
less ice.
Only use salt when necessary and where
needed such as on slopes or high traffic areas.
Try alternative products such as calcium
magnesium acetate (CMA).
Read Labels. Know what you are applying and
the effects of exposure. Some chemicals damage
metal and concrete, kill lawns, and harm pets.
Protect Your
Creek...
One Driveway at
a Time
Shingle Creek is eleven miles long and collects drainage
from 43 square miles in nine cities in Hennepin County.
Shingle Creek has been designated as an Impaired Water
by the Minnesota Pollution Control Agency and the
Environmental Protection Agency because of high levels
of chloride contamination. State and federal agencies
now recognize that chloride contamination of water is a
major issue throughout the “Snowbelt.” Most of this
chloride comes from road salt.
Road authorities such as cities, counties, and the state
transportation department apply road salt throughout the
winter season to control ice buildup on roads. About 85
percent of the chloride in Shingle Creek is estimated to
come from those sources.
Private applicators cleaning parking lots, walkways, or
private streets account for up to 10 percent of this
chloride. The remaining amount comes from
groundwater, individual home owners, and other smaller
sources.
Cities, Hennepin County and MnDOT are all required to
reduce the amount of salt used for snow and ice removal
activities. These organizations are also researching and
investing in new technology and materials that allow less
salt to be used without compromising public safety.
Green Your Celebrations
From Thanksgiving to New Years, household waste
increases 25 percent. Additional food waste,
packaging, wrapping paper and decorations adds up to
one million tons of garbage a week nationwide. Here
are a few tips to help reduce waste and conserve
resources:
Obtain a free larger (96 gallon) or additional
recycling cart if your current cart is too small by
calling (763) 493-8006.
Wrap a gift using a collage of pictures or articles
cut out from a magazine or newspaper; it
personalizes the gift wrap and is recyclable after it
is used.
Save energy and money with LED lights. LED
bulbs cost more initially, but pay for themselves
with energy savings over one year.
Turn down the heat a couple hours before
company arrives. You will save energy while the
extra heat from bodies and cooking warm up the
house.
Cart Location
To prevent safety
hazards and nuisances,
please do not put the
garbage or recycling
cart in the street during
pickup day. When carts
are in the street, city
plows may accidentally
hit the cart, spilling the
material, or may have to
slow down to plow
around the cart, leaving
more snow in the street and increasing plow time.
Also, please do not place your carts on top of snow
banks. Most recycling and trash trucks have

With the change in season, it is
everyone’s responsibility to practice
winter safety. Read on for ways in
which you can help the City keep
your property and your household
safe and sound this winter.
Snow removal procedures
Street snow removal operations
begin after a snowfall of more than
2.5 inches or if other conditions
warrant plowing. Sidewalk snow
removal occurs after a snowfall of
one inch or more. Crews begin
plowing as soon as the storm
subsides. The City streets are
divided into ten districts, with
plows assigned to each district. The
arterial streets are cleared first,
followed by the residential streets.
Garbage/recycling containers
Garbage and recycling containers
must be accessible for pickup, but
during the snow season they may
not be placed in the road or on the
sidewalk. Please place containers in
your driveway.
Keep fire hydrants clear
Please help keep fire hydrants clear
of snow. In the event of a fire,
valuable time may be lost if the fire
department has to locate and/or
remove snow from a hydrant.
Driveways
The City apologizes in advance for
plugged driveways, which are
unavoidable side effects of well-
plowed streets and sidewalks. To
reduce the frustration of shoveling
out the end of your driveway twice,
we suggest you wait until the street
is plowed to its full width before
tackling the row of snow left by
plows.
Child safety
Please remind your children not to
build snow forts or play in the
snow piles made by the plows.
Plow operators often cannot see
children in the snow banks and
they could be buried in the snow or
seriously hurt.
Mailbox installation and
damage
Please check your mailbox and
post installation each year to
prevent problems that typically
occur during the winter months. A
rotted wood post or a rusted metal
post needs to be replaced with a
sturdy 4’ x 4” post and the mailbox
and paper box must be installed a
minimum of 45” above the street
surface to accommodate the height
of the plow. The City will repair or
replace properly installed mailboxes
that are damaged by direct contact
with snow removal
equipment. The City will not
assume responsibility for
damage caused by snow
pressure.
Boulevard maintenance
The boulevard area is reserved
for snow storage and utility
placements. By City ordinance,
items such as landscape rocks,
fences, bollards, timbers, shrubs,
retaining walls, gardens, and large
permanent mailbox installations
(constructed of concrete, brick,
wood, etc.) are not allowed on the
boulevard. The boulevard is the
area generally 10-15 feet back from
the edge of the street. The City
cannot be responsible for private
property located on City right-of-
way and will not repair or replace
items placed in these areas.
Stay back from the plow
Never pass a snowplow. They
create dangerous snow clouds that
can include road debris such as
rocks and sand. When driving,
allow ample distance between your
vehicle and the snowplow. Snow
conditions often require that the
snowplow driver stop and back up
before continuing; this can create a
potential accident when vehicles
follow too closely.

Free Smoke and Carbon Monoxide
Alarms For Seniors
The Brooklyn Center Fire Department is teaming
up with the Firefighters Relief Association and
H.O.M.E. to provide free smoke alarms and carbon
monoxide alarms to residents 60 years of age and
older. One of each item will be provided per
household with proper identification. H.O.M.E. is
an acronym for Household and Outside
Maintenance for the Elderly. The Fire Department
and Relief Association also offer one smoke alarm
for those under 60 years of age who need them free
of charge.

Winter Tree Trimming
This winter Street Division crews will be trimming
boulevard trees in various areas of the City. This
trimming will remove branches that are obstructing city
streets, sidewalks, street signs or street lights. City
crews may also prune dead or hazardous limbs.
Primarily the street side of the tree will be trimmed to
allow movement of the tallest pieces of street
maintenance equipment through the street. The
property owner is responsible for aesthetic trimming,
which may be performed any time.

Carefully pick up the dead animal with your
hand protected by one or more layers of plastic
bags. Then, turn the bag(s) inside-out over the
animal so it ends up inside the plastic, with your
hand on the outside.
Handle the bird or animal so the beak or claws
do not puncture the bag or gloves.
Tightly close the plastic bag(s) containing the
bird or animal. Tie the ends together or use a
twist-tie to seal it shut. Place the bag inside an-
other clean plastic bag (if available) and then
close it tightly, too.
Dispose of dead birds or small animals with
your usual household trash.
Wash your hands with soap and warm water
right away.

Considerate Burning
If you have recreational fires, be sure to only burn
clean, dry, untreated wood. Burning other materials
creates hazardous air pollutants, and endangers your
health as well as the health of your neighbors. In
addition, be considerate of your neighbors and try to
minimize the amount of smoke your fire produces.
Smoke from your outdoor fire can enter nearby homes
through ventilation systems, which can become a
nuisance to your neighbor. Although a permit from
the City is not required, other regulations apply. Visit

Storm Water Pollution Program Annual
Meeting Announced
Please join us to learn about the City’s Storm Water
Pollution Program on Wednesday, January 16 at 6:00 p.m. in
the Brooklyn Center Council Chambers at City Hall, 6301
Shingle Creek Parkway.
In accordance with the General Permit for the National
Pollution Discharge Elimination System/State Disposal
System Permit Program, City staff will present an overview
of the program and report on the implementation of storm
water best management practices. Following the
presentation, there will be an opportunity to ask questions
and provide public comment. The Storm Water Pollution
Prevention Program documents are available for public
review in the Engineering Division office at City Hall
between 8 a.m. and 4:30 p.m.

LIABILITY
Request for refunds must be made at least 24 hours
before first class.
If you need to cancel after the first class, make your
request 24 hours before the second class.
No refunds will be issued after the second class.
Requests for refunds for Holiday, Lifeguard Training
and one day classes must be made at least 8 days
before the class start date.
Refunds will be prorated and the cancellation fee will
be deducted.
A $5 cancellation fee will be charged per class,
activity or membership up to $200.00.
For classes, activities and memberships over $200.00,
3% of the fee will be deducted from the refund.
No refunds given on classes or activities of $5 or less.
Refunds for classes paid with a credit card using
online registration will be refunded by check; please
allow 2-3 weeks.
Refunds for classes, activities and memberships paid
with a credit card at the Community Center either in
person or by phone are credited to the same card.
Refunds for classes, activities and memberships paid
by cash or check are refunded by check; please allow
2-3 weeks.
If classes or activities are canceled by the recreation
department, a full refund will be issued.
POLICIES & REFUND INFORMATION
Auxiliary Aids - Auxiliary aids for persons with
disabilities are available upon request at least 96 hours
in advance. Persons with hearing or speech
impairment are served by the MN Relay Service, 711
(TTY/Voice).
Art/Cooking/Holiday Classes - Children in art and
cooking classes should dress in old clothes and/or
bring a paint shirt or apron.
Discipline - Children who do not follow the rules set
by the instructor will be given one warning. If they
choose not to follow the rules a second time, they will
not be allowed to return. No money will be refunded.
Financial Assistance - For Brooklyn Center resident
children who could not otherwise take a class due to
financial reasons. Request and registration must be
made in person at the Community Center.
Inclement Weather - If classes or recreation activities
are canceled due to inclement weather, we will
attempt to make them up. For a recorded message
about activity cancellations, call 763-569-3442.
Fees - We cannot prorate activity fees.
Late Pickup Fee - If a child is not picked up
immediately after class, $5 fee is charged for every 10
minutes after class ending time.
Missed Lessons - We know sometimes conflicts may
occur in your schedule. Missed lessons will not be
made up.
Participant Substitutions - Substitutions are not
allowed. You cannot sign up one child and replace
him/her with a sibling or friend.
Photograph Notice - Staff takes pictures of program
participants to use for publicity purposes. Photos may
appear in the brochure, on the website or other
marketing publications.
Spectators - Class attendance is limited to
participants. Spectators, including parents, siblings
and friends, are not allowed except with permission.
The Community Activities, Recreation and Services
Department does not provide accident insurance for
participants in any of its programs. Participants assume all
inherent risk of injury from their involvement in programs

LIFEGUARD TRAINING - American Red Cross
Minimum age 15 on or before completion of class. Emphasis
on victim recognition, surveillance & equipment -based rescues.
Requirements: •Must swim 300 yards continuously using these
strokes in the following order: 100 yards of front crawl using
rhythmic breathing and a stabilizing, flutter kick (rhythmic
breathing can be performed either by breathing to the side or to
the front);100 yards of breaststroke using a pull, breath, kick and
glide sequence;100 yards of either the front crawl or
breaststroke. The 100 yards may be a combination of front crawl
or breaststroke. No time requirement for this skill. •Starting in
the water, swim 20 yards using the front crawl or breaststroke,
surface dive 7-10 feet, retrieve a 10 pound object, return to
surface, swim 20 yards back to the starting point while
maintaining two hands on the object and exit water without
using a ladder or steps within 1 minute, 40 seconds.
Registration Fee $225.00, includes book, Standard First Aid &
CPR for the Professional Rescuer. Registration accepted

“CHALLENGER CUBS” Baseball for Special Needs
Challenger is for boys & girls ages 5 -18 who are mentally or
physically disabled. The Buddy system is used to help with
throwing, batting, running the bases and other help. Program
held Monday nights, 6:30-8:30 p.m. at the Brooklyn Center
National Little League fields. For information on becoming a

Adaptive Recreation programs and Inclusion services are
available though REACH for Resources. REACH is an agency
which serves individuals with developmental disabilities and
their families in Western Hennepin County. Services include
adaptive recreation, independent living support and counseling.

Inclusion Support for All Ages
REACH provides inclusion facilitators for children and adults
with disabilities who would like to participate in their city park
and recreation programs. Registration for these programs is done

January 16 - Organizing Your Important Papers
Rosemary Heins with the U of M Extension Service will share
the basics about organizing papers and why it’s so important to
do so. Through this presentation you will learn about strategies,
useful tools and materials to help organize those papers in
appropriate locations and for recommended lengths of time;
How to identify and replace essential missing documents; The
importance of and how to communicate your organizational
system with other family members; How to prepare an
emergency file; How to complete a household inventory.

February 20 – Antiques: Trash or Treasure
Ever wonder if the items you have are genuine or valuable?
David C. Schlueter, a certified personal property appraiser, will
share how anyone can authenticate and he will talk about coin
collecting basics. David will share examples of trash & treasure.
At the end of the program, David will answer questions you may
have about antiques you have at home or with you. Please limit
the size of the item to shoe box size or smaller and understand
he will not have time to do individual antique appraisals.

March 20 - “To Shred or Not to Shred!”
What legal documents are important to shred? How many years
should you keep bank statements, checks and deposit slips? Join
us and Shred It as we uncover the answers to your shredding
questions. After the talk, participants are encouraged to go home
and start their sorting. During the first week of April, Shred it
will return with a truck. Those who attended this talk can bring
boxes of papers to be shredded! Register by March 15.

April 17 - American Swedish Institute
The past comes to life as we explore the contents of a Swedish
Immigrant Trunk. A Swedish Institute Instructor will discuss
historic items that typical Swedish immigrants would have
brought with them on their journey to the New World. Register
by April 12.
May 15 - Who Get’s Grandma’s Yellow Pie Plate?
Planning to pass on personal items with special meaning can be
challenging, and may lead to family conflict. This presentation
provides practical information about the inheritance and transfer
of non-titled personal property. No matter who you are in the
process the resources presented can help you. The information
and related resources can help families communicate, make
decisions, and lessen conflict. A resource guide will be available
for purchase. Presented by Shirley Barber, co-author and retired

Coffee and tea provided. Everyone contributes $1/week to the
kitty, which helps defray the cost for supplies, refreshments and
prizes. Birthdays are celebrated the first Wednesday of each
month with dessert. Everyone except those celebrating a
birthday that month contributes $1. Progressive 500 is played
every other week with prizes for the top three scores and non
winner drawing. If you don’t play cards, informal instruction

PICKLEBALL 55+
Get ready to play the fastest
growing racquet sport in the US!
Pickleball is for people of all athletic
abilities, described as a combination of ping
pong, tennis and badminton. It’s a great workout, very social,
and a competitive and athletic game. It’s also a good way to
spend time with friends and family. Pickleball uses a plastic
whiffle ball and a paddle and is played on a court roughly half
the size of a tennis court. This is not a league...come when you
can…just drop in…with no advanced registration. Equipment is
provided for you to try the game. Gym shoes are required.

If you’re 50 or older and have a TLC card, you can be one of the
“nifty-fifty” with the extra perks for the day! Receive $5 on your
player’s card for riding the bus, plus each “nifty fifty” will swipe
their TLC card at a kiosk for an extra $5 - $50 on their card to
spend on the machines. If you don’t have a TLC card and
would like one, tell us when you register; the card is the only
mechanism you have to redeem the “comp” money. The
information will be forwarded to the casino and your card will
be waiting for you. Bring your friends; open to all adults.

April 11 - Minneapolis Mobsters Tour
The costumed tour guide will take you through the crime laden
city of Minneapolis and explore the not so wholesome people of
this city’s past. On the bus tour, you will learn that the St. Paul
Gangsters were not the only host of crime and corruption. Your
guide, a two-bit gangster hoodlum, will show you sites of illegal
activity during the 1920’s and 1930’s. Visit the sites of the 3rd
Northwestern Bank hold-up by the Barker Karpis gang, the site
of Baby Face Nelson‘s traffic violation, and the murder site of
journalist Walter Liggit. Have lunch at the Old Spaghetti Factory
in downtown Minneapolis. The meal is carefully prepared and
made fresh daily on the premises using quality ingredients.

April 25 - Minneapolis Institute of Arts “Art in Bloom”
It is the 30th year of Art in Bloom, a four-day festival of fresh
floral arrangements and fine art, presented by the Friends of the
Institute at the Minneapolis Institute of Arts. This splendid
spring celebration highlights the talents of more than 150 floral
artists, whose work will be on view next to the works of art that
inspired them. You're invited to experience the floral fragrance
throughout the museum, and browse in the Art in Bloom Shop.
Admission to view the floral displays is free. We’ll have lunch at
Burger Jones (on your own) before we go to the museum. This

The museum will feature two exhibitions: Discovering 20 th
Century Russian Masters: Nicolai Fechin and Cast Icons:
Preserving Sacred Traditions. We have requested to have our
tour enhanced by Carol Rudie, a docent for the Museum. Dr.
Rudie has a PhD in Russian Art History and a passion she loves
to share with her audience. Leave a little time to browse the
museum gift shop before leaving. Following the museum, we
will have lunch at Patrick’s Bakery known for their homemade
soups, sandwiches and desserts (on your own). Cost $11.00/

wand, there’s something in the air and Sesame Street becomes a
nonstop, all-singing, all-dancing musical montage! Grover and
Baby Bear sing their highs and lows, Cookie Monster sings fast
and slow, Bert & Ernie converse in song and Murray makes
mouth music for all to sing along! Learn why it feels good to

The Community Center is a smoke free building; alcohol not
permitted. Rentals available Monday-Saturday. For information

Constitution Hall
Constitution Hall is available for business and
club meetings and private functions. A great
place to host a family reunion, graduation,
wedding reception or anniversary party. This
unique room can accommodate up to 190 persons with banquet
style seating and 250 for lecture style.

Located on the upper level, this room is
available for small group functions. Room
capacity for theatre style seating - 70,
classroom style - 30 & banquet style - 50.

JUNIOR LEAGUES
Junior Leagues is a new program offered for girls
and boys ages 6-17. Players will receive instruction
on all aspects of the game of golf, including

50 Meter Swimming Pool — An adult must accompany children ages 5 & younger in the pool. Swimsuits required.
Wading Pool — Available for children 6 & younger when supervised by an adult. Swimsuits required.
Water Slide — Children less than 52" tall who wish to use the water slide must pass swim test or be accompanied by an adult.
The recreation department reserves the right to open the water slide during non -scheduled times.
Exercise Room — Ages 15 & older. Shirts and tennis shoes required.
Sauna — Ages 18 & older. Children not allowed even if accompanied by an adult.
Locker Rooms — Coin operated lockers (25¢) available. No one over age 5 allowed in opposite gender locker rooms.
